Box 522,West ' Dennis, Massachusetts proposes to conduct site improvements on the property located at 1010 Craigville Beach Road in Centerville, Massachusetts (the Site). The proposed site improvements involve the installation of a new Title V Septic System to replace an existing septic system, ' construction of a 12 foot by 20 foot deck to be attached to the existing single family home, and clearing, grading, and landscaping associated with the proposed septic system upgrade to Title V. The site is located within the 100-foot buffer zone to Bordering Vegetated Wetlands associated with a coastal salt marsh, Land Subject to Coastal Storm Flowage, Riverfront area, and within a ' developed Barrier Beach identified as Ba-9 (Barrier Beach Inventory Map enclosed). 2.0 SITE DESCRIPTION ' The site contains an existing single family home with existing septic system, detached garage, landscaping, gardens, and surrounding vegetated areas. The site is bordered by Centerville River to the North and East,bordering vegetated wetlands associated with a coastal salt marsh to the ' east/northeast, and 30 foot and 15 foot public ways to the west and south. The resource areas and areas of conservation jurisdiction on the site that are protected under the ' Wetlands Protection Act and the Town of Barnstable's Wetland Protection Bylaw include: • Riverfront Area �,z sy s7le- • Salt Marsh • Bordering Vegetated Wetland(BVW) to the salt marsh ti • Buffer Zone to BVW ' • Land Subject to Coastal Storm Flowage • Barrier Beach ,(�V�/ 7� Pver- 3.0 PROPOSED CONSTRUCTION ACTIVITIES ' The applicant wishes to install a new Title V Septic System at the site, construct a deck to be attached to the existing single family home, and clearing, grading, and landscaping associated with the installation of the proposed septic system. Due to the existing conditions and size ' constraints of the site, the proposed septic system must be installed within the area of the existing septic system,which is located within the 50-foot buffer zone, and therefore requires a variance from the Town of Barnstable 50 foot setback policy(reference is made to Barnstable Wetlands Bylaw Article 27). Installation of a Title V Septic System In order to upgrade the existing sewage disposal system located at the site, a new Title V Septic System is proposed for installation within the approximate footprint of the existing septic system. This proposed septic system is located, at its closest point, 52 feet away from the edge of the. bordering vegetated wetland(BVW). The grading associated with the proposed septic system is ' approximately 35 feet from the edge of the BVW. Further in order to install the septic system, clearing of existing vegetation is necessary. A total of approximately 1,600 square feet of existing vegetation (1,380 square feet of shrub and herbaceous layers and 200 square feet of tree layer) is i ' necessary for removal in order to install the proposed septic system. This proposed septic system,which has been approved by the Town of Barnstable Board of Health(copy of the Board of Health confirmation attached), is located in the approximate ' footprint of the existing septic system that will be excavated in order to make room for the proposed septic system. This proposed septic system has been designed with a pressure dose a r r r r r r . r r r r r . r 1010 Craigville Beach Road ' Centerville,Massachusetts ' component to minimize the size of the system whereby minimizing the impacts to the buffer zone. ' Construction of a Deck The construction of a deck approximately 12 feet long by 20 feet wide is also proposed within the 100-foot buffer zone but outside the 50-foot buffer zone to BVW. The deck is approximately 72 feet from the edge of the Bordering Vegetated Wetlands. This deck will be attached to the ' existing home and will be supported by wooden piles grounded by sonotube footings. Grading, Clearing, and Landscaping ' As discussed within the installation of the Title V Septic System narrative, clearing, grading, and landscaping is necessary in order to install the proposed septic system. All cleared vegetation will be removed and disposed of off site. ' Revegetation After completion of the septic system, the altered area within the 50 foot buffer zone and ' surrounding areas of the installed septic system will be stabilized with natural wood chips and native shrubs and trees will be planted to revegetate the lost vegetation. For more information, please refer to the proposed revegetation plan listed in Table 1. The altered area between the 50- foot buffer zone and the 100-foot buffer zone will be stabilized by loam and seed.
