Re: Notice of Intent – Craigville Beach Road Bridge Repair Project
1134 Craigville Beach Road, Centerville, Massachusetts
Dear Administrator Hoopes and Members of the Commission:
On behalf of the Town of Barnstable (the Town), Tighe & Bond respectfully submits this Notice of Intent for the
proposed repair/rehabilitation of the Craigville Beach Road Bridge over the Centerville River in Barnstable,
Massachusetts. These bridge repairs are intended to address deficiencies observed during a comprehensive
visual inspection conducted by Tighe & Bond in November 2022 and recorded in the most recent Massachusetts
Department of Transportation (MassDOT) inspection report (dated July 2024). These inspections identified
multiple issues in need of repair, including structural deficiencies (e.g. cracks, spalling), scour, vegetation
overgrowth, failed bank channel protection, guard rail damage , and sidewalk deficiencies.
The Craigville Beach Road Bridge was most recently reconstructed in 2002 and has not undergone rehabilitation
since that date. The proposed work seeks to correct the reported deficiencies and reestablish the 2002 footprint
of the bridge. This work will result in some fill to wetland resource areas to meet MassDOT minimum design
standards as portions of the embankment have become dislodged overtime from scour and other environmental
factors, which has enabled the migration of wetland resources into the former bridge footprint. The work is
necessary to repair the stability of the pre-existing embankment.
An NOI is required for this project as work will occur within areas subject to jurisdiction under the Massachusetts
Wetlands Protection Act (MAWPA; M.G.L. c. 131§40) and the Town of Barnstable Wetlands Protection Bylaw
(Chapter 237). These areas include Salt Marsh, Coastal Bank, Coastal Dune, Barrier Beach, Land Under Ocean,
Land Containing Shellfish, Fish Run, and Land Subject to Coastal Storm Flowage.

Notice of Intent | 1-1
SECTION 1 | Project Background
This section provides an overview of the proposed Craigville Beach Road Bridge Repair Project relative to the
Barnstable Conservation Commission’s jurisdiction, and a summary of other required and/or anticipated permits.
1.1 Project Location
The project area consists of the Craigville Beach Road Bridge its associated embankments, and adjacent
jurisdictional resource areas and is located in the Village of Centerville, in the Town of Barnstable, Massachusetts.
The bridge conveys Craigville Beach Road, a two -lane urban minor arterial roadway, over the Centerville River.
This roadway provides access to Craigville Beach, Covell’s Beach, residential neighborhoods, and businesses.
While a bridge has existed in this area since the late 1800’s, MassDOT records indicate that the existing bridge
was most recently reconstructed in 2002 and has not undergone rehabilitation since that date. Bridge
deflciencies have accumulated since the 2002 reconstruction, as noted in the most recent MassDOT inspection
report and as observed during Tighe & Bond’s comprehensive visual inspection. Land use within the general
vicinity of the project site consists of the Centerville River to the east and west of the bridge. Res idential
properties and salt marsh associated with the Centerville River are present to the north. Residential properties
are also present to the south of the bridge, as well as Craigville Beach, a public beach with frontage along
Centerville Harbor. GIS flgures showing the project location are provided in Appendix A and representative site
photographs are provided in Appendix B.
1.2 Project Need
Tighe & Bond conducted a comprehensive on-site visual inspection of the Craigville Beach Road Bridge in
November 2022 to review existing conditions and to identify speciflc deflciencies that warrant repair. This
inspection, in conjunction with the most recent Massachusetts Department of Transportation (MassDOT)
inspection report (dated July 2024), indicated the need for repairs due to the presence of several deflciencies
with varying severity levels. These inspections identifled multiple issues in need of repair, including structural
deflciencies (e.g. cracks, spalling), scour, vegetation overgrowth, failed bank channel protection, guard rail
damage, and sidewalk deflciencies. The proposed bridge repairs are intended to address the reported
deflciencies to the bridge itself, its embankment, and the associated Craigville Beach Road roadway.
1.3 MAWPA and Barnstable Conservation Commission Jurisdiction
The proposed project will involve dredging and the placement of permanent flll in areas subject to jurisdiction
under the Massachusetts Wetlands Protection Act (MAWPA; M.G.L. c. 131 § 40), the Town of Barnstable Wetlands
Protection Bylaw (Chapter 237), and their implementing regulations to reestablish the 2002 bridge footprint.
These areas include Salt Marsh, Coastal Bank, Barrier Beach, Land under the Ocean, Fish Run, Land Subject to
Coastal Storm Flowage, the 200-foot Riverfront Area, and the 100-foot Buffer Zone.

SECTION 2 | Existing Environment
This section provides a site description and resource area characterization within the vicinity of the proposed
project. Wetland resource areas and land use in the general vicinity were determined based on direct
observations made during site visits and a review of information available through the Massachusetts
Geographic Information System (MassGIS) MassMapper. Results from a desktop review of the project’s potential
to affect Rare, Threatened, and Endangered (RTE) Species and Historic Properties is also included below.
2.1 Wetland and Watercourse Delineation
2.1.1 Methodology of Resource Area Investigations
On June 2, 2025, a Tighe & Bond wetland scientist conducted wetland resource area fleld investigations in
general accordance with the Regional Supplement to the Corps of Engineers Wetland Delineation Manual:
Northcentral and Northeast Region (Version 2.0, U.S. Army Corps of Engineers, January 2012), Delineating
Bordering Vegetated Wetlands Under the Massachusetts Wetlands Protection Act (MassDEP, 2022), 310 CMR
10.55(2)(c)(1), and the Town of Barnstable Wetlands Protection Bylaw (Chapter 237).
Boundaries of jurisdictional resource areas within the project area were delineated using sequentially numbered
day-glow pink fiagging tape. Each fiag was located by a surveyor at a later date and incorporated into the existing
conditions base map. Wetland resource areas were named based on the wetland system n umber and
alphabetical letter in the order in which they were observed, i.e., “1A -1” refers to the flrst resource area
delineated within wetland system 1. Resource area boundaries are shown on the Project Drawings in Appendix
C.
2.1.2 Jurisdictional Wetland Resource Areas
SALT MARSH
Per 310 CMR 10.32(2), Salt Marsh is deflned as:
“… a coastal wetland that extends landward up to the highest high tide line, that is, the highest spring
tide of the year, and is characterized by plants that are well adapted to or prefer living in, saline soils...”
