Old King’s Highway Historic District Committee
MINUTES
Wednesday, April 22, 2026, 6:30pm
To all persons deemed interested or affected b y the Town of Barnstable's Old King’s Highway
Historic District Act under Section 9 of Chapter 470, Acts of 1973 as amended. You are hereby
notified that a hearing was held by remote participation via Zoom Meetings on the following
applications:

A quorum being met, Chair Bett McCarthy called the hearing to order at 6:30 pm. The Chair
explained the hearing and appeal process and invited the public to address the Committee and
view the plans of interest when the application is called.

APPLICATIONS
Nascimento, Keila & Wharleson, 75 Old Toll Road, West Barnstable, Map 109, Parcel 073,
Built 1987
Interior and exterior renovation. Expand the upstairs with the addition of dormers.
Correction of the property owner’s name from William & Melanie Conroy to Keila & Wharleson
Nascimento.

Morel Orta and Leandro Santos were in attendance for this item.
Morel presented a renovation depicting new dormers, new entry, and a new addition. The front
will be painted white shingles with black windows. The new family room addition will have a
low-slope roof. The house is set up on a hill and not exceedingly visible from the road.
Committee Discussion:
Wendy- Noted that there is a mix of different architecture within the area. She inquired about the
grille pattern for the windows. Morel noted that the client is looking for 6 over 6 but would be
amenable to the Committee’s preference. Wendy stated that 6 over 6 windows would be
appropriate. Asked if there would be any landscaping to obscure the exposed foundation. Morel
noted that the house currently has exposed foundation but that the owner’s would again be
amenable to landscaping. No issues with the project.
Erin- Wendy asked all the questions that Erin had. Erin noted that the left side addition roof
looked flat on the front elevation drawing but upon looking at the left-side elevation noted that
the roof would not be flat. Morel explained that the roof is at such a low pitch as to not compete
with the main dwelling. Erin found the proposal to be appropriate.
Lesley- All of Lesley’s concerns were addressed by the other Committee members. Appropriate.
Bett- Agreed with the Committee’s remarks. Noted that given the location and surrounding
architecture in the neighborhood that the proposal is appropriate.
Public Comment:
Ellen & David Moran- Concerned about the setback from the side that is close to their property,
but they understand that the addition is within the setback. Support the overall project if the
addition is kept within the setbacks.

& Wharleson, 75 Old Toll Road, West Barnstable, Map 109, Parcel 073, Built 1987 for interior and
exterior renovation. Expand the upstairs with the addition of dormers as submitted.

Kevin Desmarais was in attendance for this item.
Kevin explained that the current doors are rotting. The existing front door is only 72” tall which is
a short door for today’s standards and has a small transom above it. He referenced an interior
photograph showing how much shorter the front door is in comparison to other interior doors. The
proposed front door is a six light with four panels which contain the breaks that is typical of a
colonial door. The side door would be replaced with a door with more lights to allow for more
natural lighting.
Committee Discussion:
Wendy- Noted that the side door is not extremely visible and has no issue with the side door. The
front door is more craftsman than colonial in style. She would hate to see the transom disappear.
The current door is such a great example of the historic structure. She would rather see the door
be replaced as is since the side door may be used as egress or to have the door replaced with a
truer colonial style door featuring panels and two lights or no lights. Kevin noted that to replace
the door as is would be extraordinarily costly to the homeowner as it would need to be custom
made.
Erin- Mentioned that she’s not as versed in door styles. Kevin provided more information
showing colonial, craftsmen, and other styles of doors. He explained some of the differences
between the styles as well. Erin noted that the proposed door as shown in one of the photographs
does not appear as bad as the stock photo on the inventory sheet. She felt that the proposed door
would be appropriate.
Lesley- Felt that given the circumstances that the proposed door would be appropriate. She
understood Wendy’s concerns, but the proposed door is a typical door within the district. Wendy
noted that the existing door is unique and the proposed style would not be appropriate for the
historic character of the home.
Bett- Agreed with the Committee’s remarks. She noted that a custom door would not be feasible
and that the proposed door is appropriate.

Isaiah McCartney was in attendance for this item.
Isaiah presented the barn proposal to change the siding to barn board. He also noted the window
changes to two over two windows in vinyl.
Committee Discussion:
Wendy- Noted that the window changes are not appropriate for the barn, specifically the smaller
window. She also noted that the stark white of the windows are inappropriate and would stand
out on the bar. She would prefer to see additional grid patterns and for the windows to be a
different color or for the windows to match the trim if the trim would be painted white. The barn
board siding is appropriate. Asked if the barn board would be natural or stained. Isaiah noted that
it would be natural that it will grey with time.
Erin- Agreed with Wendy’s comments. No issue with the barn board but the windows stand out
too much and don’t appear appropriate for the barn.
Lesley- Agreed with Wendy as well. She noted that the window modernizes the barn too much.
She suggested that the windows be painted.
Bett- Inquired about the transom windows. Isaiah noted he wanted to mimic the transom on
another barn within the neighborhood. Bett suggested he submit updated materials at another
upcoming meeting for the windows, paint, and trim. Isaiah asked if the siding could be approved
so that the barn is no longer open to the elements.
The committee and applicant agreed to approve the barn board siding only. The applicant will
need to file a new application for the windows, transoms, and paint color.

Wendy Shuck moved to approve the Certificate of Appropriateness Application for McCartney, Isaiah,
101 Maple Street, West Barnstable, Map 132, Parcel 029, Built 1740 for Barn renovations including
barn board siding, 2 over 2 white vinyl windows, and a sliding pine barn door with the modifications
that the siding is the only change approved and a new application is required for the windows,
transoms, trim, and painting.

Wendy Shuck moved to approve the one-year extension requestion for Rotondi, Todd, 1825 Main
Street, West Barnstable, Map 217, Parcel 001, Built 1800 to construct new dormer on the rear
elevation of the dwelling, construct new deck off the rear entrance, and add a 12x16’ shed. COA
Approved on 5/14/25.

MINOR MODIFICATION
Evancoe, Kyle & King, Elizabeth Ashley, 211 Boulder Road, Barnstable, Map 315, Parcel
037, Built 1986
Change front door from 6 grid with 2 panels to 6 grid with 1 panel, change rear windows from 6
over 6 to 6 over 1, and replace one window on the front of the house with faux storm shutters
and keep existing placement of exterior lights. Benjamin Moore color #698 for all shutters which
match the existing color.
The Committee asked for clarification about the storm shutters. Ashley and Kyle were in
attendance to discuss. They explained that with the addition and the original front door being
moved that the house looked unbalanced. They would like to create a balance by adding in the
storm shutters to make it appear as if the front door still exists. They gain inspiration from a
house which has a storm shutter on 6A. The Committee agreed that mimicking the appearance of
the door would help balance the home. The Committee suggested landscaping of a walkway
leading to the front door would also be appropriate.
Wendy Shuck moved to approve the minor modification application for Evancoe, Kyle & King,
Elizabeth Ashley, 211 Boulder Road, Barnstable, Map 315, Parcel 037, Built 1986 to change front door
from 6 grid with 2 panels to 6 grid with 1 panel, change rear windows from 6 over 6 to 6 over 1, and
replace one window on the front of the house with faux storm shutters and keep existing placement of
exterior lights. Benjamin Moore color #698 for all shutters which match the existing color.
