The project scope encompasses sewer infrastructure improvements, including gravity and low pressure sewer systems, pump stations, and related infrastructure. The proposed scope includes: · Installation of gravity sewer mains, manholes, low-pressure sewers (LPS), and individual building services. · Construction and development of wastewater pump stations (including the Churchill Pump Station and Pine Street Pump Station) and associated force main infrastructure. · Utility trenching, horizontal and vertical separation management (water, gas, and culverts), pavement restoration, and off-road/landscaped area restoration. · Limited stormwater improvements associated with the Project area. · Associated erosion, sediment, and environmental controls within land subject to Conservation Commission jurisdiction. 1.2 Earth Removal Earth removal and excavation activities will be strictly limited to the utility trench corridors, pump station footprints, and associated structure excavations. Excavated topsoil and suitable backfill materials will be stockpiled away from resource areas and protected with silt fencing or straw wattles. Refer the Civil Drawings detail sheets as well as Attachment F and G for more information relative to earth excavation and erosion controls. Unsuitable material or excess spoil will be disposed of off-site in accordance with state and local solid waste regulations. All disturbed unpaved areas will be backfilled to original grade, loamed, and stabilized with native seed mix (Attachment G). The proposed sewer alignment includes three locations where work will require crossing existing culverted streams: South Main Street near the Church Hill Road Pump Station and Pine Street near the Centerville River crossing near the Pine Street Pump Station. The culvert crossings will be completed using standard construction controls intended to protect the existing culverts and maintain the existing stream conditions. Where appropriate, the Contractor may use trenchless methods, such as pipe jacking or similar techniques, to avoid disturbance to the culvert structures and stream channels. Because the work is not proposed to involve excavation, dredging, filling, or alteration within the streams themselves, impacts to waters of the United States are not anticipated, and a U.S. Army Corps of Engineers permit is not expected to be required. Final construction methods will be reviewed during final design and implemented in accordance with the Contract Documents and applicable permit conditions. ectinc.com 2 1.3 Method of Fill/ Slope Stabilization Trench backfilling will proceed in compacted lifts to match existing topography and prevent settlement. To control erosion and sedimentation during construction, straw wattles will be installed along roadway trenching and related work areas, while hay bales and silt fence will be utilized around pump station construction sites and other concentrated disturbance areas. Additional measures, including erosion control blankets where warranted, will be implemented to protect disturbed slopes and sensitive resource areas, particularly around culvert crossings (such as Pine Street Sta. 6+00, South Main Street, and Churchill Road) and pump station perimeters. Disturbed slopes within the buffer zone will be stabilized and re-vegetated immediately following construction to ensure long-term bank and soil stability. 1.4 Permits and Variance The project requires multi-agency regulatory coordination and permits, including: · Massachusetts Environmental Policy Act (MEPA): MEPA review has been completed. · Massachusetts Endangered Species Act (MESA / NHESP): The Project is exempt from MESA review requirements pursuant to 321 CMR 10.14. · Division of Marine Fisheries (DMF): Project information has been submitted for review. Written comments regarding permitting requirements and any applicable seasonal work restrictions are pending. · Town Site Plan Review: Site plan review is ongoing. Pump station sites have been designed to minimize site modifications and avoid significant changes to existing site layouts. · NPDES Construction General Permit (CGP): The Contractor will own and maintain coverage under the EPA Construction General Permit for cumulative disturbance exceeding one (1) acre. · Barnstable Historical Commission: Outreach letter was sent to verify non-impact to historical resources 1.5 Natural Heritage and Endangered Species Program (NHESP) The Project has been evaluated relative to the Massachusetts Endangered Species Act (MESA) and qualifies for an exemption under 321 CMR 10.14. The proposed sewer improvements consist of installation of utility infrastructure within existing roadway layouts. “The following Projects and Activities shall be exempt from the requirements of 321 CMR 10.18 through 10.23: … (10) installation, repair, replacement, and maintenance of utility lines (gas, water, sewer, phone, electrical) for which all associated work is within ten feet from the edge of existing paved roads, and the repair and maintenance of overhead utility lines (phone, electrical) for which all associated work is within ten feet from the edge of existing unpaved roads, provided, however, that unpaved utility access roads associated with exempt activities under 321 CMR 10.14(11) shall be addressed in and subject to the Division- approved operation and maintenance plan required thereunder;” (321 CMR 10.14). ectinc.com 3 Based on the current design and coordination with NHESP, the Project meets the criteria for this exemption and is not subject to further MESA review requirements. The proposed pump station sites are located outside mapped Priority Habitat and Estimated Habitat areas. 