Four areas of salt marsh were identifled within the project site on both the north and south sides of the bridge.
These were demarcated in the fleld with fiag series 1A (northwest corner), 2A (southwest corner), 3A (southeast
corner), and 4A (northeast corner). Vegetation observed in these areas included smooth cord grass (Spartina
alternifiora; OBL), maritime marsh-elder, seaside goldenrod (Solidago sempervirens; FACW), and triangle
orache (Atriplex prostrata; FAC). A summary of delineated salt marsh by fiag series is presented in Table 2-1.

Notice of Intent | 2-4
COASTAL BANK
In accordance with 310 CMR 10.30(2), Coastal Bank is deflned as:
“… the seaward face or side of any elevated landform, other than a coastal dune, which lies at the
landward edge of a coastal beach, land subject to tidal action, or other wetland .”
Chapter 237, the Barnstable Wetlands Protection By-Law, deflnes Coastal Bank as:
“…the flrst signiflcant break in slope beyond the one-hundred-year storm elevation on a seaward face or
elevated landform, other than a coastal dune, which lies at the landward edge of a coastal beach, land
subject to tidal action, or other coastal wetland. The slope of the bank must be greater than 18% and
serve to contain storm fiowage, rather than being inundated by it, or function as a sediment source.”
Coastal Bank in this area consists of an armored, structural bank and is comprised of the rip rap embankments
on the north and south sides of the bridge and generally follows the edge of the roadway. Delineated coastal
banks serve as a manmade vertical buffer to storm waters, as placed rip rap defiects and absorbs wave energy
that could otherwise erode the bridge embankments.
Common vegetation observed along the Coastal Banks included Norway maple (Acer platanoides; UPL), pitch
pine (Pinus rigida; FACU), black locust (Robinia pseudoacacia; FACU), white oak (Quercus alba; FACU), black
cherry (Prunus serotina; FACU), scarlet oak (Quercus coccinea), sassafras (Sassafras albidum; FACU), poison ivy
(Toxicodendron radicans; FAC), honeysuckle (Lonicera sp.), orchard grass (Dactylis glomerata; FACU), scotch
broom (Cytisus scoparius), eastern gamagrass (Tripsacum dactyloides; FAC), Virginia rose (Rosa virginiana; FAC),
switch panicgrass (Panicum virgatum; FAC), Oriental bittersweet (Celastrus orbiculatus; UPL), sweet-fern
(Comptonia peregrina), Virigina creeper (Parthenocissus quinquefolia; FACU), bayberry (Morella caroliniensis;
FAC), cypress surge (Euphorbia cyparissias), winterberry (Ilex verticillata; FACW), greenbriar (Smilax glauca;
FACU), mugwort (Artemisia vulgaris; UPL), and maritime marsh-elder (Iva frutescens, FACW).
LAND UNDER THE OCEAN
In accordance with 310 CMR 10.25(2), LUO is deflned as:
“…land extending for the mean low water line seaward to the boundary of the municipality’s jurisdiction
and includes land under estuaries.”
Within the Project Site, Land Under the Ocean (LUO) is associated with the Centerville River. LUO extends
seaward from the Mean Low Water (MLW) line. At the Project Site, MLW is at elevation -1.91 feet NAVD83, as
determined by survey data collected in May 2025. LUO located south of the bridge (downstream) is mapped as
a shellflsh suitability area for soft-shell clam (Mya arenaria) and quahog clam (Mercenaria mercenaria).
COASTAL DUNE
In accordance with 310 CMR 10.28(2), Coastal Dune is deflned as:
“…any natural hill, mound o ridge of sediment landward of a coastal beach deposited by wind action
or storm overwash. Coastal dune also means sediment deposited by artiflcial means and serving the
purpose of storm damage prevention or fiood control.”
The area to the south of the Craigville Beach Road Bridge has been heavily modifled and primarily consists of
maintained lawn and residential properties. However, these are underlain by windborne sediment characteristic
of Coastal Dunes. The Natural Resource Conservation Service (NRCS) Web Soil Survey (WSS) also maps this area
as “Dune Land”. As such, this area is classifled as Coastal Dune.
Section 2 | Existing Environment
Notice of Intent | 2-5
BARRIER BEACH
In accordance with 310 CMR 10.29(2), Barrier Beach is deflned as:
“…a narrow low-lying strip of land generally consisting of coastal beaches and coastal dunes extending
roughly parallel to the trend of the coast. It is separated from the mainland by a narrow body of fresh,
brackish or saline water or a marsh system. A barrier beach may be joined to the mainland at one or both
ends.”
Land to the south of the Craigville Beach Road Bridge is classifled as Barrier Beach as it consists of Coastal Dune,
is separated from the mainland by the Centerville River and is bound by the Atlantic Ocean to the south. Barrier
Beach present within the vicinity of the project site was observed to be heavily modifled and consists primarily
of maintained lawn and single-family housing.
FISH RUN
In accordance with 310 CMR 10.35(2), Fish Run is deflned as:
“…that area within estuaries, ponds, streams, creeks, rivers, lakes or coastal waters, which is a spawning
or feeding ground or passageway for anadromous or catadromous flsh and which is identifled by the
Division of Marine Fisheries or has been mapped on the Coastal Atlas of the Coastal Zone Management
Program…”
According to the Diadromous Fish Migratory Habitat Layer in MassMapper, the site is classifled as Migratory
Habitat for alewife (Alosa pseuodharengus), blueback herring (Alosa aestivalis), and American eel (Anguilla
rostrata). As such, the Centerville River is classifled as Fish Run.
LAND CONTAINING SHELLFISH
In accordance with 310 CMR 10.34(2), Land Containing Shellflsh is deflned as:
“…land under the ocean, tidal fiats, rocky intertidal shores, salt marshes and land under salt ponds when
any such land contains shellflsh.”
According to the Shellflsh Suitability Layer in MassMapper, the western embankment to the Craigville Beach
Road Bridge, and land beneath the bridge are classifled as suitable habitat for quahog (Mercenaria mercenaria)
and soft-shell calm (Mya arenaria).
