This Ordinance was adopted to protect the public health and welfare,especially as it pertains to the public drinking water supply. The following is a description of the results of the Inventory(enclosed)and Inspection. MATERIALS INVENTORY AMOUNT AND PURPOSE: The Inventory of this site indicates the use or storage of approximately one-hundred and fifty-one(151) gallons of toxic and hazardous material.This material is used in the repair of small boat hulls,there is no marine engine repair performed at this site.Please be aware that the Town of Barnstable has determined that a minimum of one-hundred and eleven(111)gallons of toxic and hazardous materials requires an annual license. GENERAL STORAGE AREAS AND CONDITIONS: • Garage Bay 6 1 B houses two(2)appropriately labeled flammables cabinets. One contains various sized and partially used containers of epoxy paint.The second cabinet contains"bottom"paint and a fifty-five(55)gallon drum of waste thinners.This garage bay work area also contains a rack holding four(4)individual,five(5)gallon buckets of polyester resin. There is another metal cabinet in this Bay that houses more miscellaneous paints,thinners and sealants and polyester putty. • A storage room off of garage Bay 61 C houses three(3)metal cabinets which contain various thinners,paint,waxes,thinners,joint compounds and household cleaners. • Garage Bay 61 C houses two(2)appropriately labeled flammables cabinets. One contains various sized and partially used container of thinners.The second contains various thinners,varnishes and spray paints. A third cabinet contains miscellaneous gel coats and thinners. Five(5)twenty(20) pound propane tanks,used in the shrink wrapping process are also located in this area. -2- SAFETY AND DOCUMENTATION: The required Material Safety Data Sheets were available and in a binder in the office.A Contingency Plan was not available;however absorbent pads and"oil dry"are available on site. Manifest sheets for the proper transport of hazardous materials were also provided upon request. Fire extinguishers were available and their inspection up to date. Although an"Application for permit to store and/or utilize more than 111 gallons of hazardous materials" and associated fee had been submitted to the Town,the site was not in receipt of an annual license. Enclosed,please find the required License. SITE FACILITIES: The facility floor is constructed of concrete,no floor drains were observed at the facility. The site building is served by an on septic system. Any deficiencies which were discovered in the course of this inspection with regards to the Hazardous Materials Ordinance are described below. RECOMMENDED CORRECTIVE ACTIONS TO BE TAKEN: The fifty-five(55)gallon drum of waste thinner must be labeled as"Hazardous Waste".In addition the waste and its associated hazard must be written on the drum(i.e.Acetone/Toluene,Flammable). All flammables cabinets were not labeled;they should be labeled as"Flammable". A Contingency Plan,with a list of emergency contacts,actions to be taken in the event of a spill,and the location of a Spill Kit(absorbent materials)is to be made available and posted near the telephone. OTHER: .The Inventory of your business revealed a various assortment of partially used,perhaps out dated hazardous materials which could be disposed of. Therefore,also enclosed is information relative to the Household Hazardous Products Collection dates and a list of hazardous products that will be accepted from small businesses and their cost The PHD appreciates your cooperation and your intent to maintain compliance with the Hazardous Materials Ordinance.
