This review is based on a site visit performed on May 4,2018 to observe the space,existing conditions drawings provided by Neal Kidney,contractor,dated Dec 01, 1980 and a hand-drawn plan of the proposed layout of display cases and lighting provided by the client. IEBC§504 Alteration—Level 2 The project meets the requirements of the 2015 IEBC Work Area Compliance Method for Level 2 Alterations(§ 504)which include the reconfiguration of space, the addition or elimination of any door or window, the reconfiguration or extension of any system or the installation of any additional equipment. Alterations complying with§504 must also comply with the provisions of Chapter 7 and Chapter 8 of the IEBC. IEBC Chapters 7&8 §703&804:Fire protection The work area and larger building of which the work area is a portion is currently serviced by an automatic sprinkler system.The renovations proposed do not impact the existing sprinkler system. Any relocation or replacement of existing sprinkler heads must be done by a licensed fire protection installer. The automatic sprinkler system provided is connected to the building fire alarm system.All system components shall be tested at the completion of the work. §704&805:Means of Egress The proposed renovation leaves the existing means of egress unaltered.The existing means of egress consists of a single door at the level of exit discharge directly to the exterior at the front of the building.The space is permitted to have a single exit per§8053.1.1:In Group A, B,E, F, M, U and S occupancies, a single exit is permitted in the story at the level of exit discharge when the occupant load of the story does not exceed 50 and the exit access travel distance does not exceed 75 feet. Our occupant load is(1610 s.f./60 sf per occupant=)27 occupants. The Main entry/egress door is not required to be self-closing or automatic-closing per§805.4.3 Exception 1 because an exit enclosure is not required by the International Building Code. §805.7:Means of Egress Lighting The work area currently consists of adequate exit signage,artificial lighting of the means of egress, and battery-powered backup emergency lighting that is compliant with the requirements of this section. §705&806 Accessibility The existing building and work area is provided with a shared front walkway that is accessible from designated parking spots.The entry to the proposed market is flush with the existing walkway and satisfies the accessibility requirements of both the IEBC and the IBC. §807 Structural The proposed work cosmetic or MEP-related only and do not affect any existing gravity or lateral structural members,therefore no additional structural elements need be added as part of these alterations. §808 Electrical Per§808.1 any new electrical wiring and equipment shall comply with the applicable requirements of NFPA 70.However,existing wiring may remain as-is without upgrade as long as it is not being reconfigured per§808.2. §809 Mechanical The proposed alterations will utilize an existing mechanical system and exiting ductwork with minor reconfiguration,therefore§809.1 Exception applies:Existing mechanical ventilation systems shall comply with the requirements of§809.2 §809.2 Altered existing systems:In mechanically ventilated spaces, existing mechanical ventilation systems that are altered, reconfigured, or extended shall provide not less than 5 cubic feet per minute (cfm)per person of outdoor air and not less than 15 cfm of ventilation air per person. §810 Plumbing Additional plumbing fixtures are not required per§810.1 because the occupant load of the story is not increased by more than 20 percent S : A §811 Energy Conservation Level 2 alterations to existing buildings or structure are permitted without requiring they entire building to comply with the International Energy Conservation Code.Only new elements or envelops being altered or reconfigured must comply.The proposed project does not include alterations to the existing envelop or new windows or doors. Mr. Hirsch identified that the building was built in 1984 and the parking assigned to the entire building does not meet current parking code. Mr. Hirsch explained that the lot adjacent (Goodwill) is under the same control and the parking contained in both of the lots are used together. He said that 7 excess parking spaces were built with the Goodwill building in 1980. Mr. Hirsch indicated that parking has not been a problem. The proposed use is sale of prepackaged specialty food and convenience store items, as well as freshly cooked food. Mr. Tejada said that he intends to use a grill flat top and a fryalator for cooking and will be removing the oven. No seating is proposed.
