This letter contains information from that visit that will help you, as a business owner,become compliant with hazardous waste regulations. Enclosed are copies of Article 39: Control of Toxic and Hazardous Materials ordinance and•.a: copy of the Toxic and Hazardous Materials On-Site Inventory form from the visit to your shop. Please note the problems identified at your place of business during the hazardous materials inventory and their corresponding recommendations listed below: jlem• e oil,waste antifreeze and waste cleaning solvent barrels and tanks are not labeled correctly. �lOn a previous site visit on May 21, 2002,your business was ordered to label all waste storage barrels and tanks, "TOXIC"and"HAZARDOUS WASTE". Recommendation: Please label all waste storage barrels and tanks"TOXIC"and"HAZARDOUS WASTE". This should be completed immediately. Problem: I Veea ve some parts stored on shelves that have antifreeze still in them(i.e. small plastic ze tank withno cap or lid stored on metal.shelves). mendation. If you are saving these used auto parts to reuse them at some point,please drain any/all liquid hazardous waste from them and dispose of it properly. Problem: Bob's Tire removes your used/waste tires and New England Environmental Services removes your used oil filters and waste antifreeze but there is no paperwork that documents who removed these hazardous materials from your business,when they removed them, and where the material was taken to. Rec mmendation• S ing immediately,please obtain waste hauling documentation and retain all hazardous aterial disposal records and manifests from Bob's Tire and NEES (as well as Safety Kleen and (Syntas"). All records pertaining to storage,removal and disposal of toxic or hazardous wastes need to be retained on site for no less than five years by the hazardous materials registration holder(i.e. Hyannis Auto Center)so the Public Health Division,MADEP or EPA can review these records at any time. This must be done in accordance with section 12-3 of Article 39. Problem: Hazardous materials were being drained onto the floor with no catchment/containment from the vehicles being repaired in your shop. There were spills of oil and antifreeze on the floor of your shop and an insufficient amount of absorbent material(Speedi-Dry)used to contain these rel ses. ecommendation: I beginning immediately,please use proper catchment pans/trays under vehicles when they are f1 'Ybeing worked on and liquid hazardous waste is drained from them. Place a larger portion of Speedi Dry on the spills in your shop and DO NOT REUSE this absorbent material. ,: "Evaporating the liquid waste"from your Speedi Dry is a fire hazard. Containing your shop rags properly can prevent a fire hazard. On Site Inventory Total: The Toxic and Hazardous Materials On-Site Inventory from May 11'b shows that you have approximately 1,124.5 gallons of toxic and hazardous materials being used,stored, generated and disposed of at Hyannis Auto Center(Please see enclosed Toxic and Hazardous Materials On Site Inventory sheet). The Board of Health has determined that the using,storing, generating and disposing of over 111 gallons of hazardous materials per month requires businesses in the Town of Barnstable to obtain an annual Hazardous Materials License. This license should be purchased as soon as possible from the Town of Barnstable,Town Offices, located at 200 Main Street in Hyannis. Why are these recommendations being made for Hyannis Auto Center? • This information is intended to educate you, a business owner in the Town of Barnstable, in order to keep your business operations in compliance with local, state and federal toxic and hazardous materials laws so that you can avoid future regulatory problems. • Complying with the Control of Toxic and Hazardous Materials ordinance(Article 39).can prevent contamination of Barnstable's existing and future drinking water supply,prevent environmental contamination which can bankrupt site owners,lower or destroy land values,drive out residents and industry,depress local economies and endanger public health. Peter Cutler, Manager 55 Airport Road Hyannis Building has been having problems with him (mostly with his son, John). They requested last month that I check it out for an inventory. The shop is a mess. Attached is a letter I wrote asking him to correct a list of things and I told him someone would follow up in 30 days. Peter did come in and purchase his annual HazMat license, but he has not passed his inspection to receive his certificate. I appreciate your time and help in checking up on this. This letter contains information from that visit that will help-you,as a business owner,become compliant with hazardous waste regulations! Enclosed are copies of Article 39: Control of Toxic and Hazardous Materials ordinance and a copy of the Toxic and Hazardous Materials On-Site Inventory form from the visit to your shop. Please note the problems identified at your place of business during the hazardous materials inventory and their corresponding recommendations listed below: Problem: Waste oil,waste antifreeze and waste cleaning solvent barrels and tanks are not labeled correctly. On a previous site visit on May 21, 2002,your business was ordered to label all waste storage barrels and tanks, "TOXIC"and"HAZARDOUS WASTE". Recommendation: Please label all waste storage barrels and tanks"TOXIC"and"HAZARDOUS WASTE". This should be completed immediately. Problem: You have some parts stored on shelves that have antifreeze still in them(i.e. small plastic antifreeze tank with no cap or lid stored on metal shelves). Recommendation: If you are saving these used auto parts to reuse them at some point,please drain any/all liquid hazardous waste from them and dispose of it properly. r f Problem: Bob's Tire removes your used/waste tires and New England Environmental Services removes your used oil filters and waste antifreeze but there is no paperwork that documents who removed these hazardous materials from your business,when they removed them, and where the material was taken to. Recommendation: Starting immediately,please obtain waste hauling documentation and retain all hazardous material disposal records and manifests from Bob's Tire and NEES (as well as Safety Kleen and "Syntas"). All records pertaining to storage,removal and disposal of toxic or hazardous wastes need to be retained on site for no less than five years by the hazardous materials registration holder(i.e. Hyannis Auto Center)so the Public Health Division,MADEP or EPA can review these records at any time. This must be done in accordance with section 12-3 of Article 39. Problem: Hazardous materials were being drained onto the floor with no catchment/containment from the vehicles being repaired in your shop. There were spills of oil and antifreeze on the floor of your shop and an insufficient amount of absorbent material (Speedi-Dry)used to contain these releases. Recommendation: Beginning immediately,please use proper catchment pans/trays under vehicles when they are being worked on and liquid hazardous waste is drained from them. Place a larger portion of Speedi Dry on the spills in your shop and DO NOT REUSE this absorbent material. "Evaporating the liquid waste"from your Speedi Dry is a fire hazard. These materials should be cleaned off the shop floor and disposed of DAILY. Spills ofteleases of Antifreeze must be'. controlled because it is especially toxic and can'cause irreversible'health problems or death. Problem: Used shop rags were on the floor and in open storage containers. Recommendation: Used shop rags must be picked up and stored in a metal container with a lid at all times. Containing your shop rags properly can prevent a fire hazard. On Site Inventory Total: The Toxic and Hazardous Materials On-Site Inventory from May 111h shows that you have approximately 1,124.5 gallons of toxic and hazardous materials being used, stored, generated and disposed of at Hyannis Auto Center(Please see enclosed Toxic and Hazardous Materials On Site Inventory sheet). The Board of Health has determined that the using, storing, generating and disposing of over 111 gallons of hazardous materials per month requires businesses in the Town of Barnstable to obtain an annual Hazardous Materials License.
