Licensing Authority DRAFT Minutes
The Barnstable Licensing Authority held a Public Meeting on Wednesday, August 26, 2026, at 10:00 a.m.
at Barnstable Town Hall, in the James H. Crocker Jr Hearing Room, 2nd Floor, 367 Main Street, Hyannis.
ATTENDANCE
Board members present: John Flores, Chair; Nancy Karlson-Lidman, Vice Chair; Jessica Sylver, John
Murphy, Mike Trovato
Staff present: Erin Logan, Licensing Director; Evan Haussman, Detective Barnstable Police
PUBLIC COMMENT
The floor was opened for general public comment. No comments were made. Public comment period
was closed.
PUBLIC HEARINGS
1. TRANSFER ANNUAL §15 ALL-ALCOHOLIC BEVERAGES LICENSE
In accordance with MGL c.138, an application was filed by Guruprime Hyannis, LLC dba Osterville Package
Store, 11 Wianno Avenue, Osterville, to transfer the § 15 all-alcoholic beverages license from Osterville
Package Store, Inc. The premises are described as 1,020 sq. ft. wood frame structure with 3 rooms on the
street level including sales/retail/product display space, walk-in cooler and bathroom; storage in the
cellar. The proposed manager of record is Charles Glass and hours of operation are Sunday 10:00 a.m. to
6:00 p.m., Monday – Thursday 9:00 a.m. to 9:00 p.m., Friday and Saturday 9:00 a.m. to 10:00 p.m.
Representatives Present: David Lawler (Attorney), the Nightingales (Sellers), and Mr. Glass (Proposed
Manager).
Discussion: The application for a transfer of the liquor license was reviewed. Mr. Glass was introduced as
the proposed manager, noting his extensive experience running a similar beer and wine establishment.
Logan confirmed that the application is complete and has no concerns.
Nancy Karlson-Lidman moved, seconded by John Murphy, to approve the application filed by Guruprime
Hyannis, LLC doing business as Osterville Package Store, located at 11 Wianno Avenue, Osterville,
Massachusetts, for the transfer of the Annual Section 15 All-Alcoholic Beverages License from Osterville
Package Store, Inc., pursuant to Massachusetts General Laws chapter 138, section 15 and section 23.
This approval is for the licensed premises described as a 1,020 square foot wood-frame structure with
three rooms on the street level—including sales, retail, and product display space, a walk-in cooler, and a
bathroom—with storage located in the cellar.
This motion explicitly includes the approval of Charles Glass as the manager of record pursuant to
Massachusetts General Laws chapter 138, section 26, with the following hours of operation: Sunday:
10:00 a.m. to 6:00 p.m., Monday through Thursday: 9:00 a.m. to 9:00 p.m., Friday and Saturday: 9:00
a.m. to 10:00 p.m.

2. AMEND ANNUAL §12 CLUB ALL-ALCOHOLIC BEVERAGES LICENSE
In accordance with MGL c.138, an application was filed by Wianno Club dba Wianno Club, 107 Sea View
Avenue, Osterville, to amend the annual §12 all-alcoholic beverages club license to change the officers
and alter the premises description to read: Wooden structure with 11 rooms on first floor, including
ballroom and lobby areas; 22 guest rooms on second floor; and 16 guest rooms on third floor; ocean front
deck; terrace to include adjacent lawns around the main building; and basement for storage. Entrance/exit
on Sea View Avenue.
Representatives Present: Dawson Cooper & Mark Krebs
Discussion: The application concerns a record-keeping transaction for a change of directors. There will be
no operational changes as a result of the officer change. Additionally, an alteration was requested to
clarify the license boundaries and formally specify the alcohol service area (lawn around the main
building). No public comments were received.
Nancy Karlson-Lidman moved seconded by John Murphy to approve the application filed by Wianno Club,
doing business as Wianno Club, located at 107 Sea View Avenue, Osterville, Massachusetts, to amend its
Annual Section 12 Club All-Alcoholic Beverages License pursuant to Massachusetts General Laws Chapter
138, Section 12 and Section 23.
This approval explicitly authorizes the change of officers and the alteration of premises description, both
under Massachusetts General Laws Chapter 138, Section 23, to read as follows:
A wooden structure with 11 rooms on the first floor, including ballroom and lobby areas; 22 guest rooms
on the second floor; and 16 guest rooms on the third floor; oceanfront deck; terrace to include adjacent
lawns around the main building; and basement for storage. The designated entrance and exit shall
remain on Sea View Avenue.

