LICENSING AUTHORITY PUBLIC MEETING AGENDA
The Barnstable Licensing Authority will hold a Public Meeting on Wednesday, May 27, 2026, at 10:00
a.m. at Barnstable Town Hall, in the Selectmen’s Conference Room - 2nd Floor, 367 Main Street,
Hyannis.
The meeting will be televised live via Xfinity Channel 8 or high-definition Channel 1072. It may also be accessed via
the Government Access Channel live stream on the Town of Barnstable’s website:

CALL TO ORDER – Introduction of Board Members and Staff
NOTICE OF RECORDING – This meeting of the Barnstable Licensing Authority is being recorded and broadcast on
the Town of Barnstable’s Government Access Channel. In accordance with Massachusetts General Laws Chapter
30A, Section 20, the Chair must inquire whether anyone else is recording this meeting and, if so, to please make
their presence known.
PUBLIC COMMENT
NEW APPLICATIONS
1. NEW SPECIAL ONE-DAY WINE & MALT
In accordance with MGL c. 138 an application has been filed by Coxswain Media LLC, to hold Free Beer & Hot Wings
Show Live at Night, a live stage show of the nationally syndicated radio morning show “Free Beer & Hot Wings”.
The event will be held at Cape Cod Community College, Tilden Arts Center, 2240 Iyannough Road, West Barnstable,
on 6/26/26 from 5pm to 9pm. Event to include wine and malt as well as live performing arts.
2. TWO (2) NEW SPECIAL ONE-DAY WINE, MALT & ENTERTAINMENT
In accordance with MGL c. 138 and MGL c. 140 an application has been filed by RACE Cancer Foundation, to hold
Tour de Barnstable, a bicycle fundraising event for cancer on the Town Green, 367 Main Street, Hyannis. Day one
of the event is a pre-celebration wherein the applicant proposes to provide entertainment as well as wine and malt
from 12pm to 8pm. Day two of the event will include a bicycle race which will start and end on the Town Green, on
5/31/26 from 11am to 6pm. Event to include wine and malt as well as a live, amplified band and recorded music.
3. NEW SPECIAL ONE-DAY WINE & MALT
In accordance with MGL c. 138 an application has been filed by The Cape Cod Open, to hold The Cape Cod Open
2026, an annual golf outing at Hyannis Golf outing at Hyannis Golf Club at 1800 Iyannough Road, Hyannis.
PUBLIC HEARINGS
1. NEW ANNUAL ENTERTAINMENT continued from April 15, 2026
In accordance with MGL c.140, an application has been filed by Pop Up Street Cape Cod dba Pop Up Street Cape
Cod, 606 Main Street, Hyannis, for an annual live and non-live entertainment license. The applicant proposes to
provide live, amplified music for up to 5 performers, open-mic nights, karaoke, poetry, artist talks, and recorded
music at conversation level. The applicant proposes to operate said live entertainments Monday through Saturday
12pm to 11pm and Sunday 12pm to 9pm.
2. AMEND ANNUAL ENTERTAINMENT
In accordance with MGL c.140, an application has been filed by 473 Partners Restaurant LLC dba Wicked Willy’s
Sports & Tiki Bar, Wicked Willy's Fish & Chips & Raw Bar, 473 Main Street, Hyannis, to add the following
entertainments to their license: 8 TV’s, karaoke, dancing by patrons, darts, floor shows.
3. AMEND ANNUAL COMMON VICTUALLER
In accordance with MGL c.140, an application has been filed by Whole Foods Market Group LLC dba Whole Foods
Market, 790 Iyannough Road, Hyannis, for a change of corporate structure from incorporated to a limited liability
company.
4. AMEND ANNUAL §12 ALL-ALCOHOL COMMON VICTUALLER
In accordance with MGL c.138 and MGL c.140, an application has been filed by Smith Family Beer Garden, LLC dba
Neptune’s, 541 Main Street, Hyannis, for an alteration of licensed premises to include the conversion of an interior
office into a quick service bar on the exterior to serve patrons sitting in the outdoor beer garden. Said bar is for
service only and will not include seats.
