This letter contains information from that visit that will help you become and remain compliant with Chapter 108 of the Town of Barnstable Ordinance: Hazardous Materials. Enclosed are copies of Chapter 108: Hazardous Materials Control of Toxic and Hazardous Materials ordinance, and a copy of the Toxic and Hazardous Materials On-Site Inventory form from the visit to your business. Please note the following observations identified at your place of business durinz the hazardous materials inspection listed below: OBSERVATIONS: 0 Spill kit is available and has signage indicating its location. • MSDS on site and readily available to all employees and has been updated with all new products being used. • Hazardous Materials permit has been obtained for the fiscal year 2006-2007. • The facility is very organized,clean and well monitored for all safety features. On Site Inventory Total The Toxic and Hazardous Materials On-Site Inventory from December 19, 2006 shows that you have approximately 1883 gallons of toxic and hazardous materials being used, stored, generated and disposed of at the Acme Laundry Company, 124 Ridgewood Ave,Hyannis, MA(Please see enclosed Toxic and Hazardous Materials On Site Inventory sheet). The Board of Health has determined that the using, storing, generating and disposing of over 111 gallons of hazardous materials per month requires businesses in the Town of Barnstable to obtain an annual Hazardous Materials License. Samples are collected from the sewer system at various locations on a regular basis, in compliance with the Commonwealth of Massachusetts' regulations regarding the influent to our treatment facility. Attached is a copy of the quarterly sampling results. The wastewater samples collected at the above mentioned location contained a high level of the following Volatile Organic Compounds (VOC's):_ No high levels detected. These chemicals may have been used as cleaning solutions, solvents or fuels. A number of these chemicals are extremely hazardous, having been identified as toxic, either by breathing or skin absorption, and may cause a variety of diseases through accumulation in the human body or as pollutants in drinking water. A Maximum Contaminant Level (MCL) is set by the Commonwealth for many of these compounds. The analysis of the samples collected on July 1, 2004 indicated that the following compounds exceeded the MCL: NONE!!!! Please remember that Cape Cod is a single-source aquifer, that is, the only source of drinking water is groundwater not surface-water. The wastewater treatment plant treats the sewage it receives and returns it to the ground where it again becomes our drinking water. The treatment process cannot remove VOC's. Further review discloses that the fossil fuel utilization facility located on Ridgewood Avenue, Hyannis shall consist of one (1) York-Shipley 560-SPHV-150-N/2 firetube boiler rated by the Department at 6,100,000 Btu per hour input. The boiler will be equipped with a York-Shipley FV-40 burner which will utilize natural gas as the sole fuel of use, at a rate of 6100 cubic feet per hour while the boiler is operating at 100% rated capacity. The turn-down ratio of this equipment is 3 to 1. Please be reminded .that any change in fuel shall require further review and approval by the Department. The products of combustion will be Emitted through a steel smokestack, the top . of which is 23 feet above ground level, which has an inside diameter of 12 inches, and which will provide a stack gas exit velocity of 48 feet per second at a temperature of 430OF while the facility is operated at 100% rated capacity. The stack will be equipped with a nonrestrictive rain cap which will overlap the top of the stack by 6 inches, and will extend the stack by 5 feet (final HT 28') with an exit diameter of 14 inches. The particulate emission rate for the facility shall not exceed 0.10 pounds per'milli,on Btu at any firing rate. The ability of the equipment to maintain an emission rate at or below the stated level shall be demonstrated to the Department when and if deemed necessary. 4 -2- The Department is of the opinion that the submittal as delineated on Table 1 is in conformance with current air pollution control engineering practices and hereby approves the application with the provision that the Department be notified_ when construction is completed and the facility is deemed ready for continuous operation.
