HomeMy WebLinkAboutPublic Comment from Fedele in OppositionJune 10, 2026 To: Members of the Zoning Board of Appeals Dear Members of the Board, I am writing to express my opposition to the proposed homeless shelter on West Main Street in Hyannis. My concerns are based on the suitability of this location for the proposed use and the potential impacts on the surrounding neighborhood. West Main Street serves as an important gateway corridor into Hyannis and is characterized by established family residences and long-term, family owned, community businesses. The introduction of a homeless shelter at this location raises significant compatibility and planning concerns. First, the proposed site is located in close proximity to a local elementary school. The daily activities associated with the shelter, including increased pedestrian traffic and congregation of individuals in the area, create concerns regarding student safety and the overall environment surrounding the school. The presence of a school should be a major consideration when evaluating whether this location is appropriate for such a facility. Second, West Main Street is a residential neighborhood containing numerous family homes. Residents have invested in the character, stability, and quality of life of this community. A facility of this nature should be located where adequate support services, transportation, and infrastructure exist to accommodate its clients without placing undue burdens on surrounding residential areas. Third, it is my understanding that the shelter's operational model requires guests to leave the facility during daytime hours. If this is the case, a significant number of individuals may be left without a designated place to spend the day. West Main Street does not currently have the infrastructure, public facilities, support services, or commercial resources necessary to accommodate a large daytime population. As a result, the impacts of the facility would extend well beyond the shelter property itself and into the surrounding neighborhood. Finally, there are concerns regarding the management and operation of the shelter. If adequate supervision, support services, and day-program facilities are not provided, the surrounding community may experience unintended consequences associated with a concentration of unsheltered individuals during daytime hours. Before approving this proposal, the Board should require detailed operational plans demonstrating how residents will be supported throughout the day and how impacts on neighboring properties will be mitigated. I support efforts to address homelessness and recognize the need for shelter services within our community. However, those services should be located where sufficient infrastructure, support programs, transportation access, and compatible land uses exist. For the reasons outlined above, I respectfully request that the Board deny this application or require the applicant to identify a more appropriate location.
