I live at 22 Justice Douglas Way in Centerville on a Cul De Sac . My neighbor , Anne Wyman lives at 24 Justice Douglas Way . When a stray dog defecates on her lawn she throws the feces into the street and it is run over by cars going around the Cul De Sac. Last year I again wrote to your office and complained about the same person for throwing household garbage into the street . I was informed that she was told to cease doing this and from all observations it has stopped . However , after being told not to throw garbage into the street , Anne Wyman began throwing dog feces into the street . She does this two or three times a week . On Thursday, March 28th she threw dog feces into the street and again on Easter Sunday , March 31st . I took a picture of the incident of March 31st and it is enclosed. Whenever I am able to quickly get out to the street I quickly pick it up with a dustpan and broom . There are times however when I am unable to remove .it due to my working and when I return home the dog feces is tracked all over the street in front of my home . In the Summer with the hot weather it is unpleasant and a health hazard . I wish for the Board of Health to look into this matter and insist that this woman stop throwing dog feces into the street . This situation has been going on for some time and has only gotten progressively worse . Anne Wyman of 24 Justice Douglas Way has been throwing such things as stuffed peppers, chocolate cake with frosting , baked potato, pasta (Ziti ) and sauce to name a few. The items are not eaten by the crows and sea gulls which come to the area . Cars going around the cul de sac run over this mess and it is spread all over the road. Under the guise of feeding the birds , Mrs Wyman has created a health hazard and made a public nuisance of herself. The fact that the above mentioned materials are placed so near to my car , creates a situation where the crows and sea gulls defecate on the car and have been seen landing on it. A lady from your office visited my home on a Monday to discuss this matter with me . I was at work but my partner was at home and he called me at I was able to talk to her . I explained the situation to her and I asked her to speak to Anne Wyman about her actvities . Anne Wyman was not home so the lady I spoke with told me she would make contact with her or call her and discuss this matter with her . In the meantime the lady asked me to try and get a picture of any of these items and in the future to call the Barnstable Police and asked them to come out and be an independent observer of this mess in the street. The picture is enclosed of chocolate cake and frosting dumped in the street on Sunday morning, August 19th . I am sorry if the picture is not too clear but it was the best I -can do . I also called the police and .an Officer Deveney came out and was very rude and uncooperative . He said , "you people ( Board of Health) are always telling people to call the police" . He said this matter is a health matter and to call you and complain to you . He further stated that he would not verify what he saw and he drove away. I wish for your office to please do something about this matter . It is a matter of public health . I am aware that throwing bread and crackers out for the birds is not a health issue and she does place these items there on a daily basis. I am specifically concerened about the above mentioned items which she still continues to throw in the street .I await a call or a letter from you and ask that you please make a sincere effort to put an end to this reckless behavior .
