(BSC)is writing to respond to questions raised by Thomas McKean regarding the Sewage Disposal System Repair.at 111 Long Beach Road in Centerville. On November 8, 2005, Thomas McKean raised the following questions via telephone regarding the submission: 1) Unclear as to the variance requesting 2.4 feet of material above groundwater. Local regulations require that four feet of natural pervious material exist above the maximum groundwater elevation. The site contains only 2.4 feet of existing natural pervious material above groundwater. Title 5 fill will need to be used and the system"mounded" in order to provide the 5 feet of separation between the bottom of the system and groundwater. 2) An outdoor shower exists and is not shown connected to the proposed septic system. The Sewage Disposal System Repair plans will be revised to show the existing outdoor shower to be removed. 3) Existing room dimensions and ceiling heights are requested. Please find attached a room size chart detailing the dimensions of existing rooms in the dwelling. 4) Only one test pit was performed. The variances granted are as follows: Section 360-1, Town of Barnstable Code: The proposed soil absorption system will be located 78.5 feet away from a salt marsh, in lieu of the minimum setback distance of 100 feet required. Section 360-3,Town of Barnstable Code: The proposed sewage disposal system is located within Flood Zone A-13. Section 360-18,Town of Barnstable Code: The site contains only 2.4 feet of natural pervious material exists above maximum groundwater elevation. The variance is granted with the following conditions: (1) No more than seven(7)bedrooms are authorized in the dwelling. (8) The dwelling shall be connected to the public water supply. The variance is granted because the existing dwelling and garage were connected to a cesspool,which was located approximately 50 feet away from the coastal dune and was, in all probability, sitting in the groundwater table. It is the opinion of this Board that the proposed septic system, designed to meet all of the provisions of the State Environmental Code Title 5, will alleviate a source of pollution to the groundwater in the area.
