Crocker Jr Hearing Room, 2nd Floor, 367 Main Street, Hyannis, MA. The meeting will be televised live via Xfinity Channel 8 or high-definition Channel 1072. It may also be accessed via the Government Access Channel live stream on the Town of Barnstable’s website: https://barnstable.cablecast.tv/internetchannel/watch-now CALL TO ORDER – Introduction of Board Members and Staff NOTICE OF RECORDING – This meeting of the Barnstable Licensing Authority is being recorded and broadcast on the Town of Barnstable’s Government Access Channel. In accordance with Massachusetts General Laws Chapter 30A, Section 20, the Chair must inquire whether anyone else is recording this meeting and, if so, to please make their presence known. ANNUAL ELECTIONS OF OFFICERS PUBLIC COMMENT PUBLIC HEARINGS 1. Amend Annual § 15 Off-Premises All-Alcohol License Pursuant to M.G.L. c. 138, § 15A (and § 23), notice is hereby given that an application has been filed by Hyannis Kappy’s Inc. dba Kappy’s Fine Wine & Spirits holder of a § 15 Retail Package Store License at 333 Iyannough Road, Hyannis, filed an application to amend the § 15 license for a change of stock and pledge of collateral. Shareholder Jaimini Patel is selling half her shares to Raj Vishal Shukla. Raj Vishal Shukla is funding the purchase via a promissory note to the seller, Jaimini Patel. Further take notice that Raj Vishal Shukla is pledging his shares to Northern Bank & Trust Company. Dineshkumar Patel, President, Treasurer, & Secretary will retain 50% shares; Jaimini Patel, Vice President & Director, will retain 25% shares; and Raj Vishal Shukla will obtain 25% shares. 2. New Special One-Day Liquor License and One-Day Entertainment License Applications were filed by Pop Up Street Cape Cod for a one-day cultural event to be held on August 22, 2026, from 10:00 a.m. to 5:00 p.m.: Application 1 (Special One-Day Liquor License): Pursuant to M.G.L. c. 138, § 14, the applicant petitions for a Special One-Day Wines and Malt Beverages License for the Cape Cod Jerk Food and Fun Festival, authorizing the sale and service of wine and malt beverages on the designated festival grounds during the approved event hours. Application 2 (One-Day Entertainment License): Pursuant to M.G.L. c. 140, § 181, the applicant petitions for a Special One-Day Entertainment License. The requested scope of licensure includes amplified music, a disc jockey (DJ), live bands, recorded music, dance competitions, singing competitions, and a cultural performance showcase, to be executed exclusively between 10:00 a.m. and 5:00 p.m. 3. Amend Annual Common Victualler License and New Non -Live Entertainment License Isabella’s Pizza Inc., dba Isabella's Pizzaria, premises located at 640 Main Street, Hyannis, MA 02601, has filed two applications: Application 1 (Amend Common Victualler Hours): Pursuant to M.G.L. c. 140, § 2, the applicant petitions to amend its existing Annual Common Victualler License conditions, specifically requesting a modification of the approved closing hour of operation from 10:00 p.m. to 11:00 p.m. Application 2 (New Non-Live Entertainment): Pursuant to M.G.L. c. 140, § 181, the applicant petitions for a new annual Non-Live Entertainment License to authorize four (4) televisions and the broadcast of recorded music below conversation level, operational exclusively during currently approved hours of operation. 4. Amend § 12 On-Premises Annual Common Victualler Pursuant to M.G.L. c. 138, § 12, that an application has been filed by El Mariachi Loco, located at 569 Main Street, Hyannis, MA 02601, to amend its Annual Common Victualler All-Alcoholic Beverages License (or Wines and Malt Beverages License). The applicant requests to alter its approved hours of operation by extending the closing hour from 9:00 p.m. to 1:00 a.m. 5. New Annual Non-Live Entertainment Pursuant to M.G.L. c. 140, § 183A that Hanalkada Inc., dba Ninja House, located at 247 Main Street, Hyannis, MA 02601, has filed an application for an annual Non-Live Entertainment License. The applicant seeks authorization to maintain and operate two (2) television s on the premises during approved hours of operation. CHANGES IN OPERATIONAL STATUS 1. Voluntary Surrender of All-Alcoholic Beverages License - Preet Corporation dba Pavilion Indian Cuisine. The Licensing Authority will review and discuss a formal request for the voluntary surrender of the On-Premises Annual All-Alcoholic Beverages License submitted by Preet Corporation d/b/a Pavilion Indian Cuisine, located at 511 Main Street, Hyannis, MA 02601. The licensee will permanently surrender their pouring privileges issued under M.G.L. c. 138, § 12. The establishment will retain its active Common Victualler License issued under M.G.L. c. 140, § 2 to continue non-alcoholic food and beverage operations. 2. Permanent Closure: Hyannis Pancakes, Inc. dba IHOP, 790 Iyannough Road, Hyannis, will be closing permanently effective July 27, 2026. A vote will take place to accept the volunteer surrender pursuant to M.G.L. c. 140, § 9. 3. Temporary Closure: Fire & Sirens LLC dba The Kettle Ho, 12 School Street, Cotuit, will be closing on Tuesdays from July 14, 2026, to September 29, 2026. A vote will take place to accept the temporary change of hours pursuant to M.G.L. c. 138, § 12. CONSENT AGENDA 1. Application for a Temporary Extension of Licensed Premises Hearing on the application of the Hyannis Yacht Club, premises located at 490 Ocean Street, Hyannis, MA 02601: Pursuant to M.G.L. c. 138, § 12, the licensee petitions for a temporary modification and extension of its permanently licensed premises to encompass an outdoor area for the Hyannis Yacht Club Dock Party. The temporary extension is requested for August 1, 2026, from 6:00 p.m. to 8:00 p.m. exclusively, subject to all standard municipal safety and boundary control conditions. LICENSING UPDATES 1. For your information the section of the M.G.L. that pertains to postings of meetings is as follows: Except in an emergency, in addition to any notice otherwise required by law, a public body shall post notice of every meeting at least 48 hours prior to such meeting, excluding Saturdays, Sundays and legal holidays. In an emergency, a public body shall post notice as soon as reasonably possible prior to such meeting. Notice shall be printed in a legible, easily understandable format and shall contain: the date, time and place of such meeting and a listing of topics that the chair reasonably anticipates will be discussed at the meeting.
