The 12th annual Tour de Barnstable charity bike ride on May 31, 2026 will start
and finish at Village Green in Hyannis, MA. The celebration begins on Saturday,
May 30, 2026 with events and entertainment at the Tour de Barnstable Pre-
Ride Party at Village Green. The pre-ride party will bring together cyclists,
volunteers, sponsors, and community members for an afternoon featuring live
music, yard games, a beer garden, rider check-in, and volunteer orientation in
a safe, family-friendly atmosphere The event serves as both a kickoff
celebration for the Tour de Barnstable and an opportunity to promote the
mission of the RACE Cancer Foundation. 100% of the money raised at the Tour
de Barnstable goes to charity.

Premise Description:*
The entrance to the event will be managed in two locations. General
admission will be directed through the northern entrance to the park on Main
Street. Riders and volunteers will be able to enter the park via the southwest
corner between Town Hall and the Town Administration building. Alcohol will
be served from the "food and beer" tents in front of the school administration
building and marked "REG/FOOD/BEER" on the event site plan.

Tour de Barnstable - Event Overv iew
To the Town of Barnstable Licensing Authority:
Please accept this letter as the detailed event narrative for the 2026 Tour de Barnstable,
organized by the RACE Cancer Foundation. The Tour de Barnstable is a charitable cycling
event benefiting the fight against cancer through prevention, education, and
community-focused programming. The event combines recreational cycling, fundraising, and
a family-friendly music festival in downtown Hyannis.
The Tour de Barnstable is scheduled for Saturday May 30 and Sunday May 31, 2026. The Tour
de Barnstable will start and finish at Hyannis Village Green, located at 367 Main Street in
Hyannis. The event includes a “Rider & Volunteer Orientation” event and “Packet Pick-Up”
area at Village Green on Saturday May 30th from 12PM to 8PM. On Sunday May 30th, cyclists
will depart in staggered waves beginning at 8:00 AM and 9:30 AM, traveling through
Barnstable County on routes ranging approximately from 19 to 70 miles. Riders will return to
Hyannis Village Green throughout the day between 11:00AM and 2:00PM, where participants
and spectators will gather for the finish-line celebration and beer garden.
The Tour de Barnstable at Hyannis Village Green is intended to create a safe, welcoming, and
community-oriented atmosphere for participants, families, volunteers, spectators, and
sponsors. The event site will include:
● Registration and information tents
● Food vendors and beer service
● Water and hydration stations
● Portable restroom facilities
● Bike valet/bike check area
● Bike repair/vendor area
● Seating and gathering space with tables and chairs
● Live music and announcements from the performance stage
● Security staffing at entrances and exits
● Clearly designated fenced beer garden areas
The attached site plan illustrates the proposed layout of the event grounds, including fencing
locations, security checkpoints, restroom placement, bike parking, food and beer service
areas, music/stage areas, and bicyclist flow patterns.
The beer garden will operate in accordance with all requirements established by the Town of
Barnstable Licensing Authority and the Massachusetts Alcoholic Beverages Control Commission
(ABCC). Alcohol service will be managed by trained staff and monitored by security personnel
throughout the event. Beer service will be restricted to patrons age 21 or older who present
valid identification and receive a wristband. Alcohol consumption will be limited to the
designated fenced beer garden area only.
RACE Cancer Foundation has developed a formal Alcohol Management Plan outlining
procedures for responsible alcohol service, intoxication prevention, ID verification, signage,
security coordination, and safe transportation practices. The organization has extensive
experience safely operating running and cycling events with licensed beer gardens throughout
Massachusetts, including events held in Barnstable County and Greater Boston.
The event is designed first and foremost as a charitable and healthy living initiative.
Marketing and event messaging focus primarily on cycling, fundraising, community
engagement, and cancer prevention efforts. The finish-line celebration is intended to
complement the event experience in a controlled and family-friendly environment.
Security personnel will monitor all beer garden entrances and exits, and communication
between event organizers, servers, security personnel, and public safety officials will be
maintained via two-way radios throughout the event. Signage regarding age restrictions,
alcohol possession, and prohibited activities will be posted prominently at all entrances and
exits to the licensed area. Additional event details regarding alcohol service procedures,
staffing, and patron safety are included in the attached Alcohol Management Plan.
RACE Cancer Foundation appreciates the Town of Barnstable’s support and cooperation in
helping bring this charitable event to Hyannis Village Green. We are committed to operating a

