Because of conflicting regs, I usually don't see the actual tie-in of the bldg to the sewer stub. The plumbing contractor is the one that usually makes the final physical connection. Historically, the plumbing contractor insists that all'piping should be in place so that the plumber can tie-in to it. For the U-Haul property tied-in to the vac sewer system in December, 2005 by Northern Paving. I was not aware that they had a septic system in the yard. I thought all the piping in the yard flowed to a pump station that had been tied-in to muni sewer since the Whiting's Milk days. The contractor picked up the existing piping just outside of the office door, ran down the driveway, and tied-in to the vac sewer across from the WPCD driveway. Part of the connection was to cut and cap the line from the pump station to the FM in the street. According to the septic guy that was going to abandon the septic for Jacks Drum shop, they never connected to sewer because of internal plumbing issues, however, the owner of Jacks Drum shop has stated to Tom McKean that they did connect to sewer. As for U-haul, we have an old e-mail from Tom McKean that says only part of the building is connected to municipal sewer and that the bathrooms are still connected to septic system. We are having issues with both locations. They both pulled permits to abandon their septic systems and tie into Town Sewer. Both of the locations have not had their septic abandonment permits closed out as they did not call for an inspection to show the septics were filled in. I can work on the septic abandonment's on my end for the Health Division, however, there is concern that both locations may not have tied in to Town Sewer as there were no plumbing permits to do such, however with the way the regulations are, they may not have needed plumbing permits depending on how and where they did the work. The septic contractor for Jacks Drum shop said they didn't fill in the cesspool because they were still using it and didn't reconfigure the indoor plumbing to the front of the building. However, the owner of Jacks Drum shop has told Tom McKean that he did connect to sewer. .U-haul on the.other hand was on sewer for a while, then switched to the vacuum line more recently. Tom McKean had a letter in our file that said that U-haul only had some connection to Town sewer, but the bathrooms were still going to a septic system. Basically, no one seems to know whether these location really are tied into the sewer lines or not(U-haul may only be a partial) We would just like to close these out, but we want to make sure they are on sewer before we order them to fill in the septics.
