The only hazardous materials on site were thirty-six automotive batteries and three cores. There were no automotive fluids on site; the store inventory consisted of dry parts. Reportedly the business would need to purchase fluids in such large quantities that it was cost prohibitive. There are no plans to pursue obtaining fluids for retail sale. Based on the above the business is not subject to the Hazardous Materials licensing requirement of the Town of Barnstable. ti YOU WISH TO OPEN A BUSINESS? This letter contains information from that site visit that will help you become compliant with and remain compliant with Chapter 108 of the Town of Barnstable Ordinance: Hazardous Materials. Enclosed are copies of Chapter 108: Hazardous Materials ordinance and a copy of the Toxic and Hazardous Materials On-Site Inventory form from the visit to your business. Please note the problems identified at your place of business during the hazardous materials inspection and their corresponding recommendations listed below: PROBLEM: • The hazardous waste drum on your property is not labeled and doesn't indicate what the material is. ORDER: • Please label all hazardous waste containers, barrels and tanks, "TOXIC"and "HAZARDOUS WASTE", and the type of waste contained(i.e. "Waste Developer", etc.). PROBLEM: • Fire extinguishers in building were not inspected by a professional business or fire department. RECOMMENDATION: • Ensure they are inspected and that they are in working order. i7 RECOMMENDATIONS: • Continue to keep all containers capped and labeled. • Create a spill kit area near your designated hazardous materials area. Keep absorbents and personal protective equipment available in the event of an emergency. • If a spill or release occurs, use the absorbents to soak up the product and place the end product into a waste container to have a licensed hauler dispose of the materials properly. • Keeping your hazardous materials levels below 111 gallons will prevent you from having to purchase a permit from the Town of Barnstable. Once you remove the equipment that is using the majority of your product, please provide a copy to the Hazardous Materials Specialist. • Dispose of any unused product to maintain your levels below 111 gallons. The Board of Health has determined that the using, storing, generating and disposing of over 111 gallons of hazardous materials per month requires businesses in the Town of Barnstable to obtain an annual Hazardous Materials License. This license should be purchased from the Town of Barnstable Town Offices, 200 Main Street,Hyannis,MA 02601. If you continue to add hazardous materials to your facility, this must be purchased immediately because you are close to the gallon amount. Please refer to the Town of Barnstable General Ordinance: Chapter 108-6(A-H). A Contingency Plan must be submitted with your license application. Reviewing your contingency plan for hazardous materials spills and related emergencies(and its location throughout the facility)is highly recommended. Why are these recommendations being made for Quality Instant Printing? • This information is intended to educate you,a business owner/operator in the Town of Barnstable,in order to keep your business operations in compliance with local, state and federal toxic and hazardous materials laws so that you can avoid future regulatory problems. • Complying with the Hazardous Materials ordinance (Chapter 108)can prevent contamination of Barnstable's existing and future drinking water supply, prevent environmental contamination which can bankrupt site owners, lower or destroy land values, drive out residents and industry, depress local economies and endanger public health. If you have any questions about these problems and recommendations, or you need further information, guidance or assistance, please do not hesitate to contact the Public Health Division. Sincerely, Alisha L. Parker Hazardous Materials Specialist . Enc. This letter contains information from that site visit that will help you become compliant with and remain compliant with Chapter 108 of the Town of Barnstable Ordinance:Hazardous Materials. . RECOMMENDATIONS: • Continue to keep all containers capped and labeled. The Board of Health has determined that the using, storing, generating and disposing of over I I I gallons of hazardous materials per month requires businesses in the Town of Barnstable to obtain an annual Hazardous Materials License. Why are these recommendations heing made for Quality Instant`Printina? + This information is intended to educate you, a business owner/operator in the Town of Barnstable,in order to keep your business operations in compliance with local;'state and ' federal toxic and hazardous materials1aws so that you can avoid future regulatory problems. • Complying with the HazardousWaterials ordinance (Chapter 108)can prevent contamination,of Barnstable's existing and future drinking water supply, prevent environmental contamination which can bankrupt site owners, lower or destroy land values, drive out residents and industry, depress local economies and endanger public health. If you have any questions about these problems and recommendations, or you need further information, guidance or assistance, please do not hesitate to contact the Public Health Division.
