Staff Present: Jim Kupfer, Director, and Karen Pina, Principal Assistant, Planning & Development Dept. in
attendance.
To all persons deemed interested or affected by the Town of Barnstable’s Hyannis Main Street Waterfront Historic District
Commission Ordinance under Chapter 112, Article III of the Code of the Town of Barnstable, you are hereby notified that a public
meeting is being held at Town Hall, 367 Main Street, Hyannis, MA Selectmen’s Conference Room, 2nd Floor 6:30 P.M. on
Wednesday, August 19, 2026 . All public hearings and other matters anticipated by the Chair listed below may be acted upon.
The meeting will be televised live via Xfinity Channel 8 or high definition Channel 1072. It may also be accessed via the Government

Signage for menu – continued from July 1, 2026, and August 5, 2026
William Planinshek in attendance. Explains the menu signage. Both restaurants. Size of menus. Conformed to the building
requirements. Will be lit sign. Locations, in front of each restaurant. Will be in glass, year round and weather resistant. Frame will
be white, PVC.
Kevin Matthews, menu board, which side? Would probably look better on the left. Structure in your area? Lightbulb or LED?
William Planinshek, posts will be extended, 18 x 18. Only menus going in. Yes, LED underneath the sign.
Tom Doherty, fence – shrubs, full of weeds.

Street, for the menu sign in front to be compatible with the preservation and protection of the district, seconded by

New structure
William Planinshek, size of structure has been downsized. Review of the Site Plan, pressure treated frame, comes out of fence
currently there. Small roof line, has green asphalt shingles, light to illuminate. Plywood back with maybe a shiplap or white PVC,
waterproof, piece of glass to keep the menus waterproof. Will be connected to the fence.

meeting, Sept. 2, 2026.

A Frame signage
Jason O’Toole, owner, in attendance. A Frame sign – size. Bought a new one that will fit the dimensions, under 3 ft. The older one
was bigger. Needs to be 3 ft. requirements.
Kevin Matthews, is it movable? Same thing with A Frame. On your side, not town side. No light?
Jason O’Toole, no light. Brings sign in at night.
Tom Doherty, staff report stated replacing a sign.
Jason O’Toole, the old one was too large.
Jim Kupfer, explains that this is an enforcement issue, as per any violations on Main Street.

Discussion Items
Enforcement Issues
Jim Kupfer, has talked to a few businesses and helping them to comply with enforcement issues.
Tom Doherty, rolling signs were allowed just during COVID – the racks are out all the time on sidewalks. Homemade signs.
Jim Kupfer, rolling racks, depends on where they are – if on Town property have to get a sign off regarding liability. Varies
depending on where the store /business is located.

Tom Doherty, some businesses across the street from the Army Navy store.
Kevin Matthews, concerns with narrow walkway going down sidewalks, not enough room. Some A Frame signage is so far out into
the sidewalk, could be detrimental.
Jim Kupfer, working with business owners to get the minor modifications done and not have to pay a fee.
Matters not Reasonably Anticipated by the Chair
Chair Cheryl Powell – independent powers for the Chair. Just have one vote and not have power over this Commission.
Kevin Matthews, some things Chair can do without Commission?
Chair Cheryl Powell replies – I do not override the Commission.