1.6 Protection of Groundwater (Dewatering) The project will enhance long-term groundwater quality across the Long Pond watershed by removing legacy septic inputs. The project has been designed to minimize the need for construction dewatering by optimizing sewer depths, utilizing low-pressure sewer systems where feasible, and limiting deep excavations in areas of high groundwater. Nevertheless, temporary dewatering will be required in localized areas to maintain dry and stable trench conditions for pipe installation and pump station construction. Temporary construction dewatering will be required where pump station excavations or deeper pipeline excavations extend below the groundwater table. The available geotechnical information indicates that groundwater levels across the Long Pond project area can vary materially across the site and season, and that the native soils generally consist of relatively permeable sands with low silt content. As a result, groundwater inflow to excavations may occur rapidly once the excavation intersects the water table. The Contractor shall be responsible for designing and implementing a complete groundwater control system capable of maintaining stable excavation conditions, preventing bottom heave or subgrade disturbance, and protecting adjacent utilities, pavements, structures, wetlands, and surface waters. Prior to commencement of any dewatering activities, the Contractor shall prepare and submit a project-specific Dewatering Plan stamped by a Massachusetts Registered Professional Engineer experienced in groundwater control and dewatering system design. The Dewatering Plan shall identify the proposed pumping and groundwater control methods, anticipated pumping rates, treatment train components, discharge locations, flow attenuation and energy dissipation measures, inspection and monitoring procedures, and contingency measures for equipment failure, excessive turbidity, erosion, unstable excavation conditions, or unanticipated groundwater conditions. The plan shall also describe how dewatering flows will be controlled and managed during system startup, active excavation, structure installation, backfilling, and system shutdown, and shall identify procedures for maintaining compliance with the Order of Conditions and all applicable permits. The Dewatering Plan shall further establish monitoring frequency, performance standards, reporting procedures, and corrective actions to be implemented in the event of noncompliance. No dewatering activities shall commence until the Dewatering Plan has been reviewed by the Engineer and Conservation Agent and any required comments or modifications have been incorporated into the plan. Review of the Dewatering Plan shall not relieve the Contractor of responsibility for the adequacy of the dewatering system, protection of resource areas, or compliance with permit conditions. Temporary and localized groundwater control may be required during construction of pump stations and other excavations extending below the groundwater table. Actual pumping requirements will depend on final construction means and methods, excavation support systems, site conditions encountered during construction, and the Contractor's dewatering design. The Contractor shall design, operate, and maintain a dewatering and treatment system of sufficient capacity to maintain stable excavation conditions, protect adjacent resource areas, and comply with ectinc.com 4 all permit requirements and performance standards. All dewatering discharges shall be routed through an approved treatment train and discharged only to locations identified in the approved Dewatering Plan. The dewatering system shall include adequate treatment, monitoring, standby equipment, and contingency measures to prevent sediment discharge, erosion, untreated bypasses, and adverse impacts to wetlands, surface waters, and other sensitive resources. Dewatering effluent shall be routed through a treatment train appropriate for the anticipated flow and sediment load. Treatment measures may include settling tanks, weir tanks, frac tanks, sedimentation basins, baffles, filter bags, cartridge filtration, pH adjustment, flow monitoring devices, and energy dissipation structures designed to reduce discharge velocities and prevent scour at the discharge location. The preferred discharge approach is upland infiltration at stable upland locations outside wetland resource areas and outside the herring run corridor. All discharge locations shall be identified in the Contractor's