LAND SUBJECT TO COASTAL STORM FLOWAGE
In accordance with 310 CMR 10.04, LSCSF is deflned as:
“…land subject to any inundation caused by coastal storms up to and including that caused by the 100 -
year storm, surge of record or storm of record, whichever is greater.”
According to the FEMA Flood Insurance Rate Map (FIRM; Panel No. 25001C0563J, effective July 16, 2014), the
Project is located within the limits of the 100-year fioodzone (Special Flood Hazard Area, Zone AE). According to
FEMA, the base fiood elevation (BFE) at the site is 13 feet (NAVD88). The entirety of the Project falls within LSCSF.
A FEMA FIRMette of the project area is provided in Attachment A.
Section 2 | Existing Environment
Notice of Intent | 2-6
RIVERFRONT AREA
In accordance with 310 CMR 10.58(2)(a), RFA is deflned as:
“…the area of land between a river’s mean annual high water line and a parallel line measured
horizontally… (2)(a)2.c in tidal rivers, the mean annual high-water line is coincident with the mean high
water line determined under 310 CMR 10.23.”
310 CMR 10.23:
“Mean High Water Line means the line where the arithmetic mean of the high water heights observed over
a speciflc 19-year metonic cycle (the National Tidal Datum Epoch) meets the shore and shall be determined
using hydrographic survey data of the National Ocean Survey of the U.S. department of Commerce.”
Per these deflnitions, RFA present on site extends 200 -feet horizontally from the Mean High Water line, which is
located at elevation +1.18 feet NAVD83. RFA present within the project area includes the Craigville Beach Road
Bridge, and the associated embankments and roadway.
100-FOOT BUFFER ZONE
In accordance with 310 CMR 10.02(2)(b), Salt Marsh and Coastal Bank are afforded a 100 -Foot Buffer Zone. The
Buffer Zone present within the project area consists of Craigville Beach Road Bridge, and the associated
embankments and roadway.
2.2 Rare Species
2.2.1 State-Listed Species
The Massachusetts Natural Heritage and Endangered Species Program (NHESP) Atlas (15th edition, effective
August 1, 2021), and MassGIS online mapping data (August 1, 2021) have been reviewed relative to the
proposed work. According to these sources, the project site is not located within the limits of mapped Priority
Habitats of Rare Species or Estimated Habitats of Rare Wildlife.
2.3 Historic and Archaeological Resources
In accordance with Section 106 of the National Historic Preservation Act (NHPA), a Project Notiflcation Form (PNF)
was submitted to the Massachusetts Historical Commission (MHC), Massachusetts Bureau of Underwater
Archaeological Resources (MABUAR), and relevant Tribal Historic Preservation Offlcers (THPOs) on March 14,
2025. In their response dated April 27, 2025, MHC determined that the project was unlikely to affect signiflcant
historic or archaeological resources. No response from the MABUAR or the THPOs has been received to date. A
copy of the PNF and related correspondence is provided in Appendix F.

SECTION 3 | Project Description
3.1 Bridge Repair Activities
The proposed project will involve repairs to the existing Craigville Beach Road Bridge to address various
deflciencies and extend the useful life of the structure. The limit of work (LOW) will be an approximately 25,605
sf area consisting of the roadway, roadway shoulders, salt marsh, LUO/Fish Run, Land Containing Shellflsh, and
Coastal Bank (rip rap slopes). The proposed activities include repairs to the bridge, embankment restoration,
roadway improvements, and vegetation management. These activities are described in greater detail in the
following sections.
3.1.1 Bridge Work
Structural deflciencies of the bridge will be addressed including cracks and spalling in the retaining walls, east
and west abutments, and wingwalls. Cracks will be improved via patching with cementitious mortar. These
repairs will require water control measures to create a dry work area to allow for crack sealant to cure.
Additionally, bridge joints will be sealed with elastomeric sealant, and abutments and wingwalls will be power
washed and painted. Repairs to the existing bridge railing include replacement of deteriorated components and
cleaning and painting of all railing elements.
3.1.2 Embankment Work
Bridge embankments will be stabilized, and areas of scour will be repaired via regrading and the placement of
rip rap underlain by new geotextile fabric for permanent erosion control. Water control measures will be
necessary to allow for new geotextile fabric to be placed, subgrades to be compacted, dredging and new flll
material to be placed, and channel protection measures to be installed.
Embankment work will require permanent impacts, including dredging and placement of flll (e.g., rip rap), to
salt marsh and LUO. It should be noted that the proposed dredging and placement of rip rap in resource areas
is being proposed to reestablish the historic footprint of the bridge, which has become displaced over time
since 2002. The loss of rip rap in these areas due to scour has led to the encroachment of regulated resource
areas into the historic bridge footprint.
According to MassDOT design speciflcations, the minimum preferred slope for rip rap embankments is 2:1.
Given site constraints, impacts to salt marsh are unavoidable to meet this standard. Steeper slopes are generally
less stable and would not meet the project goals of repairing existing structural deflciencies. As such, rip rap
impacts to salt marsh have been avoided and minimized to the greatest extent feasible, given site and design
constraints.
3.1.3 Roadway Work
As part of the proposed activities, roadway improvements will be completed, including guardrail and transition
rail repairs and replacements. Sidewalk settlement will be repaired with asphalt patches .
3.1.4 Vegetation Work
Minor tree clearing is proposed; a total of flve (5) small eastern red cedar (Juniperus virginiana, FACU) trees will
be removed from the existing rip rap slopes on the north and south sides of the bridge. Stump cores will also be
removed, and voids will be fllled with rip rap. Additionally, vegetation growth will be removed from along the
sidewalk and curbs.
Section 3 | Project Description
Notice of Intent | 3-8
3.2 Anticipated Construction Sequence
Proposed activities are shown in detail on the Project Drawings provided in Appendix C and are summarized in
sequence below. While the exact means and methods of construction are left to the discretion of the contractor,
it can generally be assumed, based on Tighe & Bond’s experience with projects of a similar scope, that the
proposed activities will occur in the following sequence.
• Notify pertinent regulatory agencies of the construction schedule.
• Mobilize to the site and install temporary sediment and erosion control measures around the perimeter
of work.
• Schedule and conduct site walks with pertinent regulatory agencies to inspect construction -phase
BMPs.
• Install temporary cofferdams on the up- and downstream sides of the bridge to isolate the work area.
