She research the issue of stain lines and failure of a septic system. She said that stain lines alone are not a criteria for failure on an inspection, but indicate a struggling,system. Other criteria from Title 5 regulations need to be used to support the stain line observation to fail a system. Doyle and Associates Dear Mr. Munsell: During the public meeting of the Board of Health held on June 14, 2005, the Board reviewed the above referenced subdivision and makes the following.recommendations: • Percolation tests must be conducted on each lot at each leaching location, before a disposal works construction permit will be issued. Maximum groundwater elevations must be determined by using data available from the United States Geological Survey- Probable High Groundwater Levels on Cape Cod, Massachusetts and/or by other methods for determining such elevations allowed under State Title V and local Board of Health Regulations. Each proposed septic system must conform to 310 CMR 15.000, the State Environmental Code, Title V, and the Town of Barnstable Rules and Regulations. • Each septic system shall be located within the prescribed boundaries of each individual lot. • Each and every dwelling constructed within.this subdivision shall be serviced by public water. • Any lawn area created must be covered by at least four(4) inches of loam. • All tree stumps, brush and building debris removed when clearing lots or roads must be disposed of at a licensed solid waste disposal facility. Chipping brush and tree stumps is an acceptable alternative. These parcels are located within a zone of contribution to public water supply wells (a nitrogen sensitive area), are restricted to maximum sewage flows in accordance with Section 232-5 of the Town of Barnstable Code, and are restricted to sewage flows in accordance with Section 310 CMR 15.214, State Environmental Code, Title 5. Therefore, lots #5A and #28A, which are 21,13.0 square feet and 20,838 square feet respectively, are each limited to a maximum of three bedrooms only if systems with enhanced nitrogen removal (I/A technology) are constructed onsite otherwise, each lot is limited to a maximum of two bedrooms each.