Dewatering Plan and approved through the project compliance and permitting process prior to initiation of dewatering activities. No direct discharge to Bordering Vegetated Wetlands, streams, Long Pond, the Centerville River, or drainage pathways leading directly to those resources shall occur absent specific approval from the Conservation Commission and other applicable permitting agencies. Dewatering discharge rates shall be controlled to prevent scour, erosion, or destabilization at approved discharge locations and along discharge pathways. At no time shall dewatering operations result in visible sediment discharge, turbidity plumes, or erosion of adjacent land surfaces or resource areas. The Contractor shall monitor dewatering continuously during active operation and shall inspect the discharge route, treatment system, receiving area, adjacent wetlands, and areas potentially affected by temporary and localized groundwater control activities at the start of each work day, during pumping, after significant rainfall events, and whenever field conditions change. At a minimum, monitoring shall include pumping rate, cumulative discharge volume, groundwater elevations in observation wells, treatment system performance, turbidity or visual clarity, pH, evidence of oil sheen, erosion at discharge points, and compliance with applicable NPDES Dewatering General Permit requirements. During major pump station excavations and other deep excavations extending below the groundwater table, groundwater elevations shall be monitored to verify that temporary groundwater control activities remain localized and do not adversely affect adjacent wetlands, surface waters, utilities, structures, or other sensitive resources. Adjacent wetland resource areas shall be periodically inspected to confirm continuation of normal hydrologic conditions and identify any unanticipated adverse effects. Dewatering shall be immediately modified, reduced, or stopped if sediment bypass, visible turbidity plume, oil sheen, flow-related erosion, unacceptable resource area impacts, treatment system overloading, subgrade instability, off-site settlement, or noncompliance with permits or the Order of Conditions occurs. Any observed turbidity, visible sediment discharge, erosion, scour, instability, or other indication that dewatering operations are adversely affecting adjacent resource areas shall require immediate implementation of corrective measures and, if necessary, shutdown of the affected discharge operation until compliance with performance standards is restored. These requirements are intended to establish protective minimum standards for construction while preserving the Contractor’s responsibility for means, methods, sequencing, and final dewatering design. The Contractor shall coordinate dewatering with excavation support, erosion and sediment controls, seasonal time-of-year restrictions, and Conservation Commission conditions. The ectinc.com 5 Contractor shall maintain standby equipment and independent power sufficient to avoid uncontrolled groundwater rebound, excavation instability, or untreated emergency discharge. Upon completion, the Contractor shall remove temporary dewatering facilities, stabilize disturbed areas, legally dispose of accumulated sediment, and provide final dewatering records documenting pumping rates, monitoring results, treatment maintenance, and any corrective actions taken. Communication Plan: Minimum dewatering plan and protective standards: 1. Delegated design: Contractor shall retain a Massachusetts-registered professional engineer experienced in construction dewatering in sandy coastal plain deposits to prepare and seal the Dewatering Plan. 2. Design basis: Plan shall be based on available geotechnical information, field verification, pump station excavation geometry, groundwater elevation at the time of work, support of excavation design, and the required 7-foot drawdown assumption used for preliminary planning. 3. Groundwater control method: For pump station excavations, wellpoints, deep wells, eductors, or a controlled sump system may be used only where the Contractor demonstrates that the method will maintain a stable, dry subgrade without pumping fines or destabilizing the excavation. Open sump pumping that causes soil piping, bottom instability, or fines migration shall not be permitted. 4. Drawdown performance: Maintain groundwater at least 6 inches below the active excavation bottom where practicable and limit off-site drawdown consistent with the project specifications. Observation wells or piezometers shall be used to document groundwater response inside and outside the excavation. ectinc.com 6 5. Flow capacity: Design the primary pumping and treatment system for the calculated design flow, with a minimum recommended planning range of 175 to 515 gpm for an open excavation in sand and higher transient capacity during startup. Provide equal standby pumping capacity and independent standby power. 