The property is developed with a single family dwelling dating back to the 1950's, and a detached . garage. Wetland resources at the site are Salt Marsh, Town and State Defined Coastal Banks, and Land Subject to Coastal Storm Flowage. The project as proposed consist of renovations to existing dwelling including new foundation slid 5' to the east, 4' addition to porch and covered deck, replace existing garage with 10' landward expansion over existing driveway, landscape walls and walkways, timber stairs and boardwalk, and all associated appurtenances including a septic upgrade. The applicants purchased the property in September with the desire to renovate and restore the historic structure. The interior has been gutted, and full structural analysis performed. It has been determined that at least the eastern portion of the dwelling is sinking as portions of i p g g the foundation are failing. Costs to repair those portions of the foundation in place approach, if not exceed, the costs to replace the foundation in its entirety—which would ensure the stability of the entire structure long into the future. The dwelling will be elevated off of the existing foundation, which will be removed and the area excavated for the new foundation. Access around the dwelling to the existing garage is restricted to 7'. As part of the foundation replacement, an unintended but beneficial improvement to the site will be for the dwelling location to be shifted 5' to the east to improve access around. The existing entry porch and a portion of a breakfast room at the west end of the dwelling will be converted to a porte-cochere. A 4' addition is proposed to the existing porch and covered deck. To offset these increases in hardscape the existing asphalt driveway will be removed and a reinforced grass area used to provide the occasional access to the garage. The existing garage is not in keeping with architecture of the historically significant r - dwelling, and renovations are not possible given the structural condition. The garage will be replaced, and slide landward 10' into the existing driveway area to allow for additional space I without increasing hardscape within the buffer zones. Landscape walls and walkways are proposed around the dwelling for improved access. The modest 240 sf of additional area will be more than offset by mitigation proposed which includes replacing lawn and a border of invasive shrubs and vines. The walls will serve to contain the developed area, and should serve to prevent runoff and the erosion along the top of the Coastal Bank which can be seen in areas. The slope stabilization efforts, groundcover, and shrubbery associated with the mitigation area will further improve the stability of the coastal bank along with providing some diversity to the wildlife corridor. The work above is located within the buffer zones to the Town and State Defined Coastal Bank. Portions of the existing dwelling and these proposed renovations are located within the 50' buffer and therefore require a waiver under the Town of Barnstable Conservation Commission Chapter 705 Wetlands Buffer Zone Activities. We hope the Commission can find that the efforts to restore the historic dwelling and mitigation proposed offset the modest waiver request. Behind the garage an elevated timber stairway and boardwalk are proposed to provide access to Squaw Island Road and the beach parcel beyond associated with this property. The existing septic system, which is located within the Coastal Bank, will be abandoned and an upgraded system is being proposed landward of the dwelling. Variances will be required from Title 5 and the Town of Barnstable Board of Health for separation to property lines, foundations, and the Coastal Bank. Given the limited area it would be very difficult to incorporate an innovative treatment component to the system, or to utilize a drip or other innovative shallow soil absorption system which would require additional bottom area and would require a pump chamber—of which there is room for neither. The number of bedrooms are being reduced, separation to groundwater and the coastal bank improved, and 100' will be provided to the Salt Marsh—all environmental improvements to the existing system. The property is not located within a groundwater or estuarine overlay. A percolation test is being scheduled, and a surveyor's stamp will be provided on final plans as required.
