General Comments • A Road Opening Permit is required to complete work within the public right of way. • Address assignment/address changes shall be coordinated with DPW Engineering. • Tree removals or plantings within the public right of way shall be coordinated with the DPW Tree Warden, Andrew Bernier (Andrew.Bernier@Barnstable.gov) and may require a tree hearing. • DPW requests that stamped roadway as-built plan and profile drawings be provided by the applicant’s engineer upon completion of the construction. Traffic Study / Roadway Design • It should be noted that the traffic study that has been submitted has not been updated to reflect the updated proposal (i.e. removal of the multifamily structure). As the updated proposal includes less units, it is likely that the trip generation is an over projection. • DPW does not have any objections to the requested waivers of the Subdivision Regulations. • Commentary on the location of the roadway intersection with Great Marsh Road. o There appears to be sufficient sight distance, with the proposed clearing. o The subdivision regulations indicates that roads should be designed “to be continuous and in alignment with existing streets”. Typical practice is to align a proposed roadway with an existing roadway to create a consolidated (4-way) intersection, unless there are compelling reasons not to do so. ▪ There has been discussion on the requested relocation of the roadway intersection approximately 200 feet easterly. While no detailed alternatives analysis comparing the two options has been provided, it appears that a single consolidated intersection is preferable to two closely spaced, staggered intersections. ▪ If the Board is inclined to further consider relocation of the roadway, DPW would recommend that an alternatives analysis be prepared to inform a potential decision to depart from a more standard practice of consolidating/aligning the intersections. Stormwater • The stormwater design and report have been reviewed and found to be generally acceptable. • As the land disturbance proposed by the project exceeds 1-acre, the applicant must obtain a Stormwater Management Permit. A full stormwater management permit application per Chapter 903 of the Town Code shall be submitted to DPW Engineering. The documents reviewed appeared to be missing stormwater management permit application form, erosion and sedimentation control plan, and long-term operations and maintenance plan which will be necessary to obtain a stormwater management permit. • Test pits shall be performed in the location of each infiltration system to confirm soil conditions and the depth of estimated seasonal high groundwater. Utilities • Sewer o The project will require a sewer connection permit be obtained from DPW prior to the start of construction. The current sewer connection permit fee is $420 per single family residence. o The project proposes to connect to infrastructure recently installed and put into service as part of the Route 28 East Sewer Expansion Project. The design of the sewers contemplated potential development of this property, and this property is identified in the Town’s sewer expansion plan in the Town’s CWMP. There is sufficient sewer capacity to support the project. o Please note that the project may be subject to compensatory sewer assessment due to the increase in the properties dwelling units and its proposed connection to sewer infrastructure installed as part of the Route 28 East Sewer Expansion Project. The applicant may want to contact the Finance Department to gain further understanding. • The underground electric service crossing Great Marsh Road will require the utility company to secure a grant of location from the Town. • The project is in C.O.M.M. Water District and therefore C.O.M.M. will need to approve the water design. Thank you, Griffin Griffin Beaudoin, P.E.
