Crocker Jr Hearing Room, 2nd Floor, 367 Main Street, Hyannis, MA 02601 The meeting will be televised live via Xfinity Channel 8 or high-definition Channel 1072. It may also be accessed via the Government Access Channel live stream on the Town of Barnstable’s website: https://barnstable.cablecast.tv/internetchannel/watch-now CALL TO ORDER – Introduction of Board Members and Staff NOTICE OF RECORDING – This meeting of the Barnstable Licensing Authority is being recorded and broadcast on the Town of Barnstable’s Government Access Channel. In accordance with Massachusetts General Laws Chapter 30A, Section 20, the Chair must inquire whether anyone else is recording this meeting and, if so, to please make their presence known. PUBLIC COMMENT DISCUSSION & VOTE The Licensing Authority will discuss, take public comment, and decide to opt-in or not to: AN ACT AUTHORIZING MUNICIPALITIES TO OPT-IN TO A TEMPORARY PILOT TO EXTEND THE HOURS OF LIQUOR LICENSES AND TO ALLOW FOR PUBLIC CONSUMPTION IN DESIGNATED DISTRICTS IN SUMMER 2026”. The law allows local licensing authorities to opt into two measures which would take effect immediately upon opting in through July 31, 2026: (1) Extend the operating hours of §12 & §19C (n) on-premises liquor licenses through July 31, 2026. This measure would extend the operating hours for certain alcohol licensees to remain open one hour past their currently approved closing time. (2) Designate a specific district for public alcohol consumption through July 31, 2026 PUBLIC HEARINGS 1. New § 12 Annual All-Alcohol Common Victualler In accordance with MGL c.138 and MGL c.140 an application filed by Chen & Huang Inc. dba Fusion House, 378C Barnstable Road, Hyannis, for a new annual §12 all-alcohol common victualler license. The premises consist of a 2,406 sq ft restaurant space including one entrance, two exits, dining area & a sushi bar with seating for 49, two restrooms, a storage area, kitchen and walk-in cooler/freezer. The named alcohol manager is Jing Jing Chen. Proposed hours of alcohol service are daily from 11:00 a.m. to 11:00 p.m. 2. Amend Annual § 15 All-Alcohol In accordance with MGL c.138 an application filed by Hyannis Kappy’s Inc. dba Kappy’s Fine Wine & Spirits, 333 Iyannough Road, Hyannis, to amend the §15 license for a change of stock and pledge of collateral. Shareholder Raj Vishal Shukla has transferred his entire equity interest to Jamini Patel (Vice President, Director). Following this transaction, Jamini Patel holds 50% interest, and Dineshkumar Patel retains the remaining 50% interest in the Company. Further take notice that said stock is subject to a Pledge of Stock to Northern Bank & Trust Company. 3. Transfer Annual § 12 All-Alcohol Common Victualler In accordance with MGL c.138 and MGL c.140 an application filed by Hanalkada Inc dba Ninja House, 247 Main Street, Unit 6, Hyannis, to transfer an annual §12 all-alcohol common victualler license from Ninja House Inc. The premises consist of 2 floors & 1 basement for total of 5198 sq ft, basement for storage room & 1 office (1522 sq ft) 1st floor open dining, one kitchen, one bar & 2 restrooms (2284 sq ft), 2 nd floor including 1 dining room & 2 bathrooms (497 SF and 2nd floor deck 895 sq ft) Total seating f or 63. The named alcohol manager is Jingyan Liao. Proposed hours of alcohol service are Monday through Thursday 11:45 a.m. to 10:00 p.m., Friday & Saturday 11:45 a.m. to 11:00 p.m. and Sunday 1:00 p.m. to 9:00 p.m. 4. New Annual § 12 All-Alcohol Common Victualler In accordance with MGL c.138 & MGL c.140 an application filed by To Twenty Nine Group, Inc. dba Takara, 29 Wianno Avenue, Osterville, for a new annual §12 all-alcohol license. The premises consist of a 2,000 sq ft restaurant, including 1 dining area, 1 sushi bar area, 2 restrooms, 1 kitchen, 1 entrance, 1 exit, storage in the basement, and seating for 20. The named alcohol manager is Susie H. Zheng. Proposed hours of alcohol service are daily from 10:00 a.m. to 12:00 a.m. NEW APPLICATIONS 1. New Special One-Day Wine, Malt and Entertainment In accordance with MGL c. 138 & c. 140, an application was filed by United Voice of Jamaica to host Cape Cod Carnival, at Aselton Park, 135 Ocean Street, Hyannis, MA, on July 19, 2026, from 12:00 p.m. to 8:00 p.m. The applicant proposes to serve wine & malt as well as provide entertainment during this event. 2. New Special One-Day Entertainment In accordance with MGL c. 138 & c. 140, an application was filed by The MindTravel Foundation, to host Live-to- Headphone "Silent" Piano Experience, at Aselton Park, 135 Ocean Street, Hyannis, MA, on July 10, 2026, from 7:00 p.m. to 9:00 p.m. 3. AMEND Annual Wine & Malt Common Victualler In accordance with MGL c. 138 & c.140, an application was filed by Shake Shack Massachusetts LLC dba Shake Shack, 790 Iyannough Road, Hyannis, MA for a change of manager from John McGoniglen to Kevin Murtagh. Applicant proposes extending their closing time by one hour from 11:00 p.m. to 12:00 p.m. daily. 4. Amend Annual All-Alcohol Common Victualler In accordance with MGL c. 138 & c.140, an application was filed by Hyannis Entertainment LLC dba Entertainment Cinemas, 793 Iyannough Road, Hyannis, MA for a change of manager from Mario Sasso to Linda Hanney. 5. Amend Annual All-Alcohol Common Victualler In accordance with MGL c. 138 & c.140, an application was filed by The Tavern on the Fairway, LLC dba Tavern on the Green, 1460 Route 149, Marstons Mills, MA, for a change of manager from Jill Jenkins to Lauren DiCarlo. Not all items listed may in fact be discussed and other items not listed may in fact be discussed and other items not listed may also be brought up for discussion to the extent permitted by law. It is possible that if it so votes, the sub-committee may go into executive session. For your information the section of the M.G.L. that pertains to postings of meetings is as follows: Except in an emergency, in addition to any notice otherwise required by law, a public body shall post notice of every meeting at least 48 hours prior to such meeting, excluding Saturdays, Sundays and legal holidays. In an emergency, a public body shall post notice as soon as reasonably possible prior to such meeting. Notice shall be printed in a legible, easily understandable format and shall contain: the date, time and place of such meeting and a listing of topics that the chair reasonably anticipates will be discussed at the meeting.