• Repair cracks and spalling in retaining walls, east and west abutments, and wingwalls
• Install elastomeric sealing in bridge joints
• Construct embankment stabilization and scour protection for permanent erosion control through
placement of geotextile fabric and rip rap.
• Remove trees on existing rip rap slopes and complete general cleaning and repainting of bridge
components.
• Remove cofferdams and restore the area to pre-existing conditions.
• Complete roadway work, including guardrail and transition rail repairs/replacement, asphalt sidewalk
patches, sidewalk and curb vegetation management, and bridge railing repairs.
• Restore and stabilize all disturbed areas.
• Remove erosion control barriers once site has stabilized and regulatory agencies have authorized the
actions.
3.3 Construction Period Protective Measures
Erosion control barriers, temporary cofferdams, and other construction -phase Best Management Practices
(BMPs) will be installed for construction. Descriptions of these measures are provided in the following sections.
3.3.1 Erosion Control Barriers
Proposed erosion, sedimentation, and pollution controls are shown on the Project Drawings in Appendix C. The
erosion control barriers will be placed to restrict the contractor(s) to the areas necessary to conduct the work
and will deflne the limits of work. Erosion control barriers will consist of compost fllter tubes (or equivalent) and
silt fence staked in place between the proposed areas of disturbanc e and jurisdictional wetland resource areas
to minimize the potential for migration of disturbed soil. The contractor(s) will be required to maintain the
barriers in good working order and to repair and replace sections, as necessary. These barriers will b e inspected
daily during construction and until disturbed soils have become stabilized. The contractor will be required to
maintain a reserve supply of erosion control barriers on site to make repairs, as necessary. Protective measures
will be inspected after signiflcant precipitation events. Erosion and sedimentation controls will be installed prior
to construction and will remain in place until permanent restoration features are implemented and the site is
stabilized.
Section 3 | Project Description
Notice of Intent | 3-9
3.3.2 Water Control Measures
In order to complete the proposed bridge repairs (e.g., sealing of cracks) and embankment improvements/scour
protection, water control measures will be necessary to allow for repairs to be conducted in-the-dry. Cofferdams
will be installed upstream and downstream at the corners of the bridge to create an isolated (i.e., dry) work area.
The cofferdams may be constructed of sandbags, jersey barriers, water-fllled barriers, or equivalent. Turbidity
curtains will also be installed along the upstream and downstream limits of work to minimize migration of
sediment outside of the work area. The selected cofferdam materials are subject to the discretion and design of
the contractor; however, the use of unconsolidated flll material will be strictly prohibited, and cofferdams will be
located within the limits shown on the Project Drawings.
The cofferdams will separate the work area from water fiow which will protect the tidal stream from construction
debris and sedimentation and reduce the pumping and discharge treatment required for construction. All work
will be performed in-the-dry to protect wetland resource areas. The location of cofferdams is shown on the
Project Drawings.
3.3.3 Dewatering
If necessary, sediment-laden water that collects in work areas will be pumped using a discharge hose into a fllter
bag underlain by a fllter fabric mat and surrounded with straw bales in a stabilized area. All dewatering structures
will be placed as far away from wetland resources as possible. Filter bags used during construction will be
bundled and removed for proper disposal. Dewatering of excavated material will be conducted in a manner that
does not introduce potential contaminants (e.g., flnes) of excavated material into new areas (where excavated
material was not generated).
3.3.4 Soil and Stockpile Management
Material stockpiles will be placed as far away from wetland resource areas as possible and will be protected with
a perimeter barrier of straw bales and silt fence. Stockpiles will be stabilized or covered if inactive for 30 days or
more.
3.3.5 Sediment Management
Sediment to be dredged for embankment/scour improvements will be hauled away from the site and disposed
of at a permitted facility.
3.3.6 Construction Period Access and Staging
Access for construction will be from the Craigville Beach Roadway Right-of-Way (ROW) and adjacent areas. If
necessary to complete construction, the selected contractor may access portions of the bridge via boat/barge
in the river. A staging area for construction materials will be located along the ROW, or at the Craigville Beach
Parking Lot, located approximately 1,000 feet south of the site. All materials will be staged as far from
jurisdictional resource areas to the extent practicable and will be surroun ded by erosion control barriers. The
exact location of the staging area(s) will be left to the discretion of the contractor.
Section 3 | Project Description
Notice of Intent | 3-10
3.3.7 Other Protective Measures
The following general measures will be employed to minimize impacts to jurisdictional wetland resources:
• Protective measures will be inspected weekly during construction and after signiflcant precipitation
events and repaired, as necessary.
• Water control systems will be designed to handle typical fiows and fiows from small precipitation events.
The Contractor will be required to prepare a fiood contingency plan with procedures for monitoring
weather forecasts and preparing the site for fioodi ng.
• The use of products containing hay and plastic or nylon netting is strictly prohibited.
• Use of air quality and dust control measures will be implemented, as necessary. This include wetting
agents, truck bed covers, use of ultra-low sulfur diesel fuel, limitation on idling, vehicle anti-tracking pads,
and street cleaning. Construction equipment will be refueled as far away from jurisdictional resource
areas as practicable.
3.4 Post-Construction Site Restoration
Following the completion of construction, all disturbed upland areas along the side of the roadway will be
restored in-kind with loam and seed. Resource areas temporarily impacted by the bridge repair activities will be
restored to pre-existing conditions to the greatest extent practicable.
3.5 Mitigation Measures
The project will incorporate measures to avoid and/or minimize adverse environmental impacts to the greatest
extent practicable. These measures are commensurate with the size and scope of the proposed work. General
construction-phase measures will be implemented to the extent practicable to mitigate construction -related,
temporary impacts. Project impacts have been minimized through construction -period BMPs and the limiting of
proposed disturbance only to areas necessary for project completion. Mitigation measures for other,
unavoidable impacts will be determined based on consultations with regulatory agencies as the project
advances through the permitting process. The project is not anticipated to have long-term adverse impacts to
the environment. Ongoing inspections and maintenance of the bridge will continue for the duration of the
structure’s useful life.
Section 4 | Alternatives Analysis
Notice of Intent | 4-11
SECTION 4 | Alternatives Analysis
4.1 Alternatives Considered
The project is proposed to repair and improve the existing Craigville Beach Road Bridge over Centerville River.
