(CRA) conducted a visual, non-destructive survey of distress at the subject structure(east addition to the original building), together with limited shallow subsurface exploration and a literature review of the effect of construction induced vibrations. The purpose of this assessment was to opine about the potential cause(s) of the reported and observed distress in the structure, including the potential for ground vibration effects from ongoing construction activity(sheet pile installation and earthwork activities). This document provides a summary of CRA's observations of the damage, literature review, and opinions. The compiled field notes and other reference materials will remain on file should this information be needed at a later time. The site visit for this assessment was performed on July 1, 2015, by Mr. Steven A. Janosik, CRA Geotechnical Project Manager, in the presence of Cape Tire Service, Inc. staff and the Project Superintendent for the active construction operations ongoing within the site adjacent to the east side of the subject property. Due to rain events that day and a wet roof surface, a subsequent roof assessment was conducted by Mr.Jeff Lambert on July 10, 2015. CRA and CRA Engineering, Inc. are part of the CRA family of companies. Assessment Summary Based on the information acquired and CRA's assessment of the damage at the subject structure, the following opinions are provided and based on a reasonable degree of professional certainty: • The referenced structure did not represent a dangerous or unsafe structural condition at the time of the site assessment. The east wall of the structure had been shored with temporary steel beams and struts at to the embedded steel sheet piling (see Attachment A — Site Photographs). The temporary shoring should remain in-place until permanent repairs are initiated. I CRA ENGINEERING INC. August 12,2015 Reference No. 11105182 -2- • Ground vibration level parameters (peak particle velocity (PPV)) were estimated from the provided background information, field distance measurements, empirical PPV data previously compiled by CRA in similar situations, and published literature review. At the subject structure, the maximum PPV was indicated to be on the order of 0.6 to 7 inches/second (averaging around 4 inches/second) at the building sections nearest the construction (east wall, located about 3 feet away from the sheet piling). The PPV would diminish with distance, and be less at other parts of the structure, such as the original structure area attached to the west end of the subject addition to the structure. • The peak particle velocity and other ground vibration parameters have been correlated in published literature to potential vibration effects on soils, structures and building occupants, as summarized below: o The estimated vibration levels at the structure would have been perceptible to building occupants and were above commonly referenced vibration damage limiting criteria, which can range up to 2.0± inches/second. State Department of Transportation (DOT) entities commonly require contractors to limit vibrations to 0.50 inches/second. Lower vibration limit criteria (such as 0.20 inches/second) are sometimes adopted on a per project basis considering building types (e.g., ancient/historical structures) or other factors such as buildings housing sensitive instruments. o Based on the estimated vibration levels and the characteristics of the encountered soils, ground vibrations produced by.prior construction activity contributed to differential settlement of the foundations/slabs within the eastern addition to the Cape Tire Service building and also damaged the subject addition due direct vibration effects and more global distortion effects. — The most pronounced vibration-related damage occurred at the northeast and southwest corners of the addition. — Other vibration-related damage was noted near the northwest corner of the addition and in isolated exterior finishes. — The concrete slab within the addition was not appreciably displaced or damaged due to the construction vibrations. While minor displacement was noted, the function of the slab had not been impaired. o Based on the estimated vibration levels and observations of the distress in the building and the roof framing components, ground vibrations produced by the adjacent construction activity did not contribute to the observed roof leaks near the southeast section of the addition. August 12, 2015 Reference No. 11105182 -3- o The estimated ground vibration levels would have been sufficient to cause loose items on horizontal surfaces to displace or loose components to rattle, causing occupant annoyance. • Based on the completed visual assessment and shallow subsurface exploration, other causes of damage included the following: o Cracks in the concrete block mortar joints and cementitious finishes were the result of shrinkage of cementitious materials (e.g., concrete, mortar, stucco) as they cured, an inherent behavior of Portland cement based materials. o Cyclical expansion and contraction of various building materials in response to changes in temperature and/or moisture/humidity levels also contributed to the observed cracks/separations in the interior and exterior finishes. o Some of the damage at the structure was the result of long-term and ongoing differential settlement of the foundation, as would be expected for similar construction with shallow foundation systems. Settlement-related damage at the structure was caused by long-term and ongoing creep compression of generally loose surficial sands and "normal