Proposal: New parking lot for 103 cars
Dear Mr. Crossen,
The above referenced informal proposal was reviewed at the Site Plan Review Meeting of June 4, 1998
and approved under Section 4-7.4 (2)-of the Barnstable Zoning Ordinance with the following
conditions:
• Notification to Engineering when excavation will begin.
• 13 trees to be planted.
Please be informed that a building permit is necessary prior to any construction. Upon completion of
all work, the letter of certification required by Section 4-7.8:(7) of the Town of Barnstable Zoning
Ordinances must be submitted. Also, all signage must be discussed with Gloria Urenas of this Division.

INFORMAL Parking Lot, 87.Bodick Road,Hyannis (343/019)
• Proposal: New parking lot for 103 cars. Attorney Crossen presented the
updated information. Parking spaces will be delineated by lime lines and
maintained accordingly. Addressed bathrooms. Submitted letter from
MultiBrands, an abutter, for the use of their bathroom facility. Addressed
soils. A letter was submitted by Fitzgerald, an Engineer, stating the soils are
adequate. Town engineers will be presented for excavation. Lighting was
addressed. Lighting plan done by ComElectric was submitted. One pole to be
added, 400 watt flood light. Light will be focused on parked vehicles.
• Health concerned with lime lined spaces. Building Commissioner stated
Licensing prefers lime.
• Building Commissioner stated fire access must be maintained.
• Engineering addressed lighting information. Will review further.
• Planning asked Building Commissioner if this is an allowed use?
Commissioner stated this is a business in a business district. Planning
addressed 13 trees required. This was discussed. Applicant agreed to plant 13
trees along the 3 foot isle.
• Building Commissioner addressed fence shown on plan.. Applicant stated it
will be relocated to the perimeter. Access will be from Bodick Road. Will be
gated. Commissioner questioned dumpster shown on plan. Applicant prefers
not to have a dumpster. Commissioner addressed signage: No booth is
proposed. Applicant stated the signage will meet the Ordinance.
• APPROVED with the following conditions:
• Notification to Engineering when excavation will begin.
• 13 trees to be planted.
INFORMAL Hostetter, 8 West Bay Road, Osterville(117/087)
• Proposal: Remodel existing building into 5 offices. Garage to have second
story and remodeled to office for a site total of 6 offices. Pete Sullivan
presented the plan. Discussed changes from the last informal meeting.
Applicant intends to use the A&P parking lot. The vehicles in the parking
area, as proposed,back out into the road. Mr. Sullivan provided A&P parking
analysis. There are 128 parking spaces,which is already deficient in number.
Mr. Sullivan discussed parking use and peak demands. The Hostetter
proposal will need 9 parking spaces from the A&P lot.
• Health discussed septic system. Dumpster location will be behind_ space#5.
Dumpster will be fenced. Health will wait for septic system plan for further
comments.
• COMM discussed dumpster. Locate a minimum of 10 feet from garage is
requirement. Discussed access.-
• Engineering discussed Ordinance relating to vehicles backing out into the
j street which is a violation of the Ordinance. Entire site is reviewed.
Discussed use of garage. Discussed A&P lot use. Engineering feels this
parking plan is not adequate. Discussed spaces 5-11. Curbing must be
granite.

INFORMAL Parking Lot, 87 Bodick Road, Hyannis (343/019)
• Proposal: New parking lot for 103 cars. Attorney Crossen presented the
proposal. Lot is owned by the Shores who also own other lots for the Hy-Line
parking. This lot will be used for long term parking.
• Fire Department concerned with vehicles stacking in the street. Applicant
stated the owners will leave.the cars and will be shuttled to the Ferry Boat.,
• Building Commissioner was concerned with how people will know where
Bodick Road is located. Applicant stated a person will bring them there from
the Old Colony lot. Applicant stated the vehicles arrive and,depart about the
same time. Similar to the Steamship Authority arrangement. Commissioner
asked how long it would take to fill up. Applicant stated it will be used July
and August. Vehicles usually spend a week there. Applicant was given a
copy of the Town Managers parking regulations.
• Planning feels this proposed use will require a Use Variance. It is not an
allowed use. But use could be grandfathered if Building Commissioner so
determines: Applicant stated the letters in,the fire prove grandfathering.
Commissioner will address. Planning then addressed required number of trees
to be planted. Applicant did not feel this proposal requires trees. Trees are
' required for parking lots for other uses. Planning stated no'matte'r what is
decided, landscaping is still needed: Applicant's intention is to clean up the
site. Planning addressed WP district and exterior lighting: Applicant stated
lot is gravel. Applicant stated there will be security lighting. Planning '
requested a plan. Planning addressed the delineation of the parking spaces.
Commissioner stated they must be delineated in some way either by railroad
ties or,lime. Commissioner suggested Applicant speak with Tom Geiler of
Licensing to see if-he has a preference.
• Health addressed-any leaking oil on site. Applicant stated the plan meets the
Zoning Ordinance regarding drainage. Health stated there are several ways to
deal with any leaking oil from the vehicles. Health addressed employees. .
Applicant will have an employee directing,traffic_ and has permission to use
the facilities across the street.
• Engineering stated drainage is adequate with MDC traps. Concerned with
parking lot on Old Colonybecause'vehicles are parking within'the Town,way.
Applicant stated trees and shrubs were planted there last summer to prevent
that from happening..Engineering addressed the use of lime. That requires
maintenance. Engineering feels that more vehicles will be parking there than
what is proposed. That would be an enforcement issue. Engineering had
same concerns regarding stacking into the street. Applicant will work with
town-. Engineering requested an As-Built.after drainage system is installed.
Concerned with soils.` Applicant believes soil testing was completed,but
documents submitted were unclear. Engineering requested a soils analysis.
• Building Commissioner stated the stamped plan`states Engineer assumed the
soil conditions. That is of concern.' Addressed fence. Applicant will have a
chain linked fence around perimeter. No barbed wire. Addressed lighting.
Commissioner requested lighting information. Addressed required trees.
