The subject wetlands are not immediately adjacent to any shellfish resource areas or public bathing beaches. The engineer designed a soil absorption system, which will be pressure distributed, to be located at the center- front area of the property as far away as possible from the wetlands on this particular lot. I am a widow on a fixed income of$14,000 and have been worldng with Barnstable County on their septic loan program.I started this project a year ago and the cost of Engineering alone is at$6500 to date,without a final resolution.I have decided that I must now represent myself in this matter;to stop any further costs and protect my interests. To install a septic system,I will have to replace my driveway, front stairway,mature shrubbery on two sides of the house,move my water line and take down my magnificent 50 year old tree in ray frontyard.Then there is the cost of the new system,a great amount of fill,the plumber and electrician and who knows what else?The total with an alternative system comes close to$40,000.I feel that this hardship was not caused by my C actions and that the original proposal is a great improvement over the 50 year old cesspool that now exists. The property is very confining and I have no where else to go.I have tried to meet the maximum feasible compliance to the best of my ability,and am able to pursue this project only to a point;as I have to consider not only the total cost,but firiwe loan payments,maintenance and repairs.All of this is beyond my means. On 8-24-05,I spoke to Brian Dudley(508-946-2753)at DEP in Lakeville.I explained that we bad made a 25%reduction in the leaching facility and were still 4011 feet from the wetland.He said that DEP was willing to look at this original plan submitted on 7-12- 05.He said they would consider 15.405-economic feasibility, 15.405(f)and(g),also(I) #5.He told me to go to the board and request their.stamp of approval and have it sent to DEP for review,as they would need to review it anyways.He said if they were:unable to approve they would try to help me work out something other than an alternative system. I explained that w had made a 25% reduction in the leaching facility and were still 40'1 feet from the wetland. He said that DEP was willing to look at this original plan submitted on 7-12-05. He said they would consider 15.405- economic feasibility, 15.405 (f) and (g), also (I) #5. He told me to go to the board and request their stamp of approval and have it sent to DEP for review: as they would need to review it anyways. He said if they were unable to approve they would try to help me work out something other than an alternative system. I am next scheduled for 9-06-05 with the revised plan of an alternative system submitted by JC engineering. I do not want to pursue that plan at this time.