6. Treatment train: At a minimum, discharge shall pass through sedimentation tanks or frac tanks, baffles, bag filters or equivalent polishing filtration, flow metering, and erosion-protected discharge points. Filter bags alone should not be accepted for high-flow pump station dewatering unless the Contractor demonstrates adequate capacity and containment. 7. Discharge hierarchy: Prefer upland infiltration in a stable, vegetated or prepared infiltration area outside wetlands, resource areas, banks, and the herring run. If upland infiltration is not feasible, discharge shall occur only to locations authorized by the Engineer, Conservation Commission, and applicable permits. 8. Herring run protection: No untreated discharge shall enter the herring run, Centerville River, Long Pond, wetlands, or drainage pathways tributary to those resources. Discharge shall not create visible turbidity, erosion, sediment deposition, oil sheen, foam, objectionable discoloration, or temperature/pH changes that could impair aquatic habitat or herring passage. 9. Permits and monitoring: Contractor shall obtain and comply with applicable EPA NPDES Dewatering General Permit coverage or other required discharge authorization. Monitoring shall include flow, turbidity/visual clarity, pH, oil sheen inspection, TSS or permit-required parameters, and documentation of treatment system maintenance. 10. Shutdown triggers: Dewatering operations shall be immediately modified, reduced, or stopped if sediment bypass occurs; the treatment system surcharges or fails to perform as designed; a visible turbidity plume is observed; discharge causes erosion, scour, or instability; unacceptable impacts to adjacent wetlands, surface waters, or other resource areas are identified; subgrade instability occurs; oil sheen is present; or regulatory requirements, permit conditions, performance standards, or Order of Conditions requirements are not met. Corrective measures shall be implemented before dewatering operations resume. 11. Seasonal restrictions: Dewatering and any associated discharge near the herring run shall be coordinated with the Conservation Commission, DMF comments, and the project Order of Conditions. The Contractor shall comply with time-of-year restrictions and be prepared to suspend or modify discharge operations during sensitive fish passage periods. 12. Closeout: After dewatering is complete, remove temporary equipment, stabilize disturbed areas, dispose of sediment off-site in accordance with applicable requirements, restore discharge areas, and submit final dewatering logs, flow totals, monitoring results, and incident reports. Staging & Spill Prevention: Equipment laydown and contractor staging areas are designated at pump station sites or approved locations outside sensitive resource buffers 1.7 Storm Damage Prevention and Flood Control Proposed infrastructure and pump station components within flood-prone zones are evaluated against base flood elevations. FEMA Flood Insurance Rate Maps (FIRM) (Attachment I) and 2070 ectinc.com 7 climate projection overlay maps were evaluated to document flood zone compliance and platform design elevations for critical pump station equipment. The Church Hill Road pump station is located within or adjacent to Federal Emergency Management Agency (FEMA) mapped flood hazard areas, while the Pine Street Pump Station is outside the predicted flood zone. The Pine Street proposed pump station locations is shown on the FEMA Flood Insurance Rate Map (FIRM) Number 25001C0564J, effective July 16, 2014. The proposed Church Hill Road pump station location is shown on the FEMA FIRM number 25001C0563J, also effective July 16, 2014. All elevations referenced in this section use the North American Vertical Datum of 1988 (NAVD88), consistent with FEMA mapping. The Church Hill Road pump station is proposed on the southern portion of the parcel at 272 South Main Street. This area is mapped as Zone AE with a BFE of 12 feet. It is located outside the Limit of Moderate Wave Action and Zone X. As a result, the effective BFE remains at 12 feet. Sea Level Rise Considerations The Massachusetts Office of Coastal Zone Management (CZM) anticipates future sea level rise, which will increase base water elevations and, consequently, BFEs. CZM’s projected sea level rise for southern Massachusetts coast (Provincetown to Westport) is summarized below: Table Anticipated Sea Level Rise per CZM Region Anticipated Sea Level Rise (NAVD 88) Year 2030 Year 2050 Year 2070 South (Provincetown to Westport) 1.2 2.5 4.3 In coordination with the Town, a sea-level-rise allowance of 4.3 feet, corresponding to projected conditions in the year 2070, has been selected for design. Applying this adjustment results in the following revised BFEs: · Church Hill Road pump station: 12.0 ft + 4.3 ft = 16.3 ft Elevation Requirements Design requirements for pump station components related to the adjusted BFEs include: · Electrical equipment must be installed at least three feet above the BFE (TR-16) · Building floor elevation, if a structure is constructed, must be at least two feet above the BFE (MA Building Code) · Wet well entrances located below the BFE must be made watertight, typically through watertight hatches