You are hereby notified that a hearing was held by remote participation via Zoom Meetings on the following applications: Bett McCarthy, Chair Present Erin Donovan Present Lesley Wallace Present Wendy Shuck, Clerk Present Erica Brown, Administrative Assistant Present A quorum being met, Chair Bett McCarthy called the hearing to order at 6:30 pm. The Chair explained the hearing and appeal process and invited the public to address the Committee and view the plans of interest when the application is called. ______________________________________________________________________________ Roll Call Chair Bett McCarthy called the meeting to order at 6:30 pm and took roll call. Attendance Roll Call: Lesley Wallace Erin Donovan Wendy Shuck Bett McCarthy Continued Applications None APPLICATIONS Horn, Rebecca, 101 Maushop Avenue, Barnstable, Map 277, Parcel 014, Built 1975 Construct a detached residential accessory garage structure with second-floor ADU. The exterior finishing will create a coordinated and unified appearance across the property. Wendy Shuck moved to open the public hearing. Lesley Wallace seconded. Roll Call Vote: Wendy Shuck- aye Erin Donovan- aye Lesley Wallace- aye Bett McCarthy- aye Rebecca Horn was in attendance for this item. Rebecca presented a detached garage/ADU structure to be located on the Maushop side of the property. The design is a board and baton garage with an ADU on the second floor. The structure complies with all setbacks. She noted that the design is one that is subordinate to the primary structure and is clearly an accessory structure. She noted that the architecture is typical of other structures within the district and conforms to the Old King’s Highway Historic District. The structure consists of board and baton siding, typical 6/6 windows, 7/12 roof pitch, and painted in a muted navy black color with black windows. A set of stairs on each side of the structure for egress. The intention would be to paint the primary structure later to form a unified look. Rebecca reassured that the structure is not for commercial use and would strictly be residential. Committee Discussion: Wendy- Felt the design is inappropriate. It appears to be more commercial in nature and does not blend in with the neighborhood well. The two-story structure would look large based upon the topography of the lot. Asked if the structure could be located elsewhere on the lot. Rebecca answered that while the structure could be located in another area of the property, they have some issues regarding where the septic is located. Wendy also noted that the board and baton material is not appropriate and that she would like to see something more conforming to the primary structure. Erin- Agreed with Wendy. The industrial aesthetic of the proposed plans is not appropriate. Would like to see the plans reflect a unified appearance across the property. As proposed, both structures are completely different. Lesley- Clarified which elevation would be visible from the road noting the ‘rear elevation’ is what is facing the road. Although the garage doors are not visible from the road, there is just a wall without any windows which is not appropriate. Windows should be added from the street facing side. Noted that the accessory structure is two stories and would exceed the height of the primary structure. The proposal is not appropriate. She urged the applicant to put pressure on their architect to make appropriate changes. Bett- Agreed with the other Committee members. Felt given the location and height the structure is not appropriate. Would like to see other materials and a new design. Reiterated that an ADU is acceptable on the property, but the current design is inappropriate. She suggested that the applicant drive through other neighborhoods in the district as there are quite a few garage/ADU structures to take influence from. Public Comment: Roger Bone- Letter of Opposition. Jeff & Cindy McCarthy- Letter of Opposition. Tracy Miller- Letter of Opposition. Andrew Miller- Letter of Opposition. Charles Mueller- Letter of Opposition Gregory Rubino- Letter of Opposition & Photograph Exhibit Tyler Spring- Letter of Opposition Mark & Linda Storie- Letter of Opposition. Gregory Rubino- Spoke in opposition to the application. Thanked the Committee or their comments and agreed with the Committee comments. He noted that the rendering is exceedingly misleading and referenced a photo rendering that is AI generated that had been submitted which is more representative of the proposal. He wondered why so much space is required for storage. Jennifer Rogers- Her mom, Judy Rogers, owns the home directly abutting where the structure would be located. They have concerns over the height of the structure as it would have a direct sightline to their property. They also raised concerns about the septic and drainage. Rebecca agreed to a continuance to the next meeting. Wendy Shuck moved to open the public hearing. Lesley Wallace seconded. Roll Call Vote: Wendy Shuck- aye Erin Donovan- aye Lesley Wallace- aye Bett McCarthy- aye Justine Rooney from the Woods Hole Group was in attendance for this item. Justine presented the map showing where each of the signs will be located: one at the observation deck, one where the gatehouse was originally located, and one at the start of the marsh side trail. Each of the signs is hand drawn and the text will be educational in nature. The sign at the observation deck will describe the efforts of the preservation of Sandy Neck and its’ various wildlife inhabitants. The one at the original location of the gatehouse will detail the flooding issues of the area along with a water marker. The sign at the Marshside trail will detail the wildlife, plants, and surrounding environment. Committee Discussion: Wendy- She felt the designs and text of the signs are appropriate. She asked where the sign would be on the observation deck. Justine noted the sign will be placed at the railing level as to not obscure any view and allow for handicap visitors to read and view the scenery as well. She asked how tall the water marker sign will be. Justine noted that the water marker will be 8ft tall to show the depth of the flooding. Erin- Noted the designs and text are appropriate for the area. She felt that the signs would be a great addition for kids, families, and tourists alike. Lesley- Appreciated the hand drawn art for the signs and felt that they are appropriate. Bett- The signs are appropriate and looks forward to seeing them displayed as a great addition to the work that has already taken place. Felt as if the addition would be minimally visible and that the design and materials are appropriate. Erin- No issues with the addition. Lesley- Agreed with the other Committee members. The addition is appropriate. Bett- Given the location of the dwelling, the location of the addition, and the materials, the addition is appropriate. Noted that the addition balances the house nicely. Roll Call Vote: Wendy Shuck- aye Erin Donovan- aye Lesley Wallace- aye Jennifer Chamber Abate from SunRun was in attendance for this item. Jennifer presented a solar panel array design with 15 roof mounted panels. The panels would be located on a shallow pitched roof on the side of the house as well as on the rear of the house. The equipment would be placed on the other side of the house where other utility equipment is located. Committee Discussion: Wendy- Noted that the shallow pitch of the roof on the side would make the solar panels minimally visible from the street. The plants and trees in front of that part of the dwelling also help to obscure the visibility. Asked about where the equipment would be located on the right side of the dwelling. Jennifer noted that it would be placed behind the chimney. Wendy had no issues with the proposal. Erin- No issues with the proposal. Noted that what will be seen is very unobtrusive. Lesley- No issues with the proposal. Appropriate for the dwelling and the area. Public Comment: None Wendy Shuck moved to close the public hearing. Lesley Wallace seconded.