3. AMEND ANNUAL §12 CLUB ALL-ALCOHOLIC BEVERAGES LICENSE
In accordance with MGL c.138, an application was filed by Wianno Club dba Wianno Club, 379 Parker
Road, Osterville, to amend the annual §12 all-alcoholic beverages club license to change the officers and
alter the premises description to read: Wooden golf house building on westerly side of Parker Road, with
front entrance /exit on Parker Rd. Two function rooms, kitchen, bar, pro shop and terrace on ground floor,
locker rooms in basement, 18-hole golf course consisting of 148.4 acres.
Representatives Present: Dawson Cooper & Mark Krebs
Discussion: This application represents the same change-of-officer transaction as the previous item.
Dawson explained they are also amending the licensed premise description to include the entire 18-hole
golf course. Nancy asked a clarifying question regarding the limit of beverages to two per individual.
Nancy Karlson-Lidman moved seconded by John Murphy to approve the application filed by Wianno Club
dba Wianno Club, located at 379 Parker Road, Osterville, to amend their annual §12 all-alcoholic
beverages club license for a change of officers and an alteration of licensed premises, with the newly
amended premises description to read as follows:
Wooden golf house building on westerly side of Parker Road, with front entrance/exit on Parker Rd. Two
function rooms, kitchen, bar, pro shop and terrace on ground floor, locker rooms in basement, 18 -hole
golf course consisting of 148.4 acres.
This approval is strictly subject to the following conditions:
Transportation Permits: The licensee must obtain a Massachusetts General Laws chapter 138, section 22
transportation permit from the Alcoholic Beverages Control Commission for each beverage cart used to
transport and deliver alcoholic beverages.
Boundary Signage: The licensee must post clear signs at the parking lot and at each crossing of a public
way stating: 'No alcoholic beverage beyond this point.
Possession Limit: No more than two (2) alcoholic drinks shall be sold to, or be in the possession of, any
one patron at any one time while on the grounds of the golf course.

4. AMEND ANNUAL § 15 ALL-ALCOHOLIC BEVERAGES LICENSE
In accordance with MGL c.138, an application was filed by Ocean Shores Corporation dba Cotuit Liquors,
3840 Falmouth Road/Rte. 28, Marstons Mills, for a pledge of collateral from Ocean Shores Corporation to
Rockland Trust Company of 288 Union Street, Rockland, Massachusetts.
Representative Present: John Kenney
Discussion: Following an internal audit, the applicant is amending the current license to include Rockland
Trust on the pledge of license.
Nancy Karlson-Lidman moved, seconded by John Murphy, to approve the application filed by Ocean
Shores Corporation doing business as Cotuit Liquors, located at 3840 Falmouth Road/Route 28, Marstons
Mills, Massachusetts, to amend its Annual Section 15 All-Alcoholic Beverages License to authorize a
pledge of collateral (pledge of license and/or stock) from Ocean Shores Corporation to Rockland Trust
Company, located at 288 Union Street, Rockland, Massachusetts, pursuant to Massachusetts General
Laws chapter 138, section 15 and section 23.

5. NEW ANNUAL COMMON VICTUALLER
In accordance with MGL c.140 § 6, an application was filed by Two Broke Chicks Café and Market LLC dba
Two Broke Chicks Café and Market, 12 Thornton Drive, Hyannis, for a new annual common victualler
license. This annual café will provide inside seating for 46 and outside seating for 4. Proposed manager is
Melissa Harrington. Hours of operation are Monday through Friday 7:00 a.m. to 4:00 p.m.
Representative Present: Julie Durham
Discussion: The application is for a breakfast and lunch café featuring market items, grab-and-go
dinners, and deli products. Flores confirmed that this business will occupy the former location of Sprout
and Seed.
Nancy Karlson-Lidman moved, seconded by John Murphy to approve the application filed by Two Broke
Chicks Café and Market LLC doing business as Two Broke Chicks Café and Market, located at 12 Thornton
Drive, Hyannis, Massachusetts, for a new Annual Common Victualler License pursuant to M assachusetts
General Law chapter 140, section 2 and section 6.
This approval is for the premises operating as an annual café with a maximum indoor seating capacity of
46 patrons and a maximum outdoor seating capacity of 4 patrons.
This motion explicitly includes the approval of Melissa Harrington as the manager of record, with the
following hours of operation: Monday through Friday: 7:00 a.m. to 4:00 p.m.

