Temple 4-8-26 The Proposed Entrance 1) Creates a 4-way intersection at Juniper Road in Wequaquet Estates neighborhood causing a cut through, safety issues, increased traffic flow often at higher speeds as they cut through from Great Marsh to Phinney’s lane. Our neighborhood roads are not secondary roads like Richardson, or Minor A roads like the proposed subdivision. We are Minor B roads, very narrow, intended for very low volume residential use and no through traffic. Service vehicles and street parking on our roads often create one lane traffic putting the many walkers, kids on bikes, dog walkers and joggers at risk. 2) Creating an intersection with the proposed new subdivision and an existing subdivision at Wequaquet Estates, changes the existing subdivision. This creates a cut through; hence this allows for the existing subdivision to be guided by the existing Barnstable subdivision regulations 3) The intersection would also create unnecessary conflict points and an inadequate look back for the proposed subdivision, as evidenced by their traffic study. 4) This 4-way intersection was created in the plans by “Shifting” the “Paper Road” that was on the Great Marsh property to the east, making it align with Juniper Road. *Note the GIS Maps 5) The developer’s existing traffic study does NOT include the impacts to Juniper Road and the entire Wequaquet Estates neighborhood, and the cut through traffic that will most certainly occur. This is evidenced by the route 28 detour onto Great Marsh that has been in effect due to the sewer expansion project forcing traffic to cut through our neighborhood speeding past many of us. Drivers are forced to decide between cutting through our neighborhood or waiting in a long line at the Phinney’s/Great Marsh intersection. Neighbors have seen back ups since the detour began extending past Point of Pines. *See attached photo. 6) We propose that the developer “shift” the egress further to at least the existing entrance at 51 Great Marsh Road thus offsetting the 4-way intersection at Juniper, greatly limiting the cut through traffic, safety issues and hardships for the residents of the Wequaquet Estates neighborhood. 7) “shifting” the egress away from Juniper will also allow a safer look back for the proposed subdivision. 8) “shifting” the entrance to 51 Great Marsh (or further) creates no measurable hardship for the developer and mitigates traffic risks for our neighborhood. 9) We have witnessed how dangerous 4-way intersections can be as Phinney’s lane and route 28 have had 46 accidents in recent years and Phinney’s lane and old strawberry hill road have had so many that they had to implement blinking stop signs. I personally was nearly killed at that 4 way a few years ago. 10) In addition to shifting and offsetting the egress away from Juniper, other mitigation efforts may include but not be limited to speedbumps, “no through traffic” and “30mph thickly settled” signage. 11) The developer is asking for a waiver to allow them to post 25 mph in their Minor A neighborhood. We also would like to consider this option for our neighborhood. 12) Given the risks to our neighborhood, we think this intersection could and should be easily moved to 51 Great Marsh where they have an existing entrance to the proposed subdivision (or further). Thia would eliminate the 4-way intersection and the majority of the cut throughs making us all safer. 13) We have created a petition to this effect with nearly all interested parties in agreement. Signature sheets include residents of Pond Street, Brezner Lane, Juniper Road, Lake drive, laurel road, Point of Pines Road, Great Marsh Road, Hayes Road, and Phinney’s lane. All have expressed a strong desire to see the 4-way intersection with our neighborhood eliminated.