As such, there is no alternative location for proposed work. The following sections discuss alternatives
considered for the proposed project and an o verview of the impacts and beneflts of each.
4.1.1 Alternative 1 – No Action
The “No Action” alternative would consist of making no improvements to the existing bridge on Craigville Beach
Road over the Centerville River. This option would not allow the Town to improve the existing structural
deflciencies or address scour. This risks further degradation and potential bridge failure, which has signiflcant
public safety and environmental impact concerns. As such, the alternative of “No Action” is not feasible.
4.1.2 Alternative 2 – Bridge Repairs (Preferred Alternative)
The preferred alternative as proposed involves repairs to the structural deflciencies by a comprehensive bridge
assessment. The repairs will address localized issues and extend the useful life of the bridge to protect public
safety and the environment. This alternative would result in the least amount of impact to the environment, the
least cost, and would achieve desired project goals to maintain critical transportation infrastructure.
4.1.3 Alternative 3 – Bridge Rehabilitation (Major Reconstruction)
This alternative consists of major bridge reconstruction to address the existing deflciencies observed in the
bridge assessment report. This would generally include replacement of speciflc bridge features rather than
localized repairs or full bridge replac ement. This alternative would result in greater unnecessary impacts to the
environment and would be more costly to achieve the project goal of maintaining the bridge infrastructure in
good working order. For these reasons, Alternative 3 is not preferred.
4.1.4 Alternative 4 – Bridge Replacement
Alternative 4 consists of a full bridge replacement, which could include upgrades to the bridge span size and
allow for improved tidal fiow/reduction of tidal restrictions. This alternative would result in the greatest
environmental impacts to the surrounding area and would be the costliest option. Additionally, the bridge is not
in need of repairs signiflcant enough to warrant a full bridge replacement. Ultimately, this alternative is not
feasible due to resource area impacts, design needs, and available budget for infrastructure improvements.

Notice of Intent | 5-14
SECTION 5 | MAWPA and Barnstable Wetlands By-Law
Regulatory Compliance
The proposed activities will occur within areas subject to protection and jurisdiction under the MAWPA and the
Barnstable Wetlands Protection By-Law. These areas include Salt Marsh, Coastal Bank, LUO, Fish Run, Land
Containing Shellflsh, LSCSF, Riverfront Area, as well as the 100-foot Buffer Zone. This section summarizes the
project’s relationship to these jurisdictional areas as well as compliance with the MAWPA -established
performance standards.
5.1 Limited Project
The proposed work qualifles for limited project status as per 310 CMR 10.24(7)c.2:
“The maintenance, repair and improvement (but) not substantial enlargement except when necessary to
reduce or eliminate a tidal restriction) of structures, including buildings, piers, towers, headwalls, bridges
and culverts which existed on November 1, 1987.”
As the proposed work consists of the repair of existing bridge infrastructure, and as a bridge has existed at the
current location and conflguration prior to November 1, 1987, it qualifles for consideration as a Limited Project.
Therefore, the Conservation Commission has the authority to discretionarily waive or otherwise relax adherence
to certain performance standards for this work. As the proposed project has overriding public safety beneflts,
we request to invoke Limited Project Status relative to the performance standards for Salt Marsh and LUO.
5.2 Environmental Impacts
The proposed activities will result in temporary and permanent impacts to jurisdictional wetland resource areas.
These impacts are summarized in Table 5-1, below.

5.3 MAWPA Performance Standards
The following section describes the project ’s relation to pertinent performance standards. The performance
standards are provided below in italics, while the project’s relation to the performance standards follow in normal
font.
5.3.1 Salt Marsh
WHEN A SALT MARSH IS DETERMINED TO BE SIGNIFICANT TO THE PROTECTION OF MARINE FISHERIES, THE
PREVENTION OF POLLUTION, STORM DAMAGE PREVENTION OR GROUND WATER SUPPLY, 310 CMR 10.32(3)
THROUGH (6) SHALL APPLY:
(3) A proposed project in a salt marsh, on lands within 100 feet of a salt marsh, or in a body of water adjacent to
a salt marsh shall not destroy any portion of the salt marsh and shall not have an adverse effect on the productivity
of the salt marsh. Alterations in growth, distribution and composition of salt marsh vegetation shall be
considered in evaluating adverse effects on productivity. 310 CMR 10.32(3) shall not be construed to prohibit
the harvesting of salt hay.
The proposed project will result in approximately 350 sf of permanent impacts to salt marsh. These impacts are
limited to the previously authorized (2002) bridge footprint and are conflned to areas where salt marsh has
encroached upon the former footprint of the bridge embankment. As such, these impacts are intended to be
corrective in nature and do not constitute an expansion of flll beyond the previously authorized bridge footprint.
In addition, the proposed project qualifles for consideration as a Limited Project pursuant to 310 CMR 10.24(7)(c)
for repairs to an existing bridge that existed before November 1, 1987. Therefore, the Conservation Commission
has the authority to discretionarily waive or otherwise relax adherence to certain performance standards for this
work.
(4) Notwithstanding the provisions of 310 CMR 10.32(3), a small project within a salt marsh, such as an elevated
walkway or other structure which has no adverse effects other than blocking sunlight from the underlying
vegetation for a portion of each day, may be permitted if such a project complies with all other applicable
requirements of 310 CMR 10.21 through 10.37.
Not applicable.

10.53(4).
Not applicable.
(6) Notwithstanding the provisions of 310 CMR 10.32(3) through (5), no project may be permitted which will have
any adverse effect on specifled habitat sites of Rare Species, as identifled by procedures established under 310
CMR 10.37.
The NHESP Atlas (15th edition, effective August 1, 2021), and MassGIS online mapping data (August 1, 2021)
have been reviewed relative to the proposed work. According to these sources, the project site is not located
within the limits of mapped Priority Habitats of Rare Species or Estimated Habitats of Rare Wildlife.
5.3.2 Coastal Bank
WHEN A COASTAL BANK IS DETERMINED TO BE SIGNIFICANT TO STORM DAMAGE PREVENTION OR FLOOD
CONTROL BECAUSE IT IS A VERTICAL BUFFER TO STORM WATERS, 310 CMR 10.30(6) THROUGH (8) SHALL
APPLY:
(6) Any project on such a coastal bank or within 100 feet landward of the top of such coastal bank shall have no
adverse effects on the stability of the coastal bank.
