Acting under the provisions of the Code of the Town of Barnstable, ss 112-1 through 112-7, the Historical Commission held a Public Hearing on the following applications previously determined significant and referred to Public Hearing: Moment of Silence for Barbara DeBiase APPLICATIONS Lebow, Bernard & Guilfoile, Barbara, 1199 Craigville Beach Road, Centerville, Map 206, Parcel 053, Built 1920 Partial Demolition: Demolish existing kitchen area. Construct mudroom addition and add two dormers. Bernard Lebow was in attendance for this item. Bernard presented the areas on the North elevation in which a small 7’ x 8’ enclosed entrance is proposed. The dwelling itself is a vernacular cottage with additions. This small addition will be a good unifier for the house. On the rear of the dwelling, they are proposing to add dormers. These dormers are mirroring the other already existing dormers. Commission Discussion: Bob noted that although the dwelling was built in 1920, it does not appear to be a 1920 dwelling when you look at it which speaks to the upkeep of this dwelling. No architectural or historical features stand out. Public Comment: None Motion 1: John Richmond moved that after review and consideration of public testimony, the application, and associated materials, the Significant Building – 1199 Craigville Beach Road, Centerville is a Preferably Preserved Significant Building. Nay: Nancy Shoemaker, John Richmond, Jack Kay, Andrew Fisher, Robert Frazee Motion 2: John Richmond moved that in accordance with Section 112-3(F), the Barnstable Historical Commission determines that the partial demolition of the building located – 1199 Craigville Beach Road, Centerville is not detrimental to the historical, cultural, and architectural heritage or resources of the Town. Nancy Shoemaker seconded. Aye: Nancy Shoemaker, John Richmond, Jack Kay, Andrew Fisher, Robert Frazee Miccoli, Peter Sr & Tamara, 260 Strawberry Hill Road, Centerville, Map 247, Parcel 104/001, Built 1925 Full Demolition: Demolish the existing dwelling due to structural deterioration. No applicant was in attendance for this item. The Commission agreed to move this item to the end of the meeting in case the representative is late. The Commission revisited this item at the end of the meeting and determined that they had enough information to make a determination on this application. Commission Discussion: The commissioners agreed that given the location and condition of the building that this building is not historically or architecturally significant. Public Comment: Eileen Delaney to the project was curious about the non-conforming setbacks and asked if the dwelling were to be rebuilt if the building would be built in the same location or would it be required to meet setbacks going forward. She was referred to the building department as the Commission does not have jurisdiction over any new buildings to be built on the property. Motion 1: John Richmond moved that after review and consideration of public testimony, the application, and associated materials, the Significant Building – 260 Strawberry Hill Road, Centerville, is a Preferably Preserved Significant Building. Nay: Nancy Shoemaker, John Richmond, Jack Kay, Andrew Fisher, Robert Frazee Motion 2: John Richmond moved that in accordance with Section 112-3(F), the Barnstable Historical Commission determines that the full demolition of the building located – 260 Strawberry Hill Road, Centerville is not detrimental to the historical, cultural, and architectural heritage or resources of the Town. Aye: Nancy Shoemaker, John Richmond, Jack Kay, Andrew Fisher, Robert Frazee Zig Harbor LLC, 112 Washington Avenue, Hyannis Port, Map 287, Parcel 116/001, Built 1920 Full Demolition: Fully demolish the carriage house due to structural conditions. Kevin Dauphinais was in attendance for this item. Kevin presented the carriage house located on the property. He prefaced that the Commission recently saw a partial demolition proposal which had been approved in late 2025. Before they began work, they realized that the carriage house had settled significantly. The foundation had some structural problems due to water damage. They are now proposing to demolish the carriage house fully and rebuild it with some small differences to what had been proposed previously. Part of the changes is to build the new carriage house on helical piles to diminish any potential water damage. There is a window change on the elevation not facing the road and small changes to the carriage - style doors. Commission Discussion: Bob noted that while the main dwelling on the neighboring parcel is a contributing structure, the carriage house is not a contributing structure within the Hyannis Port district. Bob also noted that although it is visible to the road, the building is set back from the road. The commissioners were happy to note that the intention is to keep the same aesthetic of the existing structure. Given the condition of the carriage house and the fact that it is not a contributing structure, the commissioners agreed that the demolition would not be detrimental. Nancy asked if they could reuse or recycle some of the existing materials such as the carriage doors. Kevin noted that unfortunately the doors are in bad condition as well. He noted the rot and holes in the doors. Nay: Nancy Shoemaker, John Richmond, Jack Kay, Andrew Fisher, Robert Frazee Motion 2: John Richmond moved that in accordance with Section 112-3(F), the Barnstable Historical Commission determines that the full demolition of the building – 112 Washington Avenue, Hyannis Port- is not detrimental to the historical, cultural, and architectural heritage or resources of the Town. Minutes None Matters Not Reasonably Anticipated by the Chair John mentioned he would like to discuss a building of concern at the next meeting and asked how he would have that added to the agenda. Erica asked John to send the address of the building to be discussed, and she will add it to the agenda. Next meeting will be May 19, 2026. With no further business before this Commission, a motion was duly made by Commissioner Shoemaker and seconded by Commissioner Fisher to adjourn the meeting.