or manhole covers. The table below summarizes the required elevations of each pump station: Table 4-2 Anticipated Elevations for Church Hill Road Pump Stations Pump Station Flood Elevation * Entrance to Wet Well (Unless Watertight) Min. Equipment Pad EL Min. Unprotected Electrical Component Elevation Church Hill Road 16.5’ 17.0’ 17.0’ 19.3’ *All elevations displayed in the table utilize the North American Vertical Datum of 1988 (NAVD 88). ectinc.com 8 1.8 Prevention of Pollution Pollution prevention will be governed by strict site control measures: · Trench Safety & Construction Protocols: Explicit trench protection and safety measures will be enforced alongside all utility alignments. · Catch Basin Protection: Inlet filter sacks will be placed in all catch basins within the work zone and along haul routes. · Staging Areas: Staging of fuels, lubricants, and machinery will be restricted to designated pump station sites or approved staging areas outside sensitive resource buffers 1.9 Protection of Fisheries and Land Containing Shellfish Work adjacent to stream channels and coastal drainage pathways will avoid downstream siltation that could impact marine fisheries or land containing shellfish. To mitigate impacts: · Silt socks, coir logs, and heavy-duty erosion controls will be deployed upstream of shellfish and marine resource zones. · Time-of-Year (TOY) and seasonal restrictions requested by DMF will be enforced during stream and culvert crossing construction 1.10 Protection of Wildlife Habitat Disturbance to natural vegetation within the 100-foot Buffer Zone and 50-foot No-Disturbance Zone will be minimized. Tree removal will be restricted, and disturbed soils will be restored immediately post-installation. 1.11 Stormwater Report A comprehensive Stormwater Report has been prepared in accordance with Massachusetts Stormwater Standards. Stormwater management designs have been custom engineered for specific project nodes, including: 1. Church Hill Road Pump Station Site 2. Pine Street Pump Station Site Post-construction runoff peak rates and volumes at pump station facilities will not exceed pre- construction conditions. Standard stormwater management checklists, BMP calculations, and maintenance schedules are attached to this filing in the Stormwater Report (Attachment H). 1.12 Miscellaneous Concerns · Utilities Separation: Gas line clearances of 3 feet (shallow) and expanded clearances for deep trench box operations (e.g., Main Street) will be maintained. · Traffic Control: Work within public rights-of-way will follow local DPW traffic control protocols to maintain emergency access. ectinc.com 9 1.13 Alternatives Analysis An Alternatives Analysis was conducted to evaluate collection infrastructure and site location options to minimize impact within protected resource areas: · Infrastructure Alternatives: Evaluated gravity collection versus low-pressure sewer (LPS) systems to minimize trench depth and land disturbance footprint within buffer zones. · Pump Station Site Alternatives: Evaluated site locations, specifically focusing on the Churchill Pump Station site. Maintaining the selected site with comprehensive erosion controls best fulfills system hydraulics while safeguarding nearby wetland resources. The Town of Barnstable is advancing the Long Pond Area Sewer Expansion Project to extend municipal wastewater collection to developed areas currently served by on-site septic systems. The project is intended to reduce nutrient loading, protect groundwater and surface water resources, and support the Town’s Comprehensive Wastewater Management Plan. This alternatives analysis summarizes the pump station and collection system alternatives considered for the Pine Street and Church Hill Road areas, with emphasis on environmental impacts, cost implications, and the basis for the recommended alternatives. Project Area Alternative 1 Alternative 2 (Preferred) Alternative 3 Recommended Alternative Pine Street Area Low-pressure sewer system serving developed properties Public pump station at selected site with gravity collection system Alternative pump station locations and/or force main alignments Alternative 2 Church Hill Area Low-pressure sewer system Public pump station and gravity collection system at selected site Alternative pump station locations or collection system alignments Alternative 2 Sewering Low-pressure sewer system Public pump station and gravity collection system at selected site Alternative pump station locations and/or force main routing Varies by location No Action Alternative Continue existing on- site wastewater disposal systems N/A N/A Not Recommended; MassDEP mandate 1. Pine Street Pump Station Alternatives The Pine Street service area includes a substantial number of connections and is a key collection point for wastewater generated along Pine Street, Main Street, and connecting side streets. Because of the service area size and the need to convey flow to downstream infrastructure, both pump station and non-pump station alternatives were considered. Alternative 1 – Low Pressure Sewer System / No Public Pump Station