Re: Bond Court, Hyannis Parking,and Traffic Issues"
Dear Mr. Teague:
have reviewed the information provided by your office on parking and traffic
issues related to. Bond"Court Hyannis. Unfortunately; we have no jurisdiction,over
traffic issues and.m jurisdiction over parking-issues on.private roads.
'I also have observed some of-the issues you describe on Bond Court: While the.
Police department.does have authority to act in cases of emergency or public
safety,threats, the Bond Court activities frequently occur on the busiest days of
the year when the Police.Department finds itself spread very thin`, often having to
prioritize,response to calls for service. 1-know the Police Department has
responded to calls for the types of complaints you describe on Bond Court. Many
of these calls are related.to_the operation of.abutting business operations,,
including parking lots. While the police officer might get called away from the
scene for a greater emergency, they always direct.the contributing business to
correct the problem. 'However; it would be rare indeed, when responding officers
have the time to research the ownership Hof each of each vehicle and identify who
is actually responsible. There focus is eliminating the public safety threat. To the
,t -best of my knowledge, hat always happens.
My.observation is,we need°to.clearly mark the boundaries of the private road and
the,private property: However; I am not sure we have the authority to do that. If it
is not legal for the town to go in and install permanent markers or fencing,
Possibly the Town Manager, acting as.the Licensing authority for the parking lot's
abutting Bond court, could order the lot-operators to do.it as a condition:of the
- F
2012 license (parking lot licenses run, Maya through April 80). This action would
require-,a public hearing.

While clearly and permanently marking the property lines would not solve all of
the parking and:traffic-issues on Bond Court, I believe it would:sign ificantly
reduce the number of complaints.