settlement" mechanisms (inherent soil density differences and/or load variations on different parts of the structure). • The observed roof leaks were consistent with missing shingles due to lack of maintenance and not related to the reported vibrations. • The perimeter foundation of the east addition should be stabilized through underpinning (small diameter piling with brackets attached to the foundation). Other masonry repairs may be needed near the northeast corner of the addition. We recommend additional subsurface exploration in conjunction with the repair process to delineate underpin termination depths and identify potential slab areas requiring under-slab filling with chemical grout. Repairs should not be initiated until the adjacent ongoing construction is substantially completed. Description of the Structure The referenced structure can be described as a single-story commercial building that is utilized as a vehicle service garage. The referenced structure is in the attached Figure 1 with the east addition of concern outlined in red. For the purposes of this report, the front exposure of the building was referenced to face north. According to the Town of Barnstable Assessor's records the original building was constructed in 1965. Review of historical aerial photographs from the Assessor's records indicates that the easternmost portion of the building was an addition that was constructed between 1968 and 1989. CRA ENGINEERING INC. August 12,2015 Reference No. 11105182 -4- The exterior walls of the referenced structure consisted of concrete masonry units (CMU) that were clad with a cementitious veneer on the outside. The building floor consisted of a concrete slab. The wood-frame roof of the referenced structure was a combination gable and cross-gable design overlain with asphaltic shingles. Background Information The following information was provided to CRA by Zurich North America, our conversations with Mr. Bob Wallace, a Cape Tire Service, Inc. representative, and Mr. Tim Holmes, Project Superintendent for Construction Source Management(CSM): • The noted concerns included cracking and displacement of the perimeter wall near`the northeast corner of the addition and the southwest corner. Slab displacement was also reported. • The easternmost hydraulic vehicle lift reportedly stopped functioning around the time of the wall displacement. The lift had been removed at the time of our site reconnaissance. • Steel sheet piling was installed along the eastern property line, about 3 feet away from the east wall of the addition. According to Mr. Holmes, the sheet piles were initially pressed in using the equipment crowd pressure, then vibrated to the approximate termination depth of 27 feet below surrounding grade. • CSM installed temporary steel beams along the east wall of the addition to stabilize the structure. Observations At the time of the site visit, during our visual, non-destructive observations of the east addition of the referenced structure,the following was evidenced: • The addition was approximately 25 feet wide (east-west) by 38 feet long (north-south). A partitioned room was located at the southeast section of the addition. g . • The CMU walls measured approximately 139 inches tall (11.6 feet). • Steel sheet piles were installed along the eastern property line about 3 feet from the east wall of the addition, and the east wall was shored with steel beams attached to the wall and to the sheet piling. • Soil had been excavated along the east side of the steel sheet piling to a depth of about 4 to 5 feet below the grade of the subject property. CRA ENGINEERING INC. August 12,2015 Reference No. 11105182 -5- • The most pronounced damage was located at the northeast corner of the addition, where a crack up to about 2 inches wide was observed along the vertical joint. The crack characteristics indicated rotation of the wall outward toward the east. A similarly-sized crack was observed at the southwest corner of the addition. • Other cracks in the perimeter walls of the addition were generally less than about 1/16-inch in width. • Cracks ranging from about 1/16 to 1/4-inch wide were noted in the concrete floor slab of the addition, but these cracks exhibited rounded edges and painted edges, indicating long-term presence and development. • Select areas of the slab perimeter exhibited pulled paint, indicating minor displacement of the slab since the most recent painting event(s). • A roof leak was observed near the southeast corner of the addition. Rainwater was observed penetrating the roof surface, as viewed from the attic space. • The wood framing of the addition was in relatively good condition, and no recent movement was indicated. • Multiple areas of the roof covering evidenced different color shingles indicating previous repairs. • An approximate 2 foot by 1-foot area on the southeast corner of the addition was missing shingles, exposing the roof underlayment.This area corresponds to the interior roof leak. Discussion/Analysis Ground Vibration Background Information Introduction — Structure distress caused by vibrations can occur directly from the stress and strain caused by dynamic effects ('shaking' of the building) and can also occur due to vibration induced settlement of the soils -beneath the structure. In addition, a building could be excessively distorted by temporary ground displacement or motion as the vibration stress wave passes by in the ground. The potential for damage depends on many factors including the soil conditions, type of vibration'source, duration of the vibration, and the type and age of the structure. In addition,we