This proposed project is intended to repair/rehabilitate the existing bridge embankments that have been subject
to environmental degradation over time. As such, the project is anticipated to improve bank stability.
(7) Bulkheads, revetments, seawalls, groins, or other coastal engineering structures may be permitted on such a
coastal bank except when such bank is signiflcant to storm damage prevention or fiood control because it
supplies sediment to coastal beaches, coastal dunes, and barrier beaches.
Not applicable. The existing coastal banks consist of rip rap slopes and are not a signiflcant sediment source.
(8) Notwithstanding the provisions of 310 CMR 10.30(3) through (7), no project may be permitted which will have
any adverse effect on specifled habitat sites of rare vertebrate or invertebrate species, as identifled by
procedures established under 310 CMR 10.37.
5.3.3 Barrier Beach
When a Barrier Beach Is Determined to Be Signiflcant to Storm Damage Prevention, Flood Control, Marine
Fisheries or Protection of Wildlife Habitat. 310 CMR 10.27(3) through (6)(coastal beaches) and 10.28(3) through
(5) (coastal dunes) shall apply to the coastal beaches and to all coastal dunes which make up a barrier beach.
Proposed work is conflned to the existing Craigville Beach Road Bridge Roadw ay and associated rip rap
embankments, and Barrier Beach/Coastal Dune is only present to the south of the proposed work area. The
project’s relation to the performance standards for Coastal Dune are described in §5.3.4, below.
(4) Notwithstanding the provisions of 310 CMR 10.29(3), no project may be permitted which will have any
adverse effect on specifled habitat sites of rare vertebrate or invertebrate species, as identifled by procedures
established under 310 CMR 10.37.

5.3.4 Coastal Dune
WHEN A COASTAL DUNE IS DETERMINED TO BE SIGNIFICANT TO STORM DAMAGE PREVENTION, FLOOD
CONTROL OR THE PROTECTION OF WILDLIFE HABITAT, 310 10.28(3) THROUGH (6) SHALL APPLY:
(3) Any alteration of, or structure on, a coastal dune or within 100 feet of a coastal dune shall not have an
adverse effect on the coastal dune by:
(a) affecting the ability of waves to remove sand from the dune;
(b) disturbing the vegetative cover so as to destabilize the dune;
(c) causing any modiflcation of the dune form that would increase the potential for storm or fiood
damage;
(d) interfering with the landward or lateral movement of the dune;
(e) causing removal of sand from the dune artiflcially; or
(f) interfering with mapped or otherwise identifled bird nesting habitat.
No work is proposed within the Coastal Dune itself, and the proposed work is not anticipated to interfere with
the dune’s natural sand transport dynamics. No modiflcations to vegetative cover on the Coastal Dunes is
proposed as part of the project and no bird nesting habitat was identifled within the limits of work.
(4) Notwithstanding the provisions of 310 CMR 10.28(3), when a building already exists upon a coastal dune,
a project accessory to the existing building may be permitted, provided that such work, using the best
commercially available measures, minimizes the adverse effect on the coastal dune caused by the impacts listed
in 310 CMR 10.28(3)(b) through (e). Such an accessory project may include, but is not limited to, a small shed or
a small parking area for residences. It shall not include coastal engineering s tructures.
Not applicable. The proposed work consists of repairs to existing transportation infrastructure. No new buildings
are proposed as part of this project.
(5): The following projects may be permitted, provided that they adhere to the provisions of 310 CMR 10.28(3):
(a) pedestrian walkways, designed to minimize the disturbance to the vegetative cover and
traditional bird nesting habitat;
(b) fencing and other devices designed to increase dune development; and
(c) plantings compatible with the natural vegetative cover.
Not applicable. The proposed work consists of repairs to existing transportation infrastructure.

Not applicable. Proposed dredging is not intended for navigational purposes.
(5) Projects not included in 310 CMR 10.25(3) or (4) which affect nearshore areas of land under the ocean shall
not cause adverse effects by altering the bottom topography so as to increase storm damage or erosion of
coastal beaches, coastal banks, coastal dunes, or salt marshes.
The project is intended to improve bank stability be re-establishing previously authorized rip rap along the base
of the bridge embankments and abutments. As such, the project is not expected to increase the infrastructure’s
susceptibility to storm damage or contribute to the erosion of jurisdictional resource areas.
(6) Projects not included in 310 CMR 10.25(3) which affect land under the ocean shall if water-dependent be
designed and constructed, using best available measures, so as to minimize adverse effects, and if non -water-
dependent, have no adverse effects, on marine flsheries habitat or wildlife habitat caused by:
(a) alterations in water circulation;
(b) destruction of eelgrass (Zostera marina) or widgeon grass (Rupia maritina) beds;
(c) alterations in the distribution of sediment grain size;
(d) changes in water quality, including, but not limited to, other than natural fiuctuations in the level of
dissolved oxygen, temperature or turbidity, or the addition of pollutants; or
(e) alterations of shallow submerged lands with high densities of polychaetes, mollusks or macrophytic
algae.
The proposed work consists of the repair/rehabilitation of a water-dependent structure (bridge) and has been
designed to minimize adverse effects to the greatest extent practicable.
(7) Notwithstanding the provisions of 310 CMR 10.25(3) through (6), no project may be permitted which will have
any adverse effect on specifled habitat sites of rare vertebrate or invertebrate species, as identifled by
procedures established under 310 CMR 10.37.
The NHESP Atlas (15th edition, effective August 1, 2021), and MassGIS online mapping data (August 1, 2021)

OF LAND CONTAINING SHELLFISH AND THEREFORE TO THE PROTECTION OF MARINE FISH ERIES, 310 CMR
10.34(4) THROUGH (8) SHALL APPLY:
(4) Except as provided in 310 CMR 10.34(5), any project on land containing shellflsh shall not adversely affect
such land or marine flsheries by a change in the productivity of such land caused by:
(a) alterations of water circulation;
(b) alterations in relief elevation;
(c) the compacting of sediment by vehicular trafflc;
(d) alterations in the distribution of sediment grain size;
(e) alterations in natural drainage from adjacent land; or
(f) changes in water quality, including, but not limited to, other than natural fiuctuations in the levels of
salinity, dissolved oxygen, nutrients, temperature or turbidity, or the addition of pollutants.
