Acting under the provisions of the Code of the Town of Barnstable, ss 112-1 through 112-7, the Historical Commission held a Public Hearing on the following applications previously determined significant and referred to Public Hearing: APPLICATIONS CLH Cape Ventures LLC, 117 Parker Road, Osterville, Map 116, Parcel 029, Built 1930 Partial Demolition: Remove first floor side window and replace with door, remove rear garage door and replace with two windows, demolish unsafe addition roof deck and reconstruct with sloped roof, remove second floor slider and replace with two windows, remove rear picture window and replace with two double hung windows, replace rear windows that will conflict with new roof, and demolish the abandoned rear chimney. Michael Racino from Amber Architects was in attendance for this item. There is an offset gambrel on the right side of the dwelling that was done in the nineties. All the work described will take place within the contemporary additions that were done in the 80s or 90s. The roof deck on the rear of the dwelling is not framed correctly. Instead of rebuilding the roof deck they are proposing a more practical addition of a shed roof. One window on the right-hand side will be removed and replaced with a door. Commission Discussion: Bob commented that he is familiar with the location. The dwelling is not historically or architecturally significant. The main façade will not be changed. Bob asked if the house is visible from the golf course on the rear. Michael noted that yes, it is visible from the golf course. Jack asked if there is a fireplace that would be demolished with this work. Michael noted that there is a fireplace that was abandoned a few years ago but there is a newer fireplace on the right-side that will be maintained. The abandoned chimney to be removed is smaller than the right-side chimney. Public Comment: None Motion 1: John Richmond moved that after review and consideration of public testimony, the application, and associated materials, the Significant Building – 117 Parker Road, Osterville is a Preferably Preserved Significant Building. Andrew Fisher seconded. Nay: Nancy Shoemaker, John Richmond, Jack Kay, Cheryl Powell, Andrew Fisher, Robert Frazee Motion 2: John Richmond moved that in accordance with Section 112-3(F), the Barnstable Historical Commission determines that the partial demolition of the building located – 117 Parker Road, Osterville is not detrimental to the historical, cultural, and architectural heritage or resources of the Town. Cheryl Powell seconded. Aye: Nancy Shoemaker, John Richmond, Jack Kay, Cheryl Powell, Andrew Fisher, Robert Frazee Laci Management LLC, 187 Sea Street, Hyannis, Map 307, Parcel 043, Built 1940 Partial Demolition: Add a gable wall 19’ x 15’ addition. Joao DeMoura was in attendance for this item. Joao noted that the structure is one of three on the lot and is located at the rear of the property and is minimally visible from the road. They are proposing a 19’ x 15’ addition from the rear right side of the existing dwelling. All the new materials will be matching the existing. Commission Discussion: Public Comment: Bob commented that the age of the building is the reason why this item was asked to come for a meeting. All the commissioners agreed that this application is straightforward and is not historically or architecturally significant. Motion 1: John Richmond moved that after review and consideration of public testimony, the application, and associated materials, the Significant Building – 187 Sea Street, Hyannis, is a Preferably Preserved Significant Building. Aye: Nancy Shoemaker, John Richmond, Cheryl Powell, Jack Kay, Andrew Fisher, Robert Frazee Other: • Discussion of upcoming historical events open to the public. • Discussion: Buildings of concern within the community. o Commission discussed buildings that may be affected by disrepair which in turn could lead to neglect. They mentioned one such structure within the Downtown Hyannis Main Street LHD. Bob requested that the other Commissioner’s think about other such buildings that may fall into the Historical Commission’s purview and to send any concerns to administrative assistant Erica Brown. Bob felt there may be solutions that the Commission could help or express about these buildings before any enforcement action may be required. • Correspondence o Letter for Earmark and Mass Preservation Fund - Kennedy Compound The Commissioners agreed to send a Letter of Fact in response to the request. Cheryl Powell left the meeting at 4:30pm. Minutes February 17, 2026: Nancy Shoemaker moved to approve the minutes of February 17, 2026. Jack Kay seconded. Aye: Nancy Shoemaker, John Richmond, Jack Kay, Andrew Fisher, Robert Frazee Matters Not Reasonably Anticipated by the Chair Next meeting will be April 21, 2026. With no further business before this Commission, a motion was duly made by Commissioner Fisher and seconded by Commissioner Kay to adjourn the meeting.
