Deputy Chief Melanson Report By ILt Cadrin HYANNIS FIRE DEPARTMENT - INCIDENT REPORT COMMENT PAGE Incident No. A210833 Address 407 NORTHSTREET Date of Report 8/13/2001 Commanding Officer IDeputy Chief Report By JU Cadrin RECEIVED A CALL FROM THE OFFICE OF RICHARD LARGUAY @ 407 NORTH ST.REPORTING A STRONG ODOR OF PETROLEUM WITH A FILM ON THE CREAK THAT CROSSES UNDER NORTH ST AND IN FRONT OF HIS OFFICES THEN OVER TO MAIN ST. WE INVESTIGATED WITH E-826&DEPUTY MELANSON AND FOUND ON OBVIOUS FILM ON THE WATER AND A STRONG ODOR IN THE AREA.THE ODOR SEAMED TO BE STRONGEST ON THE NORTH SIDE OF THE ROAD BY WHERE THE CREEK ENTERS UNDER THE ROAD. WE USED ABSORBENT PADS AND A SAUSAGE BOOM TO COLLECT AS MUCH PRODUCT AS POSSIBLE IN THE CREEK IN FRONT OF 407 NORTH ST. WE CALLED THE BPD TO ASSIST US IN INVESTIGATING THE WOODED AREA AROUND BETTY'S POND INLET TO THE CREEK.THERE IS A HOMELESS CAMP IN THIS AREA WHICH WE INVESTIGATED. WE FOUND SEVERAL HOMELESS PEOPLE AT THE CAMP BUT NO SIGN OF A CHEMICAL OR PETROLEUM PRODUCT IN THE AREA. WE NOTIFIED THE BARNSTABLE BOARD OF HEALTH ABOUT THE INCIDENT,MR.EDWARD BARRY RESPONDED TO THE SCENE TO ASSES THE SITUATION.ALSO WE CALLED THE HYANNIS HARBOR MASTERS OFFICE AND A MR.ERIC SHUFELD RESPONDED TO THE SCENE AS WELL. • IT WAS NECESSARY TO CLEAR SOME BRUSH AROUND THE CREEK ON THE SOUTH SIDE OF THE ROAD TO INVESTIGATE FURTHER,THE TOWN OF BARNSTABLE DPW SENT A CREW TO THE SCENE TO ASSIST US IN CLEARING THIS AREA.AFTER DOING SO WE COULD NOT FIND ANY OBVIOUS SOURCE FOR THE ODOR. LT.CADRIN CHECKED THE AREA STORM DRAINS FOR POSSIBLE REMOTE SPILL OR LEAK AND COULD NOT FIND ANY.DEPUTY CHECKED THE OPPOSITE SIDE OF BETTY'S POND AS WELL AND ALSO FOUND ALL TO BE NORMAL. THE SMELL AND FILM DISSIPATED TO ALMOST ZERO AFTER APPROX 30-40 MINUTES.WE DECIDED TO LEAVE PADS AND BOOM IN PLACE FOR SEVERAL MORE HOURS,THEY WILL BE REMOVED BY DPW IN THE AFTERNOON AND PROPERLY DISPOSED OF DURING ROUTINE HAZ MAT CLEAN UP.THIS AREA WILL BE FURTHER CHECKED BY LT.CADRIN&ED BARRY. THE PRODUCT DID NOT INVOLVE ANY STORM DRAINS AND DID NOT CAUSE ANY SIGNIFICANT ENVIRONMENTAL DAMAGE. THERE WAS NO PROPERTY DAMAGED OF PERSONS REPORTED ILL. OFFICE BUILDING IS OWNED BY DAN ADAMS 508-771-0711 WHO WAS MADE AWARE OF THE SITUATION BY LT. CADRIN. A MR.BOB GATWOOD OF THE CC CONSERVATION WAS ALSO ON SCENE. "NOTE" WHEN WE RETURNED TO REMOVE THE PADS AND BOOM WE DISCOVERED A CONTINUOUS FLOW OF PETROLEUM BASED MATERIAL FROM STORM DRAIN.FURTHER INVEST REVEALED AN ACCUMULATION OF FUEL FROM NORTH ST TEXACO&A NEARBY PARKING LOTS ALL DRAINING INTO THE SAME RUN OFF ARE CAUSING THE FILM ON THE WATER. RECENT HEAVY RAINS HAVE CAUSED RUNOFF TO ACCUMULATE AT THIS POINT ON NORTH ST. IN DISCUSSION WITH MR. BARRY FROM THE BOH IT WAS DECIDED ALONG WITH DEPUTY MELANSON TO LEAVE PADS AND BOOM IN PLACE FOR SEVERAL DAYS AT WHICH TIME MR. BARRY WILL CONTACT DPW TO PICK UP AND PROPERLY DISPOSE OF WASTE.
