A Historic Residential Village Founded in 1886 Mayor's Welcome Letter Dear Neighbor: In welcoming you to Tuxedo Park, we thought you might find it useful to have a summary of how some things work in the Village. Because a letter such as this cannot be comprehensive, please feel free to contact the Village Clerk, or the Deputy Clerk, in the Village Office (845-351-4745)when you have any questions concerning Village matters. GOVERNANCE: Tuxedo Park is a Village within the Town of Tuxedo. The Village is governed by a five (5) person Board of Trustees, consisting of a Mayor and four(4)Trustees, each of whom is elected to a two-year term. Elections are held every year on the 3rd Tuesday of June with Board seats alternating the two-year terms. The Trustees are assisted by two five-person Boards -the Planning/Architectural Review Board and the Board of Zoning Appeals, whose members are appointed by the Mayor and Board of Trustees for five (5)year terms. The Trustees and the members of the Boards are unpaid officials of the Village. The Village also has an elected Village Justice for our traffic court, which is held each month on the 3rd Thursday at 6:45 p.m. VILLAGE SERVICES: The Village provides security through its own Police Department, headquartered at the main Village gate (845-351-4741). The Superintendent of Public Works (845-351-4743) maintains the Village infrastructure (roads,water, and sewer)and the Building Inspector(845-351-4745)oversees construction and alterations to properties. The Town of Tuxedo, through its volunteer Fire Department (845-351-5111), provides Village residents Fire and Ambulance Services. Village residents are charged by the Village for water usage and pay property taxes both to the Village and to the Town of Tuxedo, each of which has its own Assessor who establishes property values for Village residents PROCEDURES: New residents will appreciate the unique character of Tuxedo Park, which derives from the rural atmosphere afforded by 1900 acres of wooded hills, lakes and ponds, and the architectural excellence of its buildings and landscaping, all of which inspired the United States Department of the Interior to list the entire Village on the National Register of Historic Places. In order to preserve this unique heritage for the residents, the Village has a set of Codes, which is available at the Village Office for review, containing provisions which deal with access into the Village, alterations to structures or properties, new construction, tree cutting, access to the lakes and ponds, permitted vehicles, property maintenance and land subdivision, among others. Some of the common issues which arise are: (a) Village Access: Residents must obtain from the Police Department, Tuxedo Park stickers for all their vehicles. Residents may also be placed on a call first list which allows them the security of knowing that no one will gain entrance to the Park using their name, unless they are at home. Residents should notify the gate (845-351-4741)when guests are expected to guarantee them easy access. License plate numbers of all vehicles entering the main gate without a T.P. sticker are recorded by the Police. No vehicle without a current sticker may enter by the South Gate. (b) Alarm Systems: Alarm system installations must be registered with the Village Police Department. (c) Alterations to Homes and Land or New Construction: Altering the external visual elements, or a structure, or land parcel, including tree cutting and topping; the erection of any fence over two and one half(2 1/2)feet high; new door and windows etc., requires the approval of the Board of Architectural Review. This Board meets normally on the first and third Mondays of each month at the Village Office. Interior renovations such as plumbing, electrical and structural changes require permits from the Building Inspector. BUILDING/CONSTRUCTION PERMITS: The homeowner is oftentimes confronted with the question as to whether or not to construction permit is required for certain building improvements. Briefly, it is rather common knowledge that the New York Uniform Construction Code requires a permit for all work involving new construction, renovation, and addition to a structure, which may include but not limited to siding, roofing, a deck, a swimming pool, hot water heater,furnace or boiler, electrical wiring and plumbing. If you have any question as to whether a permit is needed, call the Village Office or building inspector at 845-351-4745 x11, Monday to Friday 9 AM to 4 PM. Construction activity, including heavy truck deliveries, are regulated by Village Codes. (d) Lake and Pond Access and Use: Access to Tuxedo Lake for residents who do not have property on the lake, is afforded through membership in the Village Boat Club. Access is from the Village water plant property located on Chastelleux Lane. Tuxedo Lake also serves as the Village Reservoir and, while boating (sail, oar or electric motors)and fishing are permitted to residents, swimming is not permitted in Tuxedo Lake. The Wee Wah Beach Club, which residents may join, provides facilities for swimming in the Wee Wah Lake. The Wee Wah Fishing Club provides access to the Wee Wah Lake for fishing. Ice skating, at permitted times as determined by the DPW, may occur on Pond #3 subject, however, to access being afforded by the owners of property bordering Pond#3. (e) Landscaping: When planting new trees, shrubs or flowering plants, residents should be cognizant of the appetites of our deer population and take precautions either to protect new plantings or select plantings which are relatively less appetizing to the deer. (f) Vehicles: Residents may park in their driveway up to five (5) registered passenger vehicles which are owned.and frequently used by their immediate family. Open air parking of commercial vehicles, trucks, campers, house trailers, limousines, boat or boat trailer, travel trailer, motor home, or similar vehicles is permitted. The Village speed limit is 30 mph and strictly enforced. (g) Refuse: The Village provides a Monday and Thursday refuse and recycling collection service. Garbage (in a closed container)and recyclables (in blue plastic bags available for sale at the Village Office), should be put out by 7:00 a.m. on either pickup day. Additionally, the Village provides a special Spring and Fall clean-up collection service for large items. (h) Home Business: Home Business facilities require approval by the Board of Zoning Appeals. Commercial operations within the Village are prohibited. (i) Tenants: The leasing or renting of rooms and apartments or the boarding of tenants is prohibited unless that use has been continuous since 1953. The zoning for our entire Village is one- family residential, and co-ops, condos, time-shares and the like are not permitted.
