This apparently is not unusual. The fumes are really bad and making local employees sick. Request Work History: Entered on 9/22/2015 9:47:31 AM TL visited railyard on 9/16/15. The yard foreman, Tom Bartholomew, was on vacation. TL spoke to a worker about idling of locomotives. He said that they do keep them idling for long periods for A/C and heat for workers on the trains and for equipment requirements. After researching federal EPA and Mass DEP regulations, discrepancies were seen. TL called SE office of Mass DEP on 9/17/15 and spoke to Jack Siderwicz who explained that idling locomotive laws are very complicated and he would have to pass the complaint on to higher management in Boston. TL passed on operations contact info for the railroad given by railroad worker. He said person to talk to was Tony Ferriera, 774-200-5039. DEP has taken the lead on this complaint. One of the requirements was to provide grease trap pumping and testing during 1999. However, as you are aware grease trap testing results were not submitted to the Board of Health as required according to the variance decision. You stated you would explore the possibility of the installation of an inground grease trap. Please be advised that the Department shares your concerns for the protection of Cape Cod's water supply but does not see a correlation between disposing of a small amount of treated effluent and the indiscriminate dumping of septage. Furthermore, the provisions contained in the Department' s approval limiting the points of discharge and requiring chlorination of the treated effluent more than provide adequate protection to the public health and environment of the area. The Department's policy on tight tanks is to approve them to eliminate existing malfunctioning sewage disposal systems when, in the opinion of the Regional Environmental Engineer, there is no feasible alternative. In this instance, the treatment system proposed is a feasible alternative to a tight tank system and the more important problem of disposing of the contents .of the tank. The situation that you noted concerning the limitation-of septagetdisposal at the Hyannis Wastewater Treatment Plant is representative of septage disposal problems occurring on Cape Cod and across the State. For reasons stated above, the,Department is of the opinion that a revocation of the approval is not warranted. The Microphor toilet and sewage treatment system is a bacteriological type system for disposing of human waste products. 2. The system includes choice of either stainless steel or vitreous china two quart flush toilets with integral or wall mount flushing mechanism and waste treatment tank with chlorinator and secondary. 3. Treatment tank (or tanks) can be mounted inside the car or engineered to fit under the car depending on space available and can be insulated and electrically heated if necessary to prevent freezing in winter, heating also maintains the biological action within the treatment tank. 1� 4. The Microphor toilet is flushed by depressing the integral or wall mount lever or .button. This supplies a compressed air signal to shift the air and water sequence valve to allow water to start flowing into the toilet bowl and flapper to open to accept waste into the lower evacuation chamber. S. Flapper stays open for approximately six seconds and then closes and hermetically seals off the lower evacuation chamber. The chamber, is then pressurized with air and waste is evacuated into the treatment tank. While this action is taking place the toilet bowl level is - replenished with two quarts of fresh water for the next use. 6. Once the waste and liquids have entered the treatment tank the liquids` are gravity filtered through a series of fibre filter columns mounted '`•' in a dam in the lower portion of the treatment tank. The liquid then passes through the chlorinator unit where it is chlorinated by solid , i, Continued k 'S r: chlorine tablets. From there it flows .into the secondary. . 7. In the secondary the chlorinated liquid flows through a series of baffles thus allowing the chlorine time to reduce the coloform bacteria count to 0, before being allowed to drain onto the trackbed via a drain port on the bottom of the tank. 8. The solid waste still remaining in the treatment tank is broken down , bacteriologically by microbes, which live within the treatment tank, to a liquid (which drains off as described above) and to a carbon dioxide which escapes through the tank vent port. 9. In order to maintain the optimum efficiency of the Microphor system, every effort should be made to keep antibacterial cleaners and foreign objects away and out of the system. r i 4! Ij OPERATIONAL REQUIRE T A 1. To operate, the system must have air at 60 pounds pressure and water at 1-50 . pounds pressure. The toilet will not work without both air and water. 2. To adjust air and water, cover must be removed. The hex head needle valve adjusting screw extends to the left, out of the lower cap of the valve body. Using two 3/8" open end wrenches, hold hex head with one wrench and loosen lock nut with other 3/8" wrench. Turning hex head clockwise on the needle valve will give a longer flush cycle, turning counterclockwise will give a shorter flush. The water should cover the flapper in the bottom of the bowl.; The air evacuation blast should be approximately 5-7 seconds. Always retighten lock nut on needle valve when through with adjustment. 