The proposed work is conflned to the previously established bridge footprint and is not anticipated to result in
changes to the land’s productivity. The Town will provide a copy of this NOI to the Barnstable Shellflsh Biologist
and the Massachusetts Division of Marine Fisheries (MassDMF) and will adhere to any recommended
conservation measures to limit shellflsh impacts.
(5) Notwithstanding the provisions of 310 CMR 10.34(4), projects which temporarily have an adverse effect on
shellflsh productivity but which do not permanently destroy the habitat may be permitted if the land containing
shellflsh can and will be returned substantially to its former productivity in less than one year from the
commencement of work, unless an extension of the Order of Conditions is granted, in which case such
restoration shall be completed within one year of such extension.
Temporary erosion controls, to include cofferdams and turbidity curtains, will be removed upon completion of
work. Proposed permanent impacts will be conflned to the historic (2002) bridge footprint and are not
anticipated to result in an expansion of impacts beyond the previously authorized bridge footprint.
(6) In the case of land containing shellflsh deflned as signiflcant in 310 CMR 10.34(3)(b) (i.e., those areas
identifled on the basis of maps and designations of the Shellflsh Constable), except in Areas of Critical
Environmental Concern, the issuing authority may, after consultation with the Shellflsh Constable, permit the
shellflsh to be moved from such area under the guidelines of, and to a suitable location approved by, the Division
of Marine Fisheries, in order to permit a proposed project on such land. An y such project shall not be
commenced until after the moving and replanting of the shellflsh have been commenced.
Coordination with the Barnstable Shellflsh Biologist and MassDMF will be undertaken to determine appropriate
measures to conserve potential shellflsh present within the vicinity of the project site.
(7) Notwithstanding 310 CMR 10.34(4) through (6), projects approved by the Division of Marine Fisheries that

5.3.7 Fish Run
WHEN SUCH LAND OR BANK IS DETERMINED TO BE SIGNIFICANT TO THE PROTECTION OF MARINE
FISHERIES, 310 CMR 10.35(3) THROUGH (5) SHALL APPLY:
(3) Any project on such land or bank shall not have an adverse effect on the anadromous or catadromous flsh
run by:
(a) impeding or obstructing the migration of the flsh, unless DMF has determined that such impeding or
obstructing is acceptable, pursuant to its authority under M.G.L. c. 130, § 19;
(b) changing the volume or rate of fiow of water within the flsh run; or
(c) impairing the capacity of spawning or nursery habitats necessary to sustain the various life stages of
the flsh.
As part of the proposed work, the project includes the placement of temporary cofferdams in the Centerville
River to allow the work to be conducted “in the dry.” These will be installed in accordance with all applicable
Time of Year (TOY) restrictions and other provisions recommended by DMF.
(4) Unless otherwise allowed by DMF pursuant to M.G.L. c. 130, § 19, dredging, disposal of Dredged Material or
fllling in a flsh run shall be prohibited between March 15th and June 15th in any year.
The proposed work will be conducted in accordance with all applicable TOY restrictions.
(5) Notwithstanding the provisions of 310 CMR 10.35(3), no project may be permitted which will have any
adverse effect on specifled habitat sites of rare vertebrate or invertebrate species, as identifled by procedures
established under 310 CMR 10.37.
The NHESP Atlas (15th edition, effective August 1, 2021), and MassGIS online mapping data (August 1, 2021)
have been reviewed relative to the proposed work. According to these sources, the project site is not located
within the limits of mapped Priority Habitats of Rare Species or Estimated Habitats of Rare Wildlife.

that mitigation measures have been provided to contribute to the protection of the interests identifled in M.G.L.
c. 131, § 40. An applicant will be presumed to have made this showing if the project is designed as follows:
(a) If the project includes the construction of a new non-tidal crossing, the applicant demonstrates to the
satisfaction of the issuing authority that the crossing complies with the Massachusetts Stream Crossing
Standards by consisting of a span or embedded culvert in which, at a minimum, the top of the structure
is above the elevation of the top of the bank and the structure spans the channel width by a minimum of
1.2 times the bankfull width.
(b) If the project includes the construction of a new tidal crossing, the applicant demonstrates to the
satisfaction of the issuing authority that the project is designed in a manner that does not restrict tidal
fiow over the full natural tidal range by consisting of a span or embedded culvert in which, at a minimum,
the top of the structure is above the elevation of the top of the bank and the structure spans the channel
width by a minimum of 1.2 times the bankfull width.
Not applicable. No new crossings are proposed as part of the project, rather the project consists of the repair
and rehabilitation of an existing crossing.
5.3.8 Riverfront Area
This section describes how the proposed project satisfles the provisions for developed Riverfront Area as
stipulated at 310 CMR 10.58 (5). The performance standards are provided below in italics, while the details of
project design follow.
Section 5 | MAWPA and Barnstable Wetlands By -Law Regulatory
Compliance
Notice of Intent | 5-21
Notwithstanding the provisions of 310 CMR 10.58(4)(c) and (d), the issuing authority may allow work to
redevelop a previously developed riverfront area, provided the proposed work improves existing conditions.
Redevelopment means replacement, rehabilitation or expansion of existing structures, improvement of existing
roads, or reuse of degraded or previously developed areas. A previously developed riverfront area contains
areas degraded prior to August 7, 1996 by impervious surfaces from existing structues or pavement, absence of
topsoil, junkyards, or abandoned dumping grounds. Work to redevelop previously developed riverfront areas
shall conform to the following criteria:
(a) At a minimum, proposed work shall result in an improvement over existing conditions of the capacity
of the riverfront area to protect the interests identifled in M.G.L. c. 131 §40. When a lot is previously
developed but no portion of the riverfront area is degraded, the requirements of 310 CMR 10.58(4)
shall be met.
Proposed work within RFA will be conflned to previously developed/disturbed areas, to include the existing
Craigville Beach Road Bridge, and the associated roadway and embankments. Minor vegetation clearing within
the embankments is proposed, however this work is relatively minor in nature and consists of the removal of flve
(5) eastern red cedar trees that have colonized the rip rap embankments.
(b) Stormwater management is provided according to standards established by the Department.
The proposed project is not anticipated to create additional stormwater discharges, nor will it result in changes
to existing stormwater infrastructure.