Under this alternative, the Pine Street Pump Station would be eliminated and the service area would be served by individual grinder pumps connected to a low pressure sewer network. This approach would reduce the need for a centralized public pump station site and would generally allow shallower pipe installation than gravity sewer in some areas. It could also reduce localized excavation depth and limit certain construction-related dewatering impacts associated with deep gravity sewer or a deep pump station wet well. ectinc.com 10 However, this alternative is not preferred for the Pine Street service area because the service area flow is too large for a distributed low pressure approach to be the most reliable or cost-effective solution. It would require a significant number of individual grinder pump units, individual electrical connections, and long-term maintenance responsibilities distributed across many properties. The system would also be more energy intensive because wastewater would be pumped at many individual locations rather than collected primarily by gravity and conveyed through a centralized public pump station. Although low pressure sewer remains appropriate in smaller or more constrained pockets of the project, full reliance on low pressure sewer in the Pine Street area would increase operational complexity, lifecycle energy use, and future maintenance exposure. For these reasons, Alternative 1 was not selected. Alternative 2 – Preferred Alternative: Pump Station on Town-Owned 421 Pine Street Parcel The preferred Pine Street alternative is to construct a public pump station on the Town-owned parcel at 421 Pine Street. This site is located near the low point needed to receive gravity sewer from the surrounding service area and does not require a private land acquisition. The preferred alternative includes a submersible-style public pump station with a wet well, valve vault, standby generator, controls, odor control, bypass provisions, driveway/access improvements, and landscape screening. Several layout options were considered within the 421 Pine Street parcel, including locating the station closer to the roadway, setting it farther back from the roadway, and arranging the station elements to improve screening from abutters and Pine Street. The preferred layout places the pump station infrastructure in a manner that balances hydraulic needs, maintenance access, available site area, and visual screening. The layout also allows screening and fencing to be incorporated so that above-ground components are minimized to the extent practicable and the facility can be operated without creating unnecessary neighborhood impacts. From an environmental standpoint, this alternative allows the Town to consolidate pumping infrastructure on an already available public parcel and avoid expanding a distributed grinder pump system across the entire Pine Street service area. Construction impacts would be temporary and controlled through the NOI conditions, erosion controls, dewatering management, and restoration requirements. The long-term environmental benefit is the removal of septic system discharges from the watershed, which supports water quality improvement in Long Pond and downstream receiving waters. From a cost standpoint, the public pump station has a concentrated capital cost, but it avoids the higher distributed cost and maintenance burden associated with installing and maintaining many individual grinder pump systems. Alternative 2 is recommended. Alternative 3 – Nearby Off-Site Pump Station Location A nearby off-site pump station location in the Pine Street corridor was also considered as a means of moving the pump station away from the selected 421 Pine Street layout. This alternative was not preferred because it would not provide a meaningful environmental or cost advantage over the selected site and would introduce additional implementation challenges. A nearby off-site location would likely require private land acquisition or easements, could increase visibility or abutter impacts, and could require less favorable sewer depths, additional force main, or additional roadway work to achieve the same hydraulic function. ectinc.com 11 This alternative would also risk increasing construction duration, cost, and permitting complexity without eliminating the need for a public pump station. Because the Town-owned 421 Pine Street parcel can meet the project need with less property-acquisition risk and better control over layout, access, and screening, Alternative 3 was not selected. 