Alcohol Management Plan - Tour de Barnstable
The Tour de Barnstable event starts and finishes at Hyannis Village Green, 367 Main Street in
Hyannis. Below are steps RACE Cancer Foundation takes to ensure the event adheres to all
rules set out by the Town of Barnstable and the Massachusetts Alcoholic Beverages Control
Commission (ABCC.)
As an event which promotes healthy living and also serves beer, we ensure that patrons are
not encouraged to consume alcohol excessively. RACE Cancer Foundation’s Tour de
Barnstable Organizing Committee encourages responsible consumption of alcohol to
minimize the risk of harm associated with consuming alcohol.
Planning includes input and guidance from the following personnel and event partners

• RACE Cancer Foundation - security staff and eTips-certified servers
• Mighty Squirrel Brewing Co. - beer sponsor/partner
• Barnstable Police Department
• Town of Barnstable - License Division
Strategies for the Management of Serv ing Alcohol
Our Alcohol Management Plan focuses on the following strategies:
● Communicating restrictions prior to and upon entry to the beer garden
● Controlled distribution and consumption of alcohol within the beer
garden
● Controlling the number of serves per person
● Restriction to beer and wine only
● Providing low-alcohol and non-alcoholic beverages as well as food
and water
● Minimizing risks associated with alcohol consumption
Communication
As a committee we understand that a patron’s expectations before the event will influence
their behavior at the event. Clear guidelines about the event will be a priority, with the focus
of all marketing and notifications being centered on the charitable, cycling, and healthy
living aspects of the event.
Consumption Control
As an experienced licensee, RACE Cancer Foundation’s race director J. Alain Ferry leads an
experienced and eTIPS-certified team to ensure responsible alcohol service. Anyone serving
alcohol is required to have completed eTIPS training. Patrons are given two drink tokens or
tickets upon entry to the beer garden. Each token/ticket can be exchanged for one drink
from our beer partner(s). The following steps will be implemented to reduce excessive
consumption:
● Security staff selling party-only tickets check IDs to ensure only patrons age
21 or older get a 21+ wristband.
● Servers check for 21+ wristbands to ensure only patrons age 21 or older are
served.
● Signage indicating “NO ALCOHOL PAST THIS POINT” is posted at all exit
points.
All beer garden procedures aim to prevent intoxication, and to prevent an intoxicated
person from being served.
Harm Mitigation
Despite best measures, people may still become intoxicated and need help. As a result,
RACE Cancer Foundation will provide a safe area where intoxicated patrons can be helped by
trained staff. We will also provide a “NO BEER” area to welcome families, and patrons who
prefer to be separated from beer consumption at the event.
Engaging Environment
Due to the event serving between 12:00PM and 8:00PM on Saturday and 11:00AM to 6:00PM
on Sunday, steps will be undertaken to ensure the patrons are regularly engaged to prevent
boredom, and to minimize excessive alcohol consumption. There will be a band performing
live music, a DJ, an awards ceremony, and a recreation area with yard games such as
cornhole and yard pong.
Security and Police
To ensure efficient security operations between security and police, responsibilities will be
outlined and reviewed prior to the event. Two-way radios will be provided to ensure
immediate communication between security and those serving alcohol. Security staff will be
placed at all entrances and exits to the beer garden. Primary responsibility for monitoring the
beer garden is with the security staff. Police presence is intended to support the security
providers. Security staff will be introduced to all servers before the beer garden opens.
Alternative Transportation
Signage with details for alternative transportation will be posted at the beer garden exit.
The pre-race email sent to all participants will include information about alternative
transportation. Security staff will also be briefed to monitor patrons as they exit to help
prevent a patron from drinking from driving.

On every entrance, signage containing the following information will be displayed:
All persons entering the Tour de Barnstable Beer Garden (aka Hyannis Village Green) are
advised that:
● You are entering a licensed premises.
● It is illegal for persons under age 21 to possess or consume alcohol.
● Persons in possession of alcohol will not be permitted entry.
● Intoxicated persons will be removed, and will not be permitted re-entry.
● It is illegal for anyone to purchase or supply alcohol to persons under age 21.
Anyone suspected of providing alcohol to minors will be reported to the
police.
Serv ing Staff Guidelines
● Serving to intoxicated persons or minors will not be tolerated
● All containers must be opened before serving to customer
● Serving is strictly limited to two drinks per person
● Serving commences at 11:00AM
● Last call will be at 7:30PM
