Dear Chair and Members of the Zoning Board of Appeals,
Unfortunately, I am unable to attend the July 8 meeting and respectfully request that this
letter be entered into the record and considered during your deliberations.
My wife and I own and reside at 62 Great Marsh Road, directly opposite the proposed
entrance to the Centerville Cove development. I have followed this application closely
from the beginning, attended numerous hearings, and appreciate the considerable time
and effort the Board has devoted to reviewing the project and listening to comments from
residents and Town staff.
While I remain disappointed that the proposed entrance continues to be located directly
across from our home, I also recognize the difficult responsibilities the Board has under
Massachusetts Chapter 40B.
If the Board determines that approval of this project is appropriate, I respectfully ask that
the final decision include the strongest practical conditions possible to protect the
neighboring properties that will bear the greatest impact.
Specifically, I request that the Board consider:
• A substantial landscaped buffer consisting of mature evergreen plantings and,
where feasible, berming at the project entrance to reduce the visual impact on
existing homes.
• Fully shielded lighting designed and located so that site lighting does not spill onto
neighboring residential properties.
• Measures to minimize direct headlight glare from vehicles entering and exiting the
development. Because our home is directly opposite the entrance, headlight
intrusion into our front yard and home will be an ongoing quality-of-life concern
unless appropriate screening, grading, landscaping, or other mitigation is
incorporated into the final design.
• Preservation of existing mature trees and vegetation wherever practicable.
• A detailed construction management plan addressing construction traffic, noise,
dust, mud control, and staging.
• Reasonable limitations on construction hours to minimize disruption to nearby
residents.
• A requirement that all landscaping, buffering, and lighting mitigation be
permanently maintained by the homeowners' association or another responsible
entity.
• Continued attention to traffic safety and sight distance at the entrance to protect
both residents of the development and existing homeowners along Great Marsh
Road.
While these measures cannot eliminate the impact of locating the entrance directly across
from our home, they can meaningfully reduce the long-term effects on our property, our
neighborhood, and our quality of life.