5. NEW CLASS II AUTO DEALER
In accordance with MGL c.140, an application has been filed by Primevista Group Inc. dba Auto Prime, 50 Airport
Road, Hyannis, for a new Class II Auto Dealer License. Premise to include 137 display spaces and 4 customer spaces.
Proposed hours of operation are Monday – Friday 9AM to 6PM, Saturday 9AM – 4PM, and Sunday 10AM – 1PM.
6. NEW ANNUAL COMMON VICTUALLER
In accordance with MGL c.140, an application has been filed by Fruit & Flavor, LLC dba Fruit & Flavor, 974 Craigville
Beach Road, Centerville, for a new annual common victualler license. 48 outside seats only; proposed hours are
Monday – Thursday 9AM to 7PM, Friday & Saturday 9AM to 8PM and Sunday 9AM to 5PM. Proposed manager is
Renata Dias.
7. NEW SEASONAL COMMON VICTUALLER
In accordance with MGL c.140, an application has been filed by Summer House Café, Inc. dba Summer House Cafe,
302 Main Street, Hyannis, for a new seasonal common victualler license. 40 inside and 8 outside seats; proposed
hours are daily from 7AM to 11:30PM. Proposed manager is Murillo Teodolino.
8. NEW ANNUAL COMMON VICTUALLER
In accordance with MGL c.140, an application has been filed by WS Hyannis, LLC dba Wingstop, 451 Iyannough
Road, Hyannis, for a new annual common victualler license. Seating for 30 inside; proposed hours are daily from
10:30 AM to 12 AM. Proposed manager is Steven Tate.
9. TRANSFER ANNUAL §12 ALL-ALCOHOL COMMON VICTUALLER
In accordance with MGL c.138 and MGL c.140, an application has been filed by MO MO House, Inc. dba Mo Mo
House, 489 Bearse’s Way, Hyannis, to transfer the §12 All-alcohol common victualler license from Kobi House, Inc.
dba Kobi House. The applicant proposes no changes in operations; the premises include 1,500 sq ft restaurant space
including kitchen area, dining area with 48 seats to include hibachi cooktop seating, and two restrooms. Proposed
alcohol manager is Minghua Wu. The proposed hours of operation are Monday – Saturday 8AM to 1AM, Sunday
12PM to 12AM.2.
CORRESPONDENCE
➢ A Notice of Violation Hearing was received by the Alcoholic Beverages Control Commission alleging that MPG
Corp dba Garrett’s Family Market, located at 1617 Falmouth Road, Barnstable (Centerville), violated MGL Ch.
138 §34 Sale or Delivery of an alcoholic beverage to a person under twenty-one (21) years of age (1 count)

MATTERS NOT REASONABLY ANTICIPATED BY THE CHAIR
The list of matters, are those reasonably anticipated by the president/chair, which may be discussed at the meeting. Not all items listed may in fact be discussed
and other items not listed may in fact be discussed and other items not listed may also be brought up for discussion to the extent permitted by law. It is
possible that if it so votes, the sub-committee may go into executive session. For your information the section of the M.G.L. that pertains to postings of
meetings is as follows: Except in an emergency, in addition to any notice otherwise required by law, a public body shall post notice of every meeting at least 48
hours prior to such meeting, excluding Saturdays, Sundays and legal holidays. In an emergency, a public body shall post notice as soon as reasonably possible
prior to such meeting. Notice shall be printed in a legible, easily understandable format and shall contain: the date, time and place of such meeting and a
listing of topics that the chair reasonably anticipates will be discussed at the meeting. Meetings of a local public body, notice shall be filed with the municipal
clerk, and posted in a manner conspicuously visible to the public at all hours
