PROJECT NARRATIVE #205 Scudders Lane, Barnstable The applicant is pleased to submit a Notice of Intent application for the construction of additions to an existing single family dwelling. The site consists of a developed lot, improved with three dwellings and a barn. The site is bordered to the west by an isolated Vegetated Wetland to the south by a Bordering Vegetated Wetland and to the north by a Coastal Bank along Barnstable Harbor. The edge of the Isolated Vegetated Wetland was flagged by Don Shall of ENSR in 2008 and reconfirmed by Down Cape Engineering. A portion of the site is also within Land Subject to Coastal Storm Flowage (LSCSF) Flood Zone VE elevation 15 and The Sandy Neck Barrier Beach ACEC. The site does not lie within Priority or Estimated Habitat in accordance with the latest Natural Heritage map (2017). The majority of the proposed work will take place within the footprint of existing structures. The closest point of proposed structures (a set of steps) will be 31.9' away from the top of the Coastal Bank and further away than existing structures. A new reduction in hardscape is proposed with the removal of decks, a ramp, trellis, and concrete pad. A work limit line of staked silt fence is proposed downgradient of all work. Coastal Bank {310 CMR 10.30} A Coastal Bank exists at the top of the slope above the flood zone elevation that runs through the property. The coastal bank was delineated in accordance with the Wetlands Program Policy 92-1. The bank is not a sediment source and was armored under SE3-5790. The bank is to be left undisturbed and its ability to control floodwaters will not be changed by any of the proposed work. 310 CMR 10.55 Bordering Vegetated Wetland/Isolated Vegetated Wetland The proposed construction will take place within existing developed areas. No adverse effects from the work are expected, as the work limit line shall remain staked in place until all work is complete, and the site is stabilized. The BVW and IVW will continue to act fully in their capacity to provide habitat and food sources for wildlife. No work is proposed within 100' of the BVW or IVW. Land Subject to Coastal Storm Flowage A portion of the property is within Flood Zone VE el. 15. None of the proposed construction work will take place within LSCSF. No adverse impacts are expected during any flooding event.
Barnstable Wetlands Protection Bylaw (Chapter 237 compliance) 1. Effects on Erosion Control: the work limit line will consist of staked silt fence. This will be installed prior to any work occurring on the site and shall remain in place until all the construction/re-grading has stabilized. 2. Effects on wildlife: The proposed work will not have a deleterious effect on wildlife. This lot is not within Priority or Estimated Habitat of Rare or Endangered Species. All of the work will occur within previously developed areas. 3. Effects on Recreational Interests: None expected; this is privately owned property. 4. Effects on Aesthetic Interests. No negative effects. 5. (& 6.) Effects of Agriculture/ Aquaculture: N/ A 7. Effects on Historic Interests: No archaeological sites are known to occur on the property. Standard excavating equipment will be used for the construction. Any staging areas will be located outside the 100' buffer to the BVW and 50' buffer to the Coastal Bank. Mitigation Calculations under Barnstable Chapter 704 This site contains an existing disturbed 50' buffer. The applicant is proposing a decrease in hardscape within the 50 and 100' buffers so no mitigation is proposed. The proposed work, and mitigation calculations are plotted on the enclosed site plan By Down Cape Engineering, Inc. Alternatives Analysis The site could remain as is, but the applicants would like to create more efficient usable space that also takes advantage of the unique views of the property. The majority of the new structures will be constructed above ground or within the footprint of existing structures. The removal of underutilized structures allows for the project to create a net reduction of hardscape within the buffer zones.
