Good morning Ms. Brigham,
Thank you for reaching out and for keeping us included as the scope of this project continues to
evolve.
As you know, the original proposal included a three-story apartment building with 36 units along
with townhouse units. At that time, the Department recommended both primary and secondary
access due to the increased life hazard, building height, and overall occupant load .
With the revised plans now consisting of approximately 36 three-bedroom townhouse units and no
apartment building, the project is much more in line with a typical residential subdivision. This
reduces the overall fire protection complexity and changes how we look at access requirements .
In accordance with 527 CMR 1.00, the need for multiple access points is generally based on factors
such as the number of units, roadway configuration, and overall access limitations. Based on what
has been submitted, the development is at or below the thresholds that would typically require a
secondary access point, so it can reasonably be treated as a standard subdivision layout. Provided
that the roadway meets all applicable fire apparatus access requirements, including proper width,
turning radius, and an approved turnaround in accordance with 527 CMR 1.00, and that hydrant
placement and water supply are adequate, the Fire Department would not require a secondary
emergency access road at this time.
That said, I would be in favor of keeping the layout as a simple loop and eliminating the proposed
dead-end section, even if that results in a slight reduction in total units. If the dead -end portion
remains, a compliant apparatus turnaround will be required.
From an operational standpoint, a single point of access can still present challenges if the roadway
is blocked or compromised, especially with such a compact layout. While not required, a
secondary access is always a strong best practice to improve response reliability and overall
safety.
