Dear Mr. McE ntee, The variance requested on behalf of your client, Robert Holley, to install a soil absorption system, at 90 Holly Lane, Centerville, four (4) feet above the maximum adjusted groundwater table in lieu of the five feet separation distance required per Section 310 CMR 15.405, is not granted. The Board is of the opinion that the new system could be raised to meet the provision of the Code without creating a significant negative impact to the topography in the area of the proposed SAS. You are granted three other variances in order to construct an onsite sewage disposal system at 90 Holly Lane, Centerville. The variances granted are as follows: Section 360-1, Town of Barnstable Code: To install a septic tank 71 feet away from the top of a bordering vegetated wetland, in lieu of the minimum 100 feet separation distance required. Section 360-1, Town of Barnstable Code: To construct a soil absorption. system 59 feet away from a bordering vegetated wetland, in lieu of the minimum 100 feet separation distance required. 310 CMR 15.405: To construct a soil absorption system 10 feet away from a crawl space foundation, in lieu of the ten (10) feet minimum setback required. These variances are granted with the following conditions: (1) The engineering plan shall be revised to show a five feet separation to the maximum adjusted high groundwater. Q:\WPFILES\McEntee 90HollyLane Variances2018.docx (2) The engineering plan shall be revised to show the groundwater direction flow. (3) The engineering plan shall be revised to reduce sharp turns in the sewer piping by replacing the "Y" connection as shown on the plan with two inlet pipes. (4) No more than three (3) bedrooms maximum are authorized at this property. Dens, study rooms, offices, finished attics, sleeping lofts, and similar-type rooms are considered "bedrooms" according to the MA Department of Environmental Protection. (5) The septic system shall be installed in strict accordance with the revised engineering plans, approved by the Public Health Division. (6) The designing engineer shall supervise the construction of the onsite sewage disposal system and shall certify in writing to the Board of Health that the system was installed in substantial compliance with the revised engineering plans. Physical constraints at the site severely restrict the location of the septic system due to its proximity to a watercourse. A system designed to meet the maximum feasible compliance standards contained within the State Environmental Code, Title V may be approved by the Board of Health. Sincerely yours, Vaul . Based only on results of the parameters tested for this sample, the water is suitable for drinking but may present the problems checked below: A. Water sample has higher than average levels of Nitrate. Future monitoring is recommended (2-3 times per year) to establish any upward trends. B. The low pH of the water may shorten the useful life of the house's plumbing. C. Water may present aesthetic problems (taste, odor, staining) due to D. Water sample has high levels of sodium. Persons on low sodium diets should consult their doctor. III. Due to one or more of the reasons checked below, this water sample is .unfit for human consumption: A. High Bacteria B. High Nitrates REMARKS: CC: Barnstable board of Health CC: Laboratory Director 1 /7/85 - i Explanation of Test Results Total Coliform Bacteria Coliform bacteria are an indicator of the sanitary quality of a water supply. Water supplies may become contaminated from malfunctioning septic systems, cesspools and surface runoff. A total coliform count of zero indicates that your water supply is safe and approved for human consumption. A total coliform count of greater than zero is most often the result of accidental contamination of the sample bottle through improper sampling methods. For this reason, it would be advisable to retest any well water that is not approved. pH pH is the measure of acidity or alkalinityof the water. On the pH scale, the number 7 is neutral, less than 7 is acu'ic and more than 7 is alkaline. The pH of water on Cape Cod tends to be acidic in the range of 5.0 to 6.5. Conductivity Conductivity is a measure of the dissolved salts in solution. Amounts in excess of 500 micromhos/cm are ,jzenerally considered unacceptable and may have a laxative effect upon users. Iron The presence of iron in water in concentration of .3 ppm or greater may: give the water a bittersweet astringent taste. cause an unpleasant odor, often gives the water a brownish color and cause staining of laundry and porcelain. The average concentration of iron in Cape Cod's water is .2 - .6 ppm. Although the presence of iron in water may cause the problems listed above, it is not considered deleterious to health. Iron may be removed by use of an iron removal system. Nitrate-nitrogen The Massachusetts Drinking Water Regulations have set a maximum contaminant level for nitrates at 10 ppm. Excessive concentrations may cause methemoglobinemia (an infant disease) and have been suggested to form potentially carcinogenic nitrosamines. Contamination sources include fertilizers, cesspools and industrial wastes. / Copper I Due to the acidic nature of the water on Cape Cod, copper tends to leach from pipes. This normally does not present a health hazard; however, concentrations in excess of 1.0 ppm may cause a metallic taste and/or a bluish-green stain on porcelain fixtures. Sodium A concentration of sodium over 20 ppm is only of concern to people who are on a low sodium diet. If the water supply has more than 20 ppm sodium, it is up to the people who are on such a diet to find another source of drinking water or contact their doctor to determine if consuming the water is advisable. Concentrations exceeding SO ppm indicate that there may be ocean water or road salt runoff water getting into the well. d ' McKean, Thomas From: McKenzie, Marybeth Sent: Tuesday, November 20, 2018 1:49 PM To: McKean, Thomas Cc: Stanton, David; PETER MCENTEE Subject: Plan review update for the BOH staff meet Hello, I will not be able to attend the BOH staff meet tomorrow.