note that the ground vibrations and their resultant effects are related to distance, and the further the vibration source is from a structure, the less the ground vibrations will affect the structure (ground vibration attenuation). The potential to cause distress can usually be related to the peak particle velocity (PPV) of the soil that occurs during the vibration, and many criteria or standards for allowable vibrations CRA ENGINEERING INC. In interpreting the vibration data obtained from seismograph measurements, it should be noted that the transducer (vibration sensor) may not be aligned with the particle movement, in which case partial values would be recorded in two or three directions. Thus, the actual maximum PPV may in fact be somewhat higher than the maximum recorded value in any particular direction. However, the values in the three directions can be mathematically combined (a vector sum) to yield a resultant PPV (RPPV). These RPPV values aid in establishing a conservative value that would better represent worst-case conditions. Published Vibration Limit Criteria — Ground vibrations generated by typical construction activities and the resulting dynamic effects of ground vibrations on nearby structures have been studied by the U.S. Bureau of Mines and other organizations for over 65 years. Guidelines that relate particle velocity and observed damage have been developed and documented from these studies, as summarized below. • The lower limit peak particle velocity for transient ground vibrations (e.g., blasting) considered to be the threshold of damage for dynamic effects (direct structure shaking) is commonly considered to be: 0 0.5 inches/second for older, historic, and sensitive structures with plaster-on-lath. 0 1.0 inches/second for older wood and masonry structures. 0 2.0 inches/second for wood and masonry structures. 0 3.0 to 4.0 inches/second for concrete and steel commercial or industrial buildings. 0 4.0 to 8.0 inches/second for concrete slabs-on-grade. • Some State Department of Transportation (DOT) entities generally limit peak particle ; velocities to 0.5 inches/second during construction. At, sensitive sites, some DOT districts may limit peak particle velocities to 0.2 inches/second. These DOT limits consider more repetitive ground vibrations generated during construction such as from pile driving activities and vibratory compaction equipment. CRA ENGINEERING INC. As illustrated in Graph 1, vibration effects may also be dependent upon frequency as well as the peak particle velocity. The illustrated damage criteria take into account vibration influences at lower frequencies. The common lowest dominant vibration frequency range for general construction activities is shaded in the graph. A criterion commonly utilized in the United States is the PPV/frequency relationship depicted by the OSM line illustrated in Graph 1 (the solid line). In addition,the PPV as a function of frequency damage criteria for residential structures established by the German Standards Office (DIN) is illustrated in Graph 1 (lowest dashed line labeled "R"). For historic buildings under preservation, the more recent DIN 4150 Standard specifies a peak particle velocity limit as low as about 0.12 inches/second for frequencies of about 10 Hz or less. This lower limiting criteria established by DIN (0.12 inches/second for frequencies less than about 10 Hz) was most likely,established to protect sensitive, older European structures of great CRA ENGINEERING INC. August 12,2015 Reference No. 11105182 -8- historical importance, and in our opinion represents an overly conservative limit for most residential and commercial construction. Additional Ground Vibration Limit Considerations — Differential displacement of the structure may occur if the vibration wave lifts or stretches portions of the building relative to each other as it moves by in the earth. This effect can be evaluated by considering the vertical deflection F of the vibration stress wave versus the building length. Also, distortion becomes critical when the wave length is shorter than the building length, so that the wave fits within the building. Based on conservative ground motion parameters for similar conditions and estimated soil properties, the ground motion wavelength will typically be less than common building perpendicular lengths. However, based on ground motion calculations (Massarsch, 2000) using estimated local soil parameters, distortion effects would be negligible at peak particle velocities less than about 0.3 inches/second. Densification and associated volume reduction (settlement) of sands beneath structures can also occur due to vibrations from construction activities. Many different factors enter into the susceptibility of granular soils to vibration-induced densification, including the vibration characteristics (frequency, amplitude), which may be related to the distance from the source; the duration of vibration or number of cycles; soil characteristics (attenuation properties, grain size distribution, density, moisture content); and pre-existing state of in-situ stress. The overall settlement also depends on the thickness of the susceptible'zone. Soils susceptible to vibration-induced settlement are generally relatively clean (free of silt and clay), uniformly graded (limited range of particle sizes) granular material (sands and gravels) that are in a relatively loose condition. Additionally, the strength and/or quantity of vibrations would need to be sufficient to trigger densification of the sands. As a general guide, volumetric shear strains must typically exceