No area for pedestrians to walk in this area. Town needs more sidewalks. Chair Stephen Robichaud ends General Public Comment. Alteration of a Public Way Discussion and vote to provide recommendation to Town Council regarding the proposed alteration of the public road layout for South Street and Old Colony Road in Hyannis Town of Barnstable www.barnstable.gov/PlanningBoard 2 Chair Stephen Robichaud refers to letter received from Felicia Penn and Joseph Hoffman’s correspondence received today, June 8, 2026. Jim Kupfer, order and rationale, alteration of the roadway and acceptance of an easement. Role of Planning Board Cchptr 41 section 81i - for recommendation to Town Council (tC). Six points intersection. Alteration of the way, plan shown of the roads coming into the section. Alteration, going down Ocean Street. Widening out roadway layout to accommodate roundabout to limit impacts on several locations. Not touching Aselton Park. Can’t alter where gas station is. South Street edge and Old Colony. Barnstable Housing Authority offered easement at the South St. location. Recommendation would be to move forward for parcel A and B. TOB website, current projects, gives the full recap of the Great Streets Project. Flashing beacons will be added and some other pedestrian amenities. Did receive a complete streets grant that. Old Colony will be a shared use path, will be part of the project. Plan shown where roads come in. Easement to allow for the shared use path, easement is the start and ability to use. Will be adding sidewalk amenities, North street. Grant will be added to this project. Asking for TC to alter the roadway to accommodate this design. Catherine Finkenstaedt, what are the plans for South Street to be converted to two way? Jim Kupfer, Great Streets project out for proposals, would finalize and preliminary is fall or early spring. Not interrupting Main Street in summer season. Fall of 2027. Would bring to summer season 28. Building schedules for building being taken away today and the building at Main and Old Colony. Appeal is happening now for end of Main Street Bldg. Some curb work as well. Chair Stephen Robichaud, challenging here now and has been. Likes the shared use path. Jim Kupfer, closing a portion of Old Colony. References the South end of Old Colony. Concerns about this location, not safe to keep a particular stretch. Removing it. Point of concern was backing up on Ocean Street. Two way where pump station is. Explains the intersection entrances. Chair Stephen Robichaud, Old Colony South and make nice green space park area. Mary Barry, clarifies that South and Main will be two way. Expanding the walkways for more pedestrian access. Ray Sexton, Harbor Overlook and Shanties. Jim Kupfer, these will remain untouched. Matt Teague, this is a big plus for the Town. Creative and good engineering. Jim Kupfer, intersection sizes and widths. Everything will shift a bit. Tim O’Neill, clarifies rotary built first. Then these changes. Clarifies the easement placement and Utility easement. Jim Kupfer, have a rough schedule once contractor on board and layout the project schedule. Chair Stephen Robichaud moves to recommend to Town Council, approval of the alteration of a public way for South Street and Old Colony Road in Hyannis, identified on “Roadway Layout Alteration Plan 3 South Street and Old Colony Road Hyannis village Barnstable, Massachusetts”, by Town of Barnstable, dated May 21, 2026, seconded by Michael Mecenas, Roll Call Vote: Mary Barry - aye Matt Teague - aye Ray Sexton - aye Tim O’Neill – aye Michael Mecenas - aye Catherine Finkenstaedt - aye Stephen Robichaud - aye General Correspondence Chapter 91 Notice – 1031 West Main St. Long Pond – Sverdlin et al – pier, ramp and float Chapter 91 Notice – 1017 West Main St. Long Pond – Tousignant – pier, ramp and float Staff Updates Zoning Subcommittee Updates Jim Kupfer, update on Zoning subcommittee. Working on conclusion of items, clean up in Hyannis. Noted recommendations that came out of meeting and brought to Zoning Subcommittee. Definition of height – made uniform for DN, same definition and an overall height. TC interested in making some map amendment to certain parcels. Downtown Hyannis discussion of setbacks. Taking height into consideration, provided some recommendations for Planning Board and TC. Home Occupation – drove around to look at some areas, working on a draft update for this. Signage. Clean Energy. Oct. 1st to update our ordinance, hope to have draft shortly. Seasonal communities. Presentation done. Still have some questions outstanding. Ray Sexton, building height, are we still doing stories and feet? Stories and the definition of some confusion for this. Jim Kupfer, yes, feet and overall stories. Downtown is 44 ft. at 3.5. Downtown Village 44 ft. and 3 stories. Downtown neighborhood. 2.5 to 40 ft. overall will have to have discussion on. There is a max. 44 ft cap for overall height.
