(said they were told to call back when it is happening) (Seven (7) minutes later, caller called over to Consumer Affairs, spoke w/ MF and presented it as though he hadn't called a few minutes earlier.) (Inspector had already been notified.and will go over as soon as he finishes with current oil spill site.) I Request Work History: Entered on 9/15/2015 9:33:00 AM by Lavelle, Timothy TL arrived at site at 12:15PM on 8/28/15. No spray painting was observed. No obvious odors were detected. The owner of Ziggy's, Bill Baron, said they had just done an undercoating on a vehicle inside the garage. VOC odors are produced, but dissipate quickly. There is no ventilation system in the garage except for the doors which remain open during the spraying. It appears that the wind speed/direction may have been most inconvenient for the resident that complained. No other complaints were received. The objectionable conditions were determined to be temporary since no odors were noticed 15 minutes after the complaint was called in and Mr. Baran said that, undercoating is a very small part of his business - about 1 job every 3 months. However, he has begun promoting a new zero-VOC, nontoxic undercoating that he hopes will replace the low-VOC undercoating that he now uses. The vehicle to be washed was parked in front of the garage bay. 2. The Vacu-Boom and Sand Snake which are connected to a Twelve gallon shop ` vacuum were positioned in front of the parking lot catch basin. (The PHD also understands that a larger shop vac is available for an increased flow.) 3. The vehicle was given a pre-wash fresh water rinse. 4. The vehicle was washed by hand from a bucket containing water and soap. 5. The vehicle was given a final fresh water rinse. 6. Both the rinse water and soapy water flowed downhill to the Vacu Boom/Sand Snake configuration and was automatically collected by the shop vacuum. 7. The shop vacuum was then wheeled to the janitors sink where the waste water was disposed. Observations made after the vehicle washing was complete are as follows: Residual soap remained on the ground after the final rinse and did not flow to the collection system. A small uncollected puddle of waste water remained near the collection system. It was also noted that the entire vehicle washing activity (the two rinses and a wash)took approximately ten minutes and generated approximately six to eight gallons of water (as was observed in the shop vacuum after vehicle washing completion). -41 As stated in the letter dated June 12, 2012,prior to allowing the vehicle washing operation to continue on a permanent basis the Public Health Division requires a written Standard Operating Procedure of the activity to ensure that the waste water capture rate is consistent and complete. Based on the above observations the following actions are to be incorporated in to (but may be expanded upon)the Standard Operating.Procedure (SOP): The Vacu-Boom Model Number, length of Sand Snake, shop vacuum model, and name of the soap that is used in the vehicle washing system. Steps 1 through 7 noted above that describe the vehicle washing. All soapy residue is to be rinsed down to the Vacu-Boom System for collection. Any small puddle of water remaining at the Vacu-Boom System site it is to be vacuumed up by hand with the shop vacuum. The maximum number of vehicles allowed on the lot is seventeen. During pollen season all vehicles may be washed once per week. On average three to five vehicles per week are washed. No vehicles, other than those on the property that are for sale, are to be washed on site. Apparently, there have been "several complaints about after hours noise from this business. The Building Inspectors went out today to check things out, however the owner said that they do not work beyond 6 p.m. which is also the time on the Class II license for hours of operation. The complaint is that Ziggy's closes at around 6 p.m. like it is supposed to and then it appears that a second shift comes in at about 8 p.m. and works until 4 a.m. The complaint is that the machinery is very noisy, saws, compressors and that they work outside. I did advise them to call the Barnstable PD for the noise if they are being disturbed. It seems like the after hours business may be illegal as well as noisy ? When the officer was here he stated that the complainant had stated that there had been an ongoing problem with repairing vehicles late into the night and that they contacted the town for help, and the town instructed them to call.the police.Also,the officer informed me that the licensing authority. might come down and change my hours of operation. This became a great concern to me so,the next day I went to,the police department records to ask about all noise complaints made in reference jo my business location.and they informed me that since August.24,.2005 to September 21,2011 there had only been two noise complaints made. Neither of which resulted in.a violation. Following the records department.at the Barnstable Police Station.I went to.the town offices and spoke with Christine Ade: I explained to her my situation and asked her if there was an on going problem that I needed to be made aware of.