6. NEW TEMPORARY JUNK DEALER LICENSE
In accordance with MGL c.140 § 54, an application was filed by US Roadshow Inc. for a temporary Junk
Dealer License to be exercised at DoubleTree by Hilton Cape Cod Hyannis, located at 287 Iyannough Road,
Hyannis, MA 02601. From September 1, 2026, through September 5, 2026.
Representative Present: Mehmet Gundogdu
Discussion: The application is for a temporary show buying gold and silver metals. No members of the
public were present. Murphy asked if this was the applicant's first time running a show. The applicant
noted they have previously held shows in Worcester, Hadley, Peabody, Quincy, Needham, and Somerset.
Nancy Karlson-Lidman moved, seconded by John Murphy to approve the application filed by US Roadshow
Inc. for a temporary Junk Dealer License to be exercised at the DoubleTree by Hilton Cape Cod Hyannis,
located at 287 Iyannough Road, Hyannis, MA 02601, for the period from September 1, 2026, through
September 5, 2026, pursuant to Massachusetts General Laws chapter 140 section 54, subject to the
applicant's strict compliance with all state and local regulations and the following explicit conditions:
Record Retention: The applicant must retain all receipts and records for purchases made under this license
for a minimum period of three (3) years from the date of the transaction.
Holding Period: Any and all precious metals or precious gems purchased by the applicant under this license
must be held by the applicant for a minimum of twenty-one (21) days before being altered, resold, or
transferred.

7. NEW CLASS II AUTO DEALER LICENSE
In accordance with MGL c.140 § 58 & 59, an application was filed by Anabe Auto Motors Inc. dba Exit Auto
for a new Class II Auto Dealer License. Anabe Auto Motors Inc. has purchased the business from Mega
Motors Inc and proposes continuing the class II operations. If approved the applicant would be subject to
a maximum of 44 vehicles on site which includes 38 display vehicles, 2 customers, 2 employees, and 2 ADA
accessible spaces. Repair will be conducted by Exit Auto’s repair facility at 587 Iyannough Road, Hyannis.
Representative present: Joao Lucas Castaldi Gavilam
Discussion: The application is to continue the existing Class II business license. No public comment was
made. Trovato requested to clarify the business address, which was confirmed as 587 Iyannough Road,
Hyannis.
Nancy Karlson-Lidman moved, seconded by John Murphy, that the Licensing Authority approve the
application filed by Anabe Auto Motors Inc. dba Exit Auto for a new Class II Auto Dealer License to
continue operations previously held by Mega Motors Inc., pursuant to M assachusetts General Laws
chapter 140 section 58 & 59, subject to the applicant's strict compliance with all local regulations and the
following explicit conditions:
1. Maximum Vehicle Capacity: The total number of vehicles permitted on-site at any given time shall not
exceed a maximum of forty-four (44) vehicles.
2. Vehicle Allocation Breakdown: The on-site vehicle capacity must be strictly allocated as follows:
• 38 display vehicles
• 2 customer parking spaces
• 2 employee parking spaces
• 2 ADA accessible spaces
3. Off-Site Repairs: All vehicle repairs must be conducted exclusively off-site at Exit Auto’s repair facility
located at 587 Iyannough Road, Hyannis.

TEMPORARY CLOSURES
The Car Store Cape Cod, 740 Bearse’s Way, Hyannis, Class II Auto Dealer, Closing from 8/22/26 to 8/29/26.
Nancy Karlson-Lidman moved, seconded by John Murphy, to approve the request for a temporary closure
filed by The Car Store Cape Cod, located at 740 Bearse’s Way, Hyannis, holder of a Class II Auto Dealer
License, permitting the premises to be temporarily closed for the period from August 22, 2026, through
August 29, 2026, subject to the condition that all vehicle inventory remains secured on -site and the
business resumes normal operations on August 30, 2026.

event applications submitted by Hyannis Arts & Film Inc., located at 320 Main St, Hyannis, due to event
cancellations:
1. Comedians Kevin Flynn & Tom Cotter Event, originally scheduled for Thursday, August 27, 2026,
from 7:00 PM to 9:30 PM.
2. Comedian Julia Scotti & Documentary Film Event, originally scheduled for Saturday, August 29, 2026,
from 3:00 PM to 9:00 PM.

Nancy Karlson-Lidman moved, seconded by John Murphy to approve the consent agenda applications for
the Cape Cod Thai Market event on September 5, 2026, the Grand Café Restaurant event on September
5, 2026, and the Barnstable Land Trust event on September 17, 2026, subject to the explicit condition
that a minimum of two (2) paid police details are required for the Cape Cod Thai Market event.
