Background
In Appeal No. 2013-037, Gosnold,. Inc. sought a Conditional Use Special Permit to-add 2;000

Centerville. The 22;736�sq;ft}multi=tenant building�was=constructed iri 1.986-and is-accessed"_from

years.prior to;making=tElis applieatiorl:
Gosnold Inc. proposed to_expand.their existing operation by adding two exam rooms, two offices,
a nurses' station and a reception area. The Applicant indicated °no new,treatments that are not
already being offered"will result and that the space "is needed to accommodate the number of
patients that Gosnold has in its care." According to the Applicant, Gosnold uprovides educational
counseling and treatment services to persons afflicted with addiction and mental:health issues, as .
well as their families." The Applicant indicated medical sampling and limking:testing, along with
other outpatient activities,will occur at this location.
Medical uses.are a Conditional Use in the HB District,thus a Special Permit was required pursuant
to 240-25(% No changes to the exterior of the building, parking lot, or site were proposed.
Procedural & Hearing Summary
Special Permit No: 2013-037, a-request by Gosnold, Inc to allow medical uses within an existing
building at 1185 Falmouth Road; Centerville was filed at the Town Clerk's Office and Growth
Management Department offices on June 14, 2013. A redacted copy of Gosnold's lease was
provided for standing. A public hearing before the Zoning Board of Appeals was duly advertised
and notice sent to all abutters in accordance with MGM Chapter 40A. The hearing was opened
July 10, 2013 at Which time the Board found to grant the request subject to conditions: Board
members deciding this:appeal were:Craig G. Larson, Brian Florence, William H. Newton, George
T. Zevitas, and David A: Hirsch.
Attorney Eliza Cox representedthe applicant before the Board. Ray Tamasi,Executive Director of
Gosnold, Inc and Alisa Galazzi of Gosnold, Inc were also present. Attorney Cox provided the
Board with an overview of the services that Gosnold provides across Cape Cod and at the subject
location.'(She explained'that'new space becamefavailable in'the` )uilding and'that Gosnold appliedy

certificate of occupancy, a building inspector informed Gosnold that Special Permit relief would be
required for a medical use in the HB District and that the use was not determined to be an exempt
educational use under the Dover Amendment.MGL Chapter 40A§3. Attorney,Cox stated the use
would not adversely affect the surrounding neighborhood and it had beenv operating in that location
for more than ten years without incident. She explained that there would be no changes to the
exterior of the building or site.
The Board.and Applicant discussed Gosnold's staff and services at the subject location. Gosnold
clarifred th„_atthe-facility cs licensed byYthe-Department of Pubiic HealthYforYoutpatient services and:
physicians_aritl'psyichiatnsts_'pro de�services.in 10,200 square feet of space Representatives of
Gosnold clarified that they treat a full spectrum of disorders with medication and with non-medical
support, such as counseling. Gosnold indicated they will continue to provide the same services,
but the need and demand for their services has expanded. The Board discussed the exact
amount of square footage used by,Gosnold and the amount of space dedicated to administrative
versus medical offices. Public comment was requested and no one spoke.
Findings of Fact
At the July 10, 2013 hearing, the Board unanimously made the following findings of fact for Appeal
2013-037,a request by.Gosnold,.Inc to allow medical uses in an existing building at 1185
Falmouth Road (Rte. 28) in the HB District
1. In Appeal No. 2013-037, Gosnold, Inc. has requested a Conditional Use Special Permit to.
allow medical use within an existing structure in the HB Zoning District. Section 240-25(C)(1)
of the Zoning Ordinance.allows medical uses in the HB.District with a Special Permit:
2. Gosnold, Inc: is proposing to provide educational counseling and treatment services to persons
afflicted with addiction and mental health issues.
3.: The subject roe is located.at 1185 Falmouth Road Rte 28 , Centerville. Gosnold Inc.

currently utilizes approximately 10,200 square feet of space within the building and
construction of a 2,000 square foot expansion is underway.
4. No changes are,proposed to the exterior of the building, parking lot, or site.
5. After an evaluation of all the evidence presented,the proposal fulfills the spirit and intent of the
Zoning Ordinance and would not represent a substantial detriment to the public good or the
neighborhood affected. Medical:uses are appropriately located at this location and there is
sufficient on-site parking to accommodate the use.
6.: The use does not substantially:adversely affect the public health, safety, welfare; comfort or
convenience of the community. Gosnold has been operating out of this location for over ten
years without incident.
The vote to accept the finding was:

Decision
Based on the findings of fact, a motion was duly made and seconded to grant Special Permit No.
2013-037 to Gosnold, Inc. subject to the following conditions:
1 Special Permit No. 201.3�037 is granted to Gosnold, Inc. to allow.medicali use, including
medical sampling and testing, in an existing building in the HB District at 1185 Falmouth Road
(Route 28), Centerville.