(c) Within 200 foot riverfront areas, proposed work shall not be located closer to the river than existing
conditions or 100 feet, whichever is less…
The proposed work within RFA is conflned to the pre-existing footprint of the paved roadway and associated rip-
rap embankments.
(d) Proposed work, including expansion of existing structures, shall be located outside the riverfront
area or toward the riverfront area boundary and away from the river, except in accordance with 310
CMR 10.58(f) or (g).
The proposed embankment repair work is intended to restore the historic footprint of the embankments. No
expansion of existing structures within RFA is proposed as part of this project.
(e) The area of proposed work shall not exceed the amount of degraded area, provided that the
proposed work may alter up to 10% if the degraded area is less than 10% of the riverfront area,
except in accordance with 310 CMR 10.58(f) or (g).
Proposed work in RFA is conflned to previously degraded areas, and no alteration of undisturbed areas is
proposed as part of this project.
(f) When an applicant proposes restoration on-site of degraded riverfront area, alteration may be
allowed notwithstanding the criteria of 310 CMR 10.58(c), (d), and (e) at a ratio in square feet of at
least 1:1 of restored area to area of alteration not conforming to the criteria. Areas immediately along
the river shall be selected for restoration. Alteration not conforming to the criteria shall begin at the
riverfront area boundary…
Not applicable. Proposed work in RFA is conflned to previously disturbed areas and no restoration is proposed
as part of this project.
(g) When an applicant proposes mitigation either on-site or in the riverfront area…
Not applicable. Proposed work in RFA is conflned to previously disturbed areas and no mitigation is proposed
as part of this project.
Section 5 | MAWPA and Barnstable Wetlands By -Law Regulatory
Compliance
Notice of Intent | 5-22
(h) The issuing authority shall include a continuing condition in the Certiflcate of Complian ce for
projects under 310 CMR 10.58(f) or (g) prohibiting further alteration within the restoration or
mitigation area, except as may be required to maintain the area in its restored or mitigated
condition…
Not applicable, no restoration or mitigation is proposed as part of the project.
5.4 Abutter Notifications
Abutters within 100-feet of the proposed repair work have been notifled in accordance with the procedures
outline in the Town of Barnstable’s Abutter Notiflcation Regulation (Chapter 706). A copy of the Abutters List
and the Abutter Notice is provided in Appendix E.
Section 6 | Other Regulatory Compliance
Notice of Intent | 6-23
SECTION 6 | Other Regulatory Compliance
6.1 State Permits
6.1.1 Massachusetts Historical Commission (MHC) / Section 106 Compliance
New construction projects that require funding, licenses, or permits from any state or federal governmental
agencies must be reviewed by the Massachusetts Historical Commission (MHC) for impacts to historic and
archaeological properties. On March 24, 2025, a PNF was submitted to the MHC, as well as the Massachusetts
Board of Underwater Archaeological Resources (MA BUAR) and geographically pertinent Tribal Historic
Preservation Offlcers (THPOs) to determine potential impacts on historical, cultural, and/or archaeological
resources. In their response dated April 27, 2025, MHC indicated that the proposed project is unlikely to affect
signiflcant historic or archaeological resources. As of the date of this PCN submittal, no response has been
received from MA BUAR or the THPOs. Should artifacts or human remains be encountered during construction,
work will be halted, and appropriate agencies will be notifled. Information regarding historical resources is
included in Appendix F.
6.1.2 MassDEP Individual 401 Water Quality Certification
The proposed work will require an Individual 401 Water Quality Certification (WQC) because the project
requires a federal permit and will result in a discharge of dredged or fill material to WOTUS (e.g., Salt Marsh,
Land Under the Ocean) within the Commonwealth of Massachusetts. An application for a 401 WQC was
submitted to MassDEP on June 26, 2026.
6.1.3 Massachusetts Environmental Policy Act (MEPA)
As the proposed project requires a State Agency Action in the form of an Individual 401 WQC, the project is
subject to environmental review pursuant to §11.01(2)(a) of the Massachusetts Environmental Policy Act (MEPA)
regulations). As the project exceeds one or more Environmental Notiflcation Form (ENF) review thresholds as
per the MEPA regulations (301 CMR 11.00), an ENF (EEA#17063) was prepared and submitted to the MEPA
offlce on April 29, 2026. The ENF was published in the Environmental Monitor on May 8, 2026.
6.1.4 MassDEP Chapter 91 Minor Project Modification
The Craigville Beach Road Bridge is located within areas subject to jurisdiction under Chapter 91: Waterways.
As the proposed work involves maintenance/repairs to an existing structure, a request for a minor project
modiflcation was submitted to MassDEP on April 9, 2026. No response has been received from MassDEP as of
the date of this NOI submittal.
6.2 Federal Permits
6.2.1 Coastal Zone Management Act
As the proposed work will fall within the Coastal Zone, it is thus subject to Coastal Zone Management (CZM)
Federal Consistency Review. This review will be undertaken by the Massachusetts Offlce of CZM concurrently
with the Corps review of the PCN application.
Section 6 | Other Regulatory Compliance
Notice of Intent | 6-24
6.2.2 U.S. Coast Guard Bridge Permit
As the proposed work involves the work on a bridge spanning a navigable waterway, the proposed work falls
within United State Coast Guard (USCG) jurisdiction, the project may require a USCG Bridge Permit. However, as
the bridge is located over waters that are not used nor susceptible to use in their natural condition or by
reasonable improvement as a means to transport interstate or foreign commerce, Tighe & Bond contacted the
USCG Bridge Program Manager for the USCG Northeast District to conflrm whether the project would be exempt
under 23 U.S.C. §144(c)(2) on April 9, 2026. On April 10, 2026, the USCG Northeast District Bridge Program
Manager issued advance approval for the proposed work under 33 CFR 115.70.
6.2.3 U.S. Army Corps of Engineers Section 404 Clean Water Act
The proposed work will result in impacts to Waters of the United States and thus requires review by the Army
Corps of Engineers (the Corps) under Section 404 of the Federal Clean Water Act and Section 10 of the Rivers
and Harbors Act. A Pre-Construction Notiflcation (PCN) application for coverage under the 2026 Nationwide
Permits (effective March 2026) will be submitted to the Corps via the Regulatory Request System following
submittal of this NOI submittal.
