To all persons deemed interested or affected by the Town of Barnstable’s Hyannis Main Street Waterfront Historic District Commission Ordinance under Chapter 112, Article III of the Code of the Town of Barnstable, you are hereby notified that a public meeting is being held at Town Hall, 367 Main Street, Hyannis, MA Selectmen’s Conference Room, 2nd Floor 6:30 P.M. on Wednesday, June 3, 2026 . Atlantic Diversified Services for – 376 Main Street, Hyannis – Map 327 Parcel 001 Awning and Siding Richard Svopa in attendance, project manager. Will add awning and siding going up from the awning. Product sample is shown and passed around. Kevin Matthews, awning color, nothing really that close to approved color chart, what they are asking for. Mr. Orren, owner, jade green looks a bit different from the printed picture. Did some comparison with another awning on Main Street. Similar to the Nantucket Blue. Picked fabric from color from our chart. Will be close to Nantucket Blue. Laura Cronin, will match what is on the sign, colors. Awing to be the same color. Discussion regarding matching colors for sign and awning. Kevin Matthews, lights? Mr. Orren, no changes to the lights, will use one of the three. The existing single one in the middle. Tom Doherty confirms awning in Nantucket Blue. What is the awning material? Richard Svopa, PVC composite. Has look of a canvas. Laura Cronin, guidelines, PVC is only approved at our discretion and is not in our guidelines. Shouldn’t make exceptions every single time we get an application. Mr. Orren, PVC is embossed into the material/fabric. If canvas would go with that if the Commission wants that. Chair Cheryl Powell opens up public comment. None. Kevin Matthews, colors cottage red ok Hamilton Blue or Nantucket Blue – use either of those two. Laura Cronin, confirms letters on the awning will be white. David Wrenn, he’s open to see the other awning material if saw it. Richard Svopa, happy to change to the canvas material. Chair Cheryl Powell closes public comment. New Business Cape Cod Maritime Museum – 135 South Street, Hyannis – Map 326 Parcel 061 Storage Trailer Suzanne Lonergan in attendance. Proposing a storage container to be located in outside area. Visible from back walkway of Steamship Authority and walkway. For storage of boat materials. The container is new, heavy steel, coated with rustproofing material. Have currently a one year rental agreement now. Tom Doherty, placement? Where will it be placed? Suzanne Lonergan, refers to the pictures submitted and where it can be seen from. Refers to images submitted and what can be seen from the street level. There are dumpsters in the back as well. Chair Cheryl Powell, how high will unit be? 4 Suzanne Lonergan, 8 ft. high. Will come to top of the fence. Tom Doherty, looking to see if have a picture of what the storage container will look like. Suzanne Lonergan, 20 ft. long, steel. Brand new storage container. Kevin Matthews shows all where it will located from his pc. Suzanne Lonergan shows all an image of what the container will look like from her phone. Not reflective. Kevin Matthews, suggest, possibly extending the fence, so not seen at all – the wood fence? Discussion regarding fencing. Kevin Matthews would like to see a fence to block off container even more. Tom Doherty, yes and would neaten up the whole area. Suzanne Lonergan, could do after the storage container is placed? Confirms so that cannot see the container from the road. Tom Doherty to do research. Discussion – Enforcement issues - May 20, 2026, correspondence from Laura Cronin Laura Cronin, put a list together had been discussed regarding repeat offenders of things that are not acceptable. Large stuffed animal issues. Concerns with a property not having lighting that was approved and colors. Monitors are up again as well. How/who will go around and check these items. Other villages have more historic look, not like Hyannis. Signs not in compliance. Flashing lights on signage and tv’s that shouldn’t be in view. Kevin Matthews – grandfathered in approvals. We don’t have authority for enforcement, Building Dept. does. Looking for a change in the charter perhaps. 5 Chair Cheryl Powell clarifies HHDC does not have enforcement. Bldg. Dept. does. We have previously met with Brian Florence and had some complaints and wrote to them/the form sent and then Bldg. Dept. uses the form to deal with it. This is the procedure. This indirectly helps. Laura Cronin, no this doesn’t. Many complaints will have to be made. Tom Doherty, the sloth should be taken down. It’s frustrating. Racks of clothing outside. Pots and plants look terrible. Cornelius Cawley, some businesses just won’t care, but there is a lot of good faith. Maybe put out a notice every year with a listing of conformance for HHDC. Kevin Matthews, who created the charter for this committee? Chair Cheryl Powell - put together at 1996, with state guidelines and attorney’s office at that time. Then ratified. Declared historic area. Ordinance. Corey Pacheco, can talk about infractions and send out a compliance letter and wait a certain time and then bring to Bldg. Commissioner. Can send out a voluntary compliance letter and send out that you need to have certain items approved. Town Council Liaison Charles Bloom - one special services person should be assigned to HHDC. Chair Cheryl Powell, would have to have a different form maybe – Corey Pacheco has passed out the template. Kevin Mathews suggests putting on the next Agenda. Maybe put on next Agenda – discuss 3 or 4 violations. Maybe every agenda we do that and address a few each time. Town Council Liaison Charlie Bloom create an article to bring before Town Council. Corey Pacheco, local based off of Chapter 40C so changes can be made at the local level. Kevin Matthews, start next agenda. A lot of businesses don’t know. Corey Pacheco, it’s a long process. Enforcement is $200 a day for fines, Tom Doherty, maybe put that in a letter. That they can be fined. Town Council Liaison Charles Bloom, enforcement person to carry it out. Have to let inspection services do this. Discussion regarding grandfathered Tom Doherty, letter needs to be updated. Kevin Matthews, do a few each meeting and go from there. Town Council Liaison Charles Bloom thinks should be coordinated with Bldg. Commissioner Brian Florence. Chair Cheryl Powell, will try to get in touch with him. Kevin Matthews, form should have both signatures, Chair and Bldg. Dept. Do some updates to the letter. Corey Pacheco, will reach out to Bldg.
