Response : engine 823 only with myself and firefighters R. Storie (driver) and Doherty. Upon arrival met the caller and she pointed out the exact catch basin in question which is located in the parking lot on the Lewis Road side of the complex ( side B) on private property. The caller states there was white smoke coming right out of the catch basin and just before our arrival it went down. We walked over to the catch basin and could see a chemical reaction taking place inside the basin. Dip & Strip is locked up tight and closed. I find inside Cape Cod Commercial Linen Service 32 Baxter Road Unit # 7 an employee Max Cesard was the responsible party. He was changing over a product pick up tube from one 55 gallon drum (plastic) just about empty to a full 55 gallon drum of Sodium Hypochlorite 15% ( Haz Mat tag Corrosive 8). Also on the ID tag we find an ID number of 1791. Apparently Mr. Cesard caught the contents of the tube in a galvanized trash can and dumped those contents into the catch basin, he then added water again from the trash can and the chemical reaction occurred. I requested the Duty Officer, Board of Health, and the police to the scene. The Emergency Response Guide for this chemical is 154. That guide for spills or leaks 1) Eliminate all ignition sources ( done). Do not get water inside containers (done). Stopped the employee from adding more water into the catch basin. I had Lewis Road Closed between Baxter & Bearse Roads by Barnstable Police. We moved the engine upwind from the catch basin 150 feet. Deputy Melanson and Tom McKean from the Town of Barnstable Health Dept. arrived on location. After further interview with employee Max Cesard age 48 DOB 01/14/1960 ( home Address 115 Regional Ave. South Yarmouth) we determine that the amount of chemical dumped into the catch basin is 2 gallons. Tom McKean spoke with the owner of the business Jeff Ehart on his cell phone 1-508-776-3066, he was on Martha's Vineyard and authorized Max Cesard to hire and sign for the Hazardous clean up company that is to be hired to clean out the catch basin. Other Items of concern a kerosene heater and several one gallon cans of kerosene from a recent painting project needed to be removed today. Also the painting project covered the sprinkler heads and they will need to be changed. Deputy Melanson will have fire prevention follow up on this matter. It took a second employee to be called to produce the MSDS sheets. The emergency hazard has been mitigated, Lewis Road was reopened to through traffic. 802 and engine 823 cleared the call and returned to qtrs. at 1305 hrs. Enviro Safe of Sandwich Ma. was hired for the clean up. Captain Joseph P.
