To all persons deemed interested or affected by the Town of Barnstable’s Hyannis Main Street Waterfront Historic District Commission Ordinance under Chapter 112, Article III of the Code of the Town of Barnstable, you are hereby notified that a public meeting is being held at Town Hall, 367 Main Street, Hyannis, MA Selectmen’s Conference Room, 2nd Floor 6:30 P.M. on Wednesday, September 2, 2026 . All public hearings and other matters anticipated by the Chair listed below may be acted upon. The meeting will be televised live via Xfinity Channel 8 or high definition Channel 1072. She has a sample panel of Hardie Board for all to view and what is being proposed. Smooth and embossed. 30 year extended warranty. Replacing main gables and main level. Samples viewed by all. Kevin Matthews, material is not prohibited, we can approve for use. Alison Alessi, has extended warranty and is more cost effective. Two Greek revival houses in the area have and this is in keeping with what is in the area. On one side. 2 Tom Doherty asks if any plans to do dormers? Alison Alessi, no this will stay natural shingles. Laura Cronin – financial conditions are not part of our decision for historical to take into its decision. Wood shingles were originally proposed I think would look good for this. Concerned that we are putting financial dollars into our decisions. Would like cedar in historic. Tom Doherty, concerns with the mixing of the materials, wood and with the composite. Alan Feltham, $10,000 difference? Inquires about the cost/financial aspect. Alison Alessi, this is quite off the street, leaving the other buildings with cedar shingles - the buildings closer to the street. These buildings have been there for a long time. David Wrenn, seen both come before this Commission. Have approved with the composite for many reasons. They look similar. Doesn’t see much of a difference. Chair Cheryl Powell opens up public comment. None. Kevin Matthews, agrees with keeping in historical but Hardie has been approved by us. This is set back more than the other buildings. Kevin Matthews makes a motion to approve the minor modification for the Hardie Board in matte woodgrain finish for bottom half of building, seconded by Laura Cronin, Roll Call Vote – Clerk, Kevin Matthews; Cornelius Cawley - aye Laura Cronin - nay David Wrenn - aye Suzanne Welch - aye Alan Feltham - nay Cheryl Powell - aye Kevin Matthews - aye New Business Town of Barnstable - 225 South Street, Hyannis, Map 326 Parcel 004 Envelope Renovations Mark Marinaccio, Town of Barnstable DPW Architect in attendance. He gives a historical presentation. “Hyannis Armory Exterior Restoration History” Mass Cultural Resource, this is not on the National Register. Presentation of the interior as well. Thought about using in place of 200 Main Street. Multi purpose space. Architectural proposal shown for interior. Community Preservation Committee (CPC) PC funds used for this (CPC requirements are met). Town Council (TC) appropriated for asbestos removal. Soil in basement was contaminated. Had to decontaminate the basement, still some minor asbestos in the walls. Exterior current pictures shown. Flat roof in bad shape. Windows all need to be replaced. Window lintel to be replaced. Brick replacements shown. Masonry repairs. Asbestos calk has to be removed. Chimney proposing to be removed, cracked from top to bottom on both sides, not working. Does not meet safety code. May be able to salvage some of the brick. This is not West Barnstable brick. Kevin Mathews, would removal of brick make non historic? Mark Marinaccio, allows for adaptive materials for upgrading. The event is what makes it historical, not the building itself. We could put a faux chimney there with real brick, but non operating. Adaptive re use/modification/re use of the building. Crack all the way up the existing chimney. Richard (Architect) in attendance, been thoroughly documented about the chimney. Mark Marinaccio, proposing to replace the doors. Would prefer to be open to the public. 3 Richard (Architect), use same font as is on front of building now. For whatever goes up new. Mark Marinaccio, windows, steel replica fixed window, mutton styles will be the same. Impact resistant. Color will match. Removing vegetation. Adaptive re use removal of 4 windows in the rear. Bricked up, won’t be able to tell window was there previously. Flat roof to be replaced. Grey, similar to what is there now. Copper to match where existing flashing is currently. Laura Cronin, inside – proposed renovations? Mark Marinaccio, CPC funded the exterior work. Laura Cronin, the significance and where stage is today – expecting that people would be able to see. National Guard seal on floor. There’s no real effect of the speech. Kevin Matthews, like it to be open and be able to see the space. Mark Marinaccio, haven’t been funded for this yet (the interior). Chair Cheryl Powell, seating capacity? Painted floor? Mark Marinaccio, thinks 200 seats there now. Floor material confirms painted on concrete. Proposal is to have Hearing Room. Cheryl Powell, was streuctur4al engineer work done? Would like a copy of that. Likes metallic doors. Cornelius Cawley, asks about the parking lot vegetation and lighting. Mark Marinaccio, no plans to modify at this point. Structures and Grounds has been removing overgrowth, as this can be very damaging Laura Cronin, any risk of damaging interior as doing exterior work? Plumbing – risk to interio? Mark Marinaccio, no these roofs are leaking water, by sealing the roof and repair masonry will be preserving what is inside. Was preservation for other Town buildings as well and won preservation award for. Kevin Matthews, parking lot , will be free or for town workers? Mark Marinaccio, both lots will be available for all. Richard (Architect) parking lot will be a bit larger. Treating it as if a preservation to the building. This building is almost 90 years old. Flag poles attached to the building. When we do, do the interior we will show the lettering when time comes. Mural inside can be a smart screen so when off looks like this mural/picture. Worth doing the stage in some way, mark the spot where Kennedy was. Is a smart looking building. Exciting building to work on. Discussion regarding lighting. Alan Feltham, important that this Commission review this project. Lettering gone regarding The National Guard? Would be good to have the original stage, maybe reproduce? Town Councilor Charlie Bloom – public concerns regarding discussing at meeting. Kevin Matthews, can Committee do an Executive Session? Chair Cheryl Powell will check with legal. Corey Pacheco – explains, Laura Cronin sent some addresses, Staff then made a memo and sent to Bldg. Commissioner. The Commission did review this memorandum and voted on it. Discussion regarding Memorandum and public - has to get legal opinion. Laura Cronin – shouldn’t stop us from giving more violations. Corey Pacheco, not to speak on camera about specific businesses.
