RE: Opposition to Relocation and Building Permit for Proposed Shelter at 460 West Main
Street
Dear Members of the Zoning Board of Appeals,
I am writing to formally express my strong opposition to the proposed relocation and building
permit for a shelter facility at 460 West Main Street in Barnstable. As a 34-year resident of this
community, I have deep concerns about this project and the manner in which it has been
advanced.
Proximity to Schools and Child Safety
The proposed location sits in close proximity to local schools, raising serious safety concerns for
our children. Parents and educators should not have to worry about the unpredictable elements
that transient shelter populations can introduce to areas where students walk, play, and learn.
The welfare of our children must remain a top priority in any zoning decision.
Economic Impact on Property Values and Local Businesses
Homeowners and business owners in the surrounding area have invested significantly in this
neighborhood. The introduction of a shelter facility will likely result in decreased property values
and reduced foot traffic for local businesses. Residents who have spent decades building equity
in their homes should not see their investments diminished by a poorly sited project.
Potential for Increased Crime
While I recognize the need for social services, it is well documented that shelter facilities can
attract increased criminal activity to surrounding areas. Our neighborhood deserves protection
from elevated risks of theft, vandalism, and other offenses that often accompany such facilities.
Lack of Transparency by the Housing Assistance Corporation
Perhaps most troubling is my belief that the Housing Assistance Corporation has advanced this
project without genuine community engagement, seemingly motivated by political funding
opportunities rather than the best interests of Barnstable residents. The sign currently posted at
the location—suggesting that those who "want the truth" should call a provided number—implies
that concerned residents are somehow spreading misinformation. On the contrary, it is HAC that
has failed to operate transparently from the outset. Residents deserve honest, open dialogue,
not dismissive messaging that questions our legitimate concerns.
I respectfully urge the Zoning Board of Appeals to deny the requested permits and variances
and to require a fully transparent public process before any further consideration of this
proposal. Our community's safety, economic stability, and trust in local institutions depend on it.
