Comments: The dwelling located at 85/93 Holly Ln Centerville is served by a Title V septic system consisting of a 1500 gallon septic tank, pump chamber, distribution box and a leach field. The system was found to be in proper working condition at the time of inspection. The final inspection was conducted on September 22, 1997. All workmanship and construction has been completed satisfactorily. Dear Commission Members: On behalf of Mrs. Mina Brown of 76 Holly Lane, Centerville, Mo., I have reviewed the plans for septic upgrade of Camille Zaino as prepared By Down Cape Engineering and dated Dec. 7 , 1987. 1 strongly urge that the extraordinary Tittle V variances requested be denied. The proposed plan would present a hazard to the neighbors and lead to contamination of the Herring Run and Long Pond. Following are some major problems with the plan, each of sufficient concern to call for disapproval. A. The intended leaching fields and implied significant increase in flow from separate dwellings will change the groundwater flow patterns locally. The elevated systems will effectively be sources of contaminated water at elevations higher than the natural groundwater system. This will facilitate and speed up flow of contaminants into the Herring Run as well as into the neighbors wells. My client intends and desires to continue use of her well system. Given that, to request variances of over half the legal distance to a well is contrary to good judgement. With a potential natural gradient of 5 ft. per hundred as shown in the plans, and silty sand and gravel in the top 48 inches of soil, horizontal travel times to the Herring Run could be a matter of 1 Rafael L. This will be compounded by the increased gradients induced by the elevated leaching fields. it should be kept in mind that the leaching fields will not remove or alter many of the toxic waste, heavy metals and some organics, found in household sewage. These contaminants will quickly find their way to the Herring Run and to the neighbors well systems. B. The elevated design provides for slightly over a foot of soil cover over the leaching pipes. Under such conditions the overburden will be nearly saturated with contaminated water almost all the time due to exfiltration and capillary rise effects. Occasionally it will be completely saturated because of high water table and rains. Below the pipes it will always be saturated. The plan calls for a sewage application rate equivalent to an inch of rainfall every day! This will present a health and safety problem. Smells will be unavoidable in such situations. The danger of direct contact with sewage b 9 9 y neighborhood children tempted to play in-the high ground will be significant. This problem will be worse during heavy rains which could result in surface drainage of contami noted water from the elevated system. It will be even worse during winter (particularly melt periods) when freezing of the highly exposed leaching fields will seriously limit percolation capacity and make the marginal system inoperative. C. The soils and water table in the area are not conducive to teaching field operation. To request a variance of 15 feet in the removal of soil around the field (over half of the 25' required by law) is again making a bad situation worse. D. Historically the three properties in question have been used as a family summer compound, hence, waste loadings have been limited. This intended use is clear from the common cesspool system serving both properties and from past denials of similar plans by the Town. 2 Rafael L. Bras, Ph.D., P.E. E. The submitted plans are insufficient to clearly determine the performance of the leaching fields and their impact on the groundwater supplies. It is not clear whether dwelling 1 will remain as 2 bedroom or 3. Will dwelling 3 remain as an independent unit? How many bathrooms will the dwellings have as modified? Dwelling 1 already has a livinglfamilyroom. What will be the intended use be if, as the plan states, a new family room is added? Will new bathrooms be installed? What criteria, and based on how many residents, is the design flaw for the leaching system based on? Three hundred thirty gallons per day and no disposal assumption seem Iow given normal waste production in Massachusetts for dwellings of similar affluence and size. In summary, the proponents are asking for very major deviations of established law and design practice. I have never before seen such a'plan in a high density residential area nor so close to protected waters. Approval will endanger the water quality of the Herring Run and Long Pond.
