To all persons deemed interested or affected by the Town of Barnstable’s Hyannis Main Street Waterfront Historic District Commission Ordinance under Chapter 112, Article III of the Code of the Town of Barnstable, you are hereby notified that a hearing is being held at Town Hall, 367 Main Street, Hyannis, MA Selectmen’s Conference Room, 2nd Floor 6:30 P.M. on Wednesday, April 20, 2022. Please note that this meeting will be recorded and broadcast on Channel 18 and, in accordance with MGL Chapter 30A §20, anyone taping this meeting please make their presence known. Please silence your cell phones Call to Order Chair Cheryl Powell called the meeting to order at 6:30pm Roll Call Welcome to New Members, Special Guests, Advisors and Comments Town Councilor Kris Clark in attendance. Updates Chair Cheryl Powell announced that an appeal of a recent HHDC decision shall be heard on April 26th and that Member David Sorenson has resigned.  Trainings  Awards – It was confirmed that Mrs. Atsalis nomination for Preservation Award was received.  Correspondence – None. Reminder of Commission’s Purpose and Proper Procedure New Business Sea Bags LLC – 555A Main Street, Hyannis - Map 308 Parcel 104 Signage Sea Bags LLC – 555A Main Street, Hyannis Map - 308 Parcel 104 Paint color change Heidi Tretter in attendance. She gives a review of the proposed sign and paint color change. Mark Despotopulos confirms the paint color will be Newport Indigo Historic Blue. Exhibit A, picture of proposed sign and white decal for window. Jim Kupfer, wall sign location and keep within the roof line. Reviews guidelines for. Flag sign 3 x 5 meets building code. Chair Cheryl Powell opens the public hearing for any public comment. Cecelia Carey, the tenant next door, the look of the sign, Soft as a Grape sign, it doesn’t go over the roof line. Discussion regarding placement of sign. 367 Main Street, Hyannis, MA 02601 2 The Commission takes a five minute break/intermission. Applicant reaches out for more information regarding the sign placement. Chair Cheryl Powell suggests bringing the sign down to the roof line. Town Council Liaison Kris Clark suggests a read of the guidelines: Jim Kupfer – Wall signage, to utilize existing fascia where possible, and architectural elements where possible – sign should be placed, sized to reinforce arch or use the fascia that is there. Not to say there isn’t precedent for the Commission to decide. Chair Cheryl Powell suggests if it will not conform, then they can come back to Commission, no charge/fee. Confirms the paint color change. Heidi Tretter, cream color trim and Newport Indigo. Betsy Young, the decal, doesn’t see on the application. Chair Cheryl Powell and Jim Kupfer – still in regulations and can reference in the Decision. Heidi Tretter, also an open/close sign/flag that will be taken in at night. Jack Kay, it projects out to sidewalk, pole sign. Discussion regarding height issue/safety concerns. How far out? Heidi Tretter has phone call on speaker – Paul states that can extend the sign out using metal brackets so can lower, won’t extend above building. Nautical sign – would come out straight, perpendicular. Possibly doing a sandwich board. Will resubmit for sandwich board and withdraw request for flag. Chair Cheryl Powell closes public comment. Chair Cheryl Powell entertains a motion for the Findings, moved by Mark Despotopulos to find application compatible with the preservation and protection of the district, sign on the building will match up with the soffit correctly with adjustments discussed, recommend withdraw the open/close sign, approve addition of decal on window, trim color as submitted, seconded by Betsy Young, Vote: Betsy Young – aye Mark Despotopulos – aye Jack Kay – aye Cecelia Carey – aye Cheryl Powell – aye Chair Cheryl Powell entertains a motion for a Certificate of Appropriateness, moved by Betsy Young to issue a Certificate of Appropriateness for the application at 555A Main Street, as described in the submitted materials and as amended in the Findings, seconded by Cecelia Carey, Vote: Cecelia Carey – aye Mark Despotopulos – aye Betsy Young – aye Jack Kay – aye Cheryl Powell - aye Mary George & Anastaci Pacella – 430-438 Main Street, Hyannis – Map 309 Parcel 219 Mural/Community Art Wall - Application to be re submitted with corrected address – May 4, 2022, Agenda Chair Cheryl Powell entertains a motion to continue this application to May 4, 2022, moved by Betsy Young, seconded by Jack Kay, Vote: Betsy Young – aye Mark Despotopulos – aye 367 Main Street, Hyannis, MA 02601 3 Jack Kay – aye Cecelia Carey – aye Cheryl Powell – aye Town Council Liaison Kris Clark directs to Staff, any LCP updates? Jim Kupfer replies, nothing yet – April 28th should have some information.
