CALL TO ORDER – Introduction of Board Members and Staff 2. NOTICE OF RECORDING – This meeting of the Barnstable Licensing Authority is being recorded and broadcast on the Town of Barnstable’s Government Access Channel. NEW CLASS II AUTO DEALER - In accordance with MGL c.140 an application has been filed by Cape Auto Center Inc. dba Cape Auto Center Sales, 160 B Rosary Lane, Hyannis for a new Class II Auto Dealer license for the display of two (2) vehicles for sale. Repairs of inventory vehicles only will be conducted on-site. Daily hours of operation are Monday through Friday 8:00 a.m. to 5:00 p.m., Saturday and Sunday, closed. b. NEW LODGING HOUSE LICENSE - In accordance with MGL c.140 § 23 an application has been filed by Ashley Manor Cape Cod dba The Manor Cape Cod, located at 3660 Main Street/Rt 6A, Barnstable, for a new annual lodging house license, consisting of 6 rooms for a total of 12 lodgers. Proposed manager is Virginia Donovan. c. NEW ANNUAL JUNK DEALER - In accordance with MGL c.140 § 54, an application has been filed by ecoATM LLC dba ecoATM, for an annual Junk Dealer license to be exercised at Dollar General, 326 West Main Street, Hyannis, during standard operating hours. The applicant proposes to purchase used cell phones, tablets, and iPads for the purpose of refurbishing, restoring, and re selling d. NEW TEMPORARY JUNK DEALER - In accordance with MGL c.140 § 54, an application has been filed by Road Show Concepts LLC dba The Heartland Roadshow, for a temporary Junk Dealer license to be exercised at Courtyard by Marriott Cape Cod, 707 Iyannough Road, Hyannis, in the Harbour Ballroom, for the following dates: October 5, 2026 – October 9, 2026; November 30, 2026 – December 4, 2026; and December 27, 2026 – December 31, 2026, as per the contract on file between the applicant and Courtyard by Marriott Cape Cod. The applicant proposes purchasing coins, collectibles, jewelry and antiques from the public. e. AMEND ANNUAL ENTERTAINMENT - In accordance with MGL c.140 § 183A, an application has been filed by El Mariachi Loco Inc. dba El Mariachi Loco, 569 Main Street, Unit D6, Hyannis, to amend the entertainment license to include 1 live, amplified performer, inside from 11am to 1am, daily. f. NEW SPECIAL ONE-DAY ENTERTAINMENT LICENSE - In accordance with M.G.L. c. 140, § 181, a public hearing will be held on the application filed by Cirque Entertainment II LLC dba Cirque Italia. The applicant seeks a Public Amusement / Special Event License to conduct a "Cirque Italia" event, featuring an acrobatic, theatrical, circus-style performance under a temporary tent structure located within the parking lot of the Cape Cod Mall, 180 Falmouth Road, Hyannis. The applicant requests a license for the following dates and times: Friday, October 9, 2026, from 6pm to 10:30pm; Saturday, October 10, 2026, and Sunday, October 11, 2026, from 12:00pm to 10:30pm; and Monday, October 12, 2026, from 6pm to 10:30pm 6. NEW BUSINESS a. LICENSE SURRENDER - In accordance with MGL c.138, a written notice of surrender has been received by Bluewater Hospitality Group LLC dba Bluewater Grille, located at 213 Ocean Street, Hyannis. They wish to relinquish the seasonal all-alcohol restaurant license, Alcoholic Beverages Control Commission license number 08864-RS-0070, effective Wednesday, September 16, 2026. They will no longer be operating the bar. b. TEMPORARY EXTENSION OF HOURS - Craigville Pizza & Mexican, located at 618 Craigville Beach Road, Centerville, request approval to extend their hours of operation on Saturday, October 17, 2026, from 10:00pm standard closing time to 12:00am. The licensee seeks to remain open two additional hours to accommodate a private function. c. TEMPORARY CLOSURE – Cummaquid Golf Club of Yarmouth and Barnstable Inc. dba Cummaquid Golf Club, 35 Marstons Lane, Barnstable, holder of an annual club all-alcohol license, requests temporary closure from January 2, 2027, to March 1, 2027, due to seasonal slowdown. d. TEMPORARY CLOSURE – John A. Mahoney, Inc. dba Craigville Pizza & Mexican, 618 Craigville Beach Road, Centerville, holder of an annual wine & malt restaurant license, requesting to close on Mondays from September 14, 2026, to June 2027, due to lack of business. 7. Police Department Updates Next meeting: October 28, 2026 MATTERS NOT REASONABLY ANTICIPATED BY THE CHAIR The list of matters, are those reasonably anticipated by the president/chair, which may be discussed at the meeting. Not all items listed may in fact be discussed and other items not listed may in fact be discussed and other items not listed may also be brought up for discussion to the extent permitted by law. It is possible that if it so votes, the sub-committee may go into executive session. For your information the section of the M.G.L. that pertains to postings of meetings is as follows: Except in an emergency, in addition to any notice otherwise required by law, a public body shall post notice of every meeting at least 48 hours prior to such meeting, excluding Saturdays, Sundays and legal holidays. In an emergency, a public body shall post notice as soon as reasonably possible prior to such meeting. Notice shall be printed in a legible, easily understandable format and shall contain: the date, time and place of such meeting and a listing of topics that the chair reasonably anticipates will be discussed at the meeting.