2. Church Hill Road Pump Station Alternatives The Church Hill Road Pump Station is needed to collect wastewater from the Church Hill Road / South Main Street area and convey it to downstream collection infrastructure. This location also has future conveyance importance because it is intended to serve current project flows and accommodate future phase flows. As a result, alternatives were reviewed for both the collection method and the pump station siting. Alternative 1 – Low Pressure Sewer System / No Public Pump Station Under this alternative, the Church Hill Road Pump Station would be eliminated and the area would be served by individual grinder pumps and low pressure sewer. Like the Pine Street low pressure alternative, this approach could reduce the need for a centralized pump station footprint and may reduce excavation depths in localized areas. It may also reduce some construction impacts associated with deep sewer installation in areas with groundwater or resource-area constraints. This alternative is not preferred because the Church Hill Road Pump Station serves a broader conveyance function than a small localized collection area. Eliminating the station would require a larger distributed grinder pump network, increase dependence on individual electrical services, and increase the number of mechanical units requiring long-term operation and maintenance. The alternative would be more energy intensive on a distributed basis and would be less suitable for conveying both current project flows and future tributary flows. It would also shift cost and maintenance risk from a controlled public facility to many individual pump installations. For these reasons, Alternative 1 was not selected. Alternative 2 – Preferred Alternative: Pump Station at 272 South Main Street The preferred Church Hill Road alternative is to construct a public pump station at 272 South Main Street. The selected site provides a more favorable location for station access, screening, and flood- resilience considerations than the nearby lower-elevation alternatives. The preferred alternative includes a submersible pump station with a wet well, valve vault, standby generator, controls, odor control, bypass provisions, access driveway, and landscape screening. Within the selected site, layout options were considered to balance the location of the wet well, controls, generator, access driveway, and screening. The preferred layout reduces the above-ground visual profile to the extent practicable, keeps equipment accessible for operation and maintenance, and incorporates vegetative screening to limit visual and neighborhood impacts. The selected layout also provides a practical means of maintaining the station while reducing conflicts with the adjacent roadway and nearby properties. The environmental benefit of this alternative is that it supports removal of septic system flows from the watershed while providing a centralized, reliable public facility capable of conveying both current and future flows. The site is near wetland buffer and Riverfront Area jurisdiction, and construction will require appropriate NOI conditions, erosion and sediment controls, dewatering management, ectinc.com 12 and restoration. However, the selected site and layout provide a better balance of flood resilience, operational access, visual screening, and long-term reliability than the other alternatives. From a cost standpoint, the public pump station has a concentrated capital cost, but it avoids the higher lifecycle cost and energy burden of a broad distributed grinder pump alternative. Alternative 2 is recommended. The Town has acquired an easement on the property for the purposes of a pump station. Alternative 3 – Nearby Pump Station Location at/near 284 South Main Street A nearby pump station location at or near 284 South Main Street was also considered. This alternative has the potential advantage of using land closer to the roadway and could reduce certain sewer depths. However, it is not preferred because the location is lower in elevation and more constrained by flood-resilience, access, and screening considerations. A lower site would require greater attention to equipment elevation, flood protection, and permanent access during storm or high-water conditions. It would also provide less flexibility for driveway layout, maintenance access, and vegetative screening. Because the nearby location would not avoid the need for a pump station and would provide a less favorable long-term operating condition, it is not the recommended alternative. The selected 272 South Main Street site better balances environmental protection, site access, flood-resilience, maintainability, and visual mitigation. 3. Gravity Sewer versus Low Pressure Sewer The recommended collection system uses a hybrid approach because gravity sewer and low pressure sewer each have appropriate applications within the project area. It should be noted that vacuum sewers were reviewed but due to reliability concerns were not recommended for the project area. Gravity sewer is preferred where grades allow wastewater to flow without individual parcel-level mechanical equipment and where sewer depths can be constructed without excessive excavation, dewatering, or utility conflict. Gravity sewer generally has lower long-term energy demand because it relies on slope rather than constant mechanical pumping. It also reduces the number of mechanical units that require long-term maintenance. Low pressure sewer is recommended in targeted areas where gravity sewer would require excessive depth, significant dewatering, difficult construction, or greater disturbance near sensitive resource