Old King’s Highway Historic District Committee
MINUTES
Wednesday, May 13, 2026, 6:30pm
To all persons deemed interested or affected b y the Town of Barnstable's Old King’s Highway
Historic District Act under Section 9 of Chapter 470, Acts of 1973 as amended. You are hereby
notified that a hearing was held by remote participation via Zoom Meetings on the following
applications:

A quorum being met, Chair Bett McCarthy called the hearing to order at 6:30 pm. The Chair
explained the hearing and appeal process and invited the public to address the Committee and
view the plans of interest when the application is called.

APPLICATIONS
Ledec, Catherine & George TRS, 199 Harbor Point Road, Barnstable, Map 352, Parcel
017, Built 1977
Install roof mounted solar panels.
Wendy Shuck moved to open the public hearing. Lesley Wallace seconded.

George Ledec and Jennifer Chambers were in attendance for this item.
Jennifer described a solar panel array located on the right-side roof plane and on the rear roof
plane. The panels on the right-side would be visible from the road but only minimally so and
only from one way. The array that is visible is in a contiguous rectangle.
George Ledec gave a statement regarding solar and it being the least invasive renewable energy
source. He noted that the neighbors to the right side of the dwelling are in support of the project
and have submitted a letter of support. He thanked the Committee for their work and urged the
Committee to approve the application.
Committee Discussion:
Wendy- Noted that the visible panels are on a light-colored roof which would make them stand
out more. She would like to see more panels on the rear roof, the roof to be redone in a dark
color, or other options explored. Felt the visible solar panels are not appropriate as proposed.
Erin- Agreed with Wendy. Asked how far set back the solar panels are from the front of the roof.
Jennifer noted that the panels are set back at least 3ft from the front roof line as is required by the
fire department.
Lesley- Agreed with Wendy and Erin. Would like to see other options and noted that the most
preferable would be to change the roof color. The homeowner noted that the roof is in good
condition and it would be cost prohibitive to redo the roof at this point.
Bett- Noted that if the roof was a darker color, then this would not require a hearing and would
be an exemption. The panels cover a decent portion of the roof making the contrast minimal.
Building inspector, Ed Bowers, commented that changing the orientation of the panels may also
cover more of the roofing, reducing the contrast. Jennifer noted that changing the orientation
may increase the amount of roofing seen.
Applicants agreed to a continuance to the next meeting.

Wendy Shuck moved to continue the Certificate of Appropriateness Application for Ledec, Catherine &
George TRS, 199 Harbor Point Road, Barnstable, Map 352, Parcel 017, Built 1977 to install roof
mounted solar panels to the Wednesday May 27, 2026 meeting at 6:30pm to be held remotely via Zoom.

Alison Alessi from A3 Architects was in attendance for this item.
The addition is proposed to be located on the back right side of the dwelling. It would be minimally
visible from the road. All architecture including siding, trim, and details would match the current
house. The covered porch is proposed to have a standing seam metal roof which would also be
painted to match the house.
Committee Discussion:
Wendy- Keveney Lane is a beautiful road. She felt that the addition would be minimally visible
and is a good addition for the dwelling.
Erin- Agreed with Wendy. Asked about the metal roofing and why it is proposed as such. Alison
explained that given the pitch the metal roofing will help with snow, ice, and wind.
Lesley- Also noted that Keveney Lane is a beautiful road. She felt the addition is appropriate.
Bett- The addition is appropriate and is minimally visible from the road. It is a nice addition to
the dwelling and an enhancement to the property.

x 16’ addition with 4’ x 10’ covered entry as submitted.