3. The Regulator-Filter-Oiler is located in the air line ahead of the air controlled valve. A check should be made at the start of every trip to make sure the oiler has oil to the full mark. If oil is needed, turn off air and then remove oil fill plug on top of oiler and fill with Microphor light oil (part #24704) . The oiler has been factory set to use one drop of oil per flush. If adjustment is needed, turning the slotted adjustment screw clockwise increases the amount of oil, counterclockwise for less oil. The regulator filter has .an automatic dump device. If for some reason moisture collects in the bottom of the filter unit, it can be dumped manually by pushing exhaust pin in bottom of filter. 4. If the toilet becomes plugged, shut off the water supply, shut off the air supply, press the valve button several times to bleed off. the air pressure. When air pressure is out of the valve, the flapper in the bottom of the toilet .can be pushed open. Use a plunger (plumber's friend) as with any standard toilet. If the plunger does not clear the toilet, check to see if the restriction can be removed with a hooked wire, being careful not to damage the rubber. seal on the flapper or the mating surface on the hopper. When the passage becomes clear, turn on the air and water and press flush button to start flush cycle. In the discharge line from the toilet to the treatment tank, there is a clean- out wye or tee which can be opened to assist in cleaning obstructions from the line. 5. To clean Microphor toilets, use non-abrasive, bio-degradable cleaners such as Fantastic, Ivory Snow, Formula 409, Mr. Clean and Janitor in a Drum. Sanitizers in general are not to be used. The carbolic or kreosote base sanitizers when they are flushed into the treatment tank stop the biological action, to clean exterior bowl use Microphor #24690 Stainless Steel Cleaner. 6. In the Microphor process, the effluent from the treatment tank flows through the chlorinator which is full of chlorine tablets. The solid waste is broken down by biologic action and becomes-liquid and carbon dioxide. Chlorinators are located next to "the treatment tank. The treatment tank can be plastic or Continued metal, inside the car, or bolted on under the car. Locate the treatment tank and then find the chlorinator. .(Some large tanks may have more than one chlorinator.) Locate and check the chlorinator at the start of every run. The lid of the chlorinator should be removed and filled with Microphor tablets (part #24706) . 7. This toilet is designed for disposal of human waste and toilet tissue only. . Do not put any other item, material or liquid into this toilet. I f -- AW SIVING A TREATMENT SYSTEM' ? , } t Because of the many variable factors involved when sizing a system for railroad applications- the following procedure is recommended. First contact your Microphor representative, if you are not sure who this is contact Microphor directly and we will assist you. . Please be able to tell us the number of people using the car daily and for how many hours daily. Also, the length of each trip in addition to how many stops the train makes along the way. These applications usually fall into several catagories. 1. Commuter 2. Long Distance 3. Crew Equipment 4. Private Car Taking these factors into account the representative will probably' .require a trip to your location to determine the number of toilets involved and how much space is available inside or under the car for treatment tanks of the proper size. Additionally, this manual has been prepared to familiarize you wtih proper maintenance procedures. It Works This Way The key to proper use of the guide is the series of photographs. Each photograph is properly numbered and titled for your convenience. The numbered photographs are arranged in order. To familiarize yourself with the H Series system, merely thumb through the series of photographs and read the printed copy which corresponds to the numbered photograph. Operating Requirements The Microphor toilet system must be. supplied with compressed air at a minimum of sixty (60) pounds to a ' maximum of 100 pounds. Water is to be supplied to toilet by gravity flow or a water line of one -(1) to fifty (50) pounds pressure. MICROPHOR has produced and issued two (2) types of i push button valves for use with the low flush toilets. One of the valves has a hydraulic dash pot filled with "Aeroshell Fluid 4" (a red hydraulic fluid) or a light transmission fluid,'to within '/4 inch of the top of the valve. The slotted adjustment screw is located under the top cap of the valve. (1000 Series Valves) The newest sequence valve is an air controlled valve which has eliminated both the dash pot and the hydraulic fluid. The adjustment screw for this type of valve is a hex head screw located on the bottom section of the main valve body. (1400 and 1700 Series Valves) For toilet with the air controlled valve mounted on the toilet body, follow adjustment procedure in PHOTOGRAPH ##48. For wall hung air controlled valves, remove cover and follow adjustment procedure in PHOTOGRAPH ##48. r / 7 a , i� <a' ##43 — Air&Water Sequence Valve �t E I � I FC iY N 'w 3 X c aar ##44 — Adjustment of the Hydraulic Air & Water Sequence Valve[1000 Series] r PHOTOGRAPH ## 43 shows the Microphor air and water sequence valve (hydraulic dash pot model) mounted directly in the substructure of the toilet. PHOTOGRAPH ##44 — The cap of the flush valve is removed by screwing it off counter-clockwise. Remember, the cap must be replaced before the toilet is flushed. The valve also should contain a light hydraulic fluid or light transmission fluid to within '/ inch of the top. t z Y k, 1 aI 1 #45 --Adjustment of Hydraulic Valve: [1000 Series] To regulate timing of valve, use a clean screwdriver to rotate the needle valve. Turning the needle valve clock- wise increases the length of the air blast and the amount of water in the bowl. Make sure the water level in the bowl, after the flush cycle,is complete, covers the flapper. in the bottom of the toilet. The air evacuation blast' should be approximately 5-7 seconds. TO ADJ UST: Remove cover, locate adjustment screw and follow adjustment procedure from PHOTOGRAPH ##48. NOTE: On wall hung valves, the adjustment screw can be located on one of two places: On the side of the bottom cap (1400 Series — PHOTOGRAPH ##49) or extending straight down from the bottom of the bottom cap. (1700 Series) FOR SERVICE OF FILTER-REGULATOR-OILER — SEE PHOTOGRAPHS 50 AND 51. 