areas. Low pressure sewer can reduce trench depths, limit groundwater management needs, and avoid small public pump stations where flows are relatively low. It is most appropriate in constrained neighborhoods, low-lying areas, and locations where local topography makes gravity sewer less practical or more disruptive. The principal drawback of low pressure sewer is that it requires individual grinder pumps and electrical service at each property. This makes the system more energy intensive on a distributed basis and increases the number of mechanical units requiring maintenance, replacement, and emergency response over time. For small service areas, these drawbacks may be outweighed by reduced excavation and limited pump station impacts. For larger service areas such as Pine Street and Church Hill Road, the distributed energy use, operations burden, and lifecycle cost make low pressure sewer less preferred than a centralized public pump station. ectinc.com 13 The proposed project therefore recommends gravity sewer where it can be installed at reasonable depth, low pressure sewer where it avoids excessive construction impacts or unnecessary public pump stations, and centralized pump stations at Pine Street and Church Hill Road where service area flows, system hydraulics, future conveyance needs, and long-term maintainability support a public pump station solution. This approach provides the best balance of environmental benefit, construction feasibility, cost control, and long-term operational reliability. 1.14 Health & Safety Health and Safety / Trench Safety Summary The Work includes sewer installation in developed roadway corridors and areas where trenching, groundwater, loose soils, utilities, traffic, and nearby properties may create elevated construction safety risks. PS Form 3665, December 2024 (Instructions) PSN 7530-17-000-5549 Instructions for Certificate of Mailing — Firm This service provides evidence that the mailer has presented individual items to the Postal Service™ for mailing, and is available for the following products: ¡ Domestic services: First-Class Mail®, Priority Mail®, Media Mail®, Library Mail, Bound Printed Matter and Parcel Return Service (for NSAs only). ¡International services: First-Class Mail International® (unregistered items), First-Class Package International Service® (unregistered items), Free Matter for the Blind, and Airmail M-bags®. The following instructions are for the preparation and use of PS Form 3665, Certificate of Mailing – Firm (including USPS-approved facsimiles): 1.Complete and print all forms in ink or ball point pen. 2.Enter the name and address of the sender at the top of the form. 3.Enter a complete return address on each article. 4.Ensure the articles are properly packaged. 5.In the appropriate column, enter the applicable postage and fees. 6.Insert a firm-specific identifier or account number if desired. (This number is for the sender’s use only, and the Postal Service will not use it for identification.) 7.When describing and listing three or more individual pieces but not presenting the pieces in the order shown on the sheet, consecutively number each entry line on the sheet and number each piece to show both the corresponding sheet and line number. 8.Enter the total number of articles in the proper space at the top of the form. 9.Obliterate all unused portions of the “Address” column by drawing a diagonal line through the unused portion on the form. 10.When the number of articles presented exceeds the allotted space on the form, use multiple sheets, and in the provided blank spaces in the lower left of the form, number them consecutively to show sheet number and total number of sheets (such as “Page 1 of 4,” “Page 2 of 4,” etc.). 11.Present PS Form 3665 and the mailing as follows: ¡When the mailing has fewer than 50 mailpieces and less than 50 pounds, present the form and mailing at a retail Post Office™ location. ¡When the mailing has at least 50 mailpieces or at least 50 pounds, present the form and mailing at a business mail entry unit (BMEU) or USPS-authorized detached mail unit (DMU). Privately Printed Forms: The Postal Service allows mailers to use USPS-approved privately printed or computer-generated firm sheets that are nearly identical in design elements and color to the USPS-provided PS Form 3665. See DMM 503 for details on the approval process. The mailer must retain the original written approval granted by the Postal Service as evidence that the privately printed facsimile of PS Form 3665 has been approved by the Postal Service. The Postal Service does not retain records on the facsimile approvals. A mailer using privately prepared forms must periodically verify them against the USPS-provided version and, if necessary, make routine updates and obtain approval of the updated facsimile form. A mailer using an approved privately printed form and wanting the form sheets postmarked by the Postal Service must present the forms with the articles to be mailed at a Post Office facility. The forms become the mailer’s only receipt (the Postal service does not retain a copy).
