SCALE: DATE: 1 of 175 OCEAN ROADPRIVATE PROPERTY10/08/2026 1" = 20'-0"RESTORATION PLANTING WEST HYANNISPORT, MANOT FOR CONSTRUCTION ISSUED FOR CONSERVATION COMMISSION STAFF REVIEW 60 30 0 60 180 RESPONSE PLAN SUMMARY: This proposed planting and invasive management plan was prepared in response to an enforcement order issued at 75 Ocean Drive in Hyannisport, MA for unpermitted cutting of vegetation. The area that had been cut sits just outside of the property line, within a private paper road that has historically been mowed and maintained as informal lawn / pedestrian circulation by the previous owners, as well as the abutter. The mowing of vegetation on the 75 Ocean Drive side of the paper road had ceased for several years during the transition of ownership from previous owners to the current trustees. The current property owners were unaware that mowing of this area would not be allowed after having been discontinued for any length of time, and when they were informed of the enforcement order by conservation staff, they immediately ceased mowing and cutting the vegetation. EXISTING CONDITIONS 75 Ocean Drive is an undeveloped parcel consisting mostly of state listed wetland, which has not been surveyed or delineated. The area of recent cutting is limited to areas within the paper road right of way (presumably within the buffer to the wetland). The cut areas extend across the length of the property but vary in widths of approximately 5 to 10'. Vegetation immediately adjacent to the cut area is heavily invaded with invasive and aggresive species not native to Cape Cod. Some native perennials and annuals persist beneath the vines and shrubs. At the time of observation, (August 10, 2026) invasive vine species including swallow-wort were already re-emerging from the bare soil within the recently cut areas. It is our assessment that if new plantings must be planted within the enforcement order area, they will very quickly be overtaken by the invasive vegetation both adjacent to, and within the recently cut area, and are unlikely to survive the 3 years of monitoring required, or any time beyond that period. If the conservation commission requires new plants, we recommend maintaining a 4' wide pathway as a maintenance buffer between the existing uncut vegetation and the new plantings. We also recommend that ongoing permission be granted to continue mowing the 4' wide maintenance buffer, and manage (by cutting or pulling) the invasive and aggressive vegetation within the new planting area, even after the 3 year required monitoring period is over, as the invasive vegetation will quickly re-establish itself once management ceases. The proposed restoration plantings are shown on the attached planting plan by Crawford Land Management, and consist of a mix of woody native species (15 total new trees and/or shrubs) that will create a native hedgerow. The mix of species will increase the biodiversity and wildlife value of the property, and also create a native buffer between the abutting lawn area and the wetland. PROPOSED TIMELINE INVASIVE MANAGEMENT FALL/WINTER 2026 Monitor and remove invasive vegetation within the proposed planting and maintenance buffer area PLANTING SPRING 2027 Install new tree/shrub plantings per proposed planting plan and plant list. Install a temporary above ground irrigation system or hand-water the new plantings. ESTABLISHMENT PERIOD (3 YEARS) Monitor the health of the new plantings and continue to irrigate or water as needed. Remove temporary irrigation system if applicable, after establishment (2-3 years) Continue to monitor and remove invasive vegetation within the proposed planting area and maintenance / mow strip ONGOING MAINTENANCE/MANAGEMENT Continue to monitor and remove invasive vegetation in the proposed planting area and the maintenance / mow strip to prevent invasive vegetation from establishing within the restoration area.