5 Trouble Shooting Air Controlled Sequence Valve If the valve action becomes erratic and cannot be timed following the adjustment procedure in Photograph #48, the following trouble shooting procedure can be taken. A. Flush Button: If the flush button becomes sticky and does not press down and return freely, apply lubricant directly on to the shaft, press up and down until free. Check lubricator (PHOTOGRAPH #50)for oil level, fill if needed. i B. Flapper stays open and will not close: Remove lock nut #4 and needle valve #5 from bottom cap, press flush button to clean out valve assembly #3, check that air holes are not blocked, replace#4 and #5, and adjust following procedure in Maintenance Manual (PHOTOGRAPH #48). C. Flapper will open and close rapidly, not allowing unit to go through full cycle. 1. Remove the hose attached to bottom of valve (#1 and #2). 2. Using 7/16 wrench, remove spring retainer nut (#7) from inside of bottom unit. Do not lose spring (#8) when removing smal I check valve with rubber „O" ring (0)• 5. Clean all parts — blow out air passages in bottom cap and needle valve before reassembling. 6. Reassemble in reverse order of above and adjust valve using adjustment procedure shown in maintenance manual (PHOTOGRAPH #48). 7. The lubricator is serviced by removing the oil fill plug and filling with light oil — Microphor part number 24704. A check should be made every thirty (30) days to determine if there is enough oil to lubricate the parts. You must be sure that the air supply is shut off before the lubricator is opened to fill it with oil. The oiler has been set to use one drop of oil per flush. If ad- justment is needed, the slotted adjustment screw is located on the top of the oiler; turning clockwise in- creases the amount of oil, counter-clockwise for less oil. 9 i r i ii i a ell 106 I ##51 — Regulator-Filter PHOTOGRAPH ##51 shows the regulatol-filter. This device filters out moisture and dirt from the air supply used in the flushing action. The filter has an air pressure regulator on it, preset at sixty (60) pounds. This type of S regulator-filter has an automatic dump device so there is normally no need to manually drain the filter. If the toilet becomes plugged, shut off the water supply, shut off the air supply, press the valve button (shown in PHOTOGRAPH #54) several times to bleed off the air pressure. When air pressure is out of the valve, the flapper in the bottom of the toilet can be pushed open. Use the plunger as with any standard toilet. If the plunger does not clear the toilet, check to see if the restriction can be removed with a hooked wire, being careful not to damage the rubber seal on the flapper or the mating surface on the hopper. When the passage becomes clear, turn on the air and water and press flush button to start the flush cycle. Pressing flush button with air on and water off will allow the air blast to help clear the line, if valve sticks with water off, hold button down and turn water on and off quickly to break vacuum. 12 MAINTENANCE Microphor treatment systems are biological digestors and are designed for disposal of human waste products and toilet tissue only. DO NOT PUT ANY OTHER MATERIAL OR ITEMS INTO THE TREATMENT TANK. CLEANING TOILETS Use a non-abrasive Biodegradable neutral P.H. cleaner in your toilet. Some cleaners readily available are Ivory Snow, Fantastic, Mr. Clean, and Janitor in a drum. Sanitizers like Lysol, Pine-Sol, Hexol or ammonia base products are to be avoided. These sanitizers when flushed into the treatment system can stop the biological action. If the product is advertised to kill "Germs" it should not be flushed into the Microphor system. WINTERIZING TOILETS If the toilet system is in a car that is taken out of service and the power is to be shut down, turn off water line to toilet, flush toilet until no more water flows into bowl. Locate the treatment tank and then find the chlorinator (some large treatment tanks may have more than one chlorinator). The lid of the chlorinator should be removed and the supply checked every thirty (30) days. Only Microphor chlorine tablets should be used because they are specially compounded for use in the Microphor unit — order part number 24703 from Microphor, P.O. Box 490, Willits, California 95490. Ask for the tablets by part number. f DANGER — CHLORINE IS AN OXIDIZING MATERIAL. "If swallowed: Call a physician or Poison Control Center. Drink 1 or 2 glasses of water and induce vomiting by touching back of throat with finger. Do not induce F vomiting or give anything by mouth to an unconscious person." Use of other than Microphor chlorine tablets may cause a potential explosion hazard, reduce the efficiency of the bacteriological kill and may void warranty. 19 35 y4� ##60 — Chlorinator Maintenance If unit does not drain properly, check the chlorinator to determine if foreign matter has collected in it. If the inspection turns up material that should not be in the chlorinator, use a screwdriver or a hooked wire to probe and pull it out of the unit. i 20 r ' . s f, ##61 — Secondary Chlorinator In some "H" Series models a secondary chlorinator is located under the treatment tank. In effect, the secondary chlorinator, shown in PHOTOGRAPH ##61, is a contact chamber designed to hold effluent long enough to give the chlorine the opportunity to render a total kill of the bacteria contained in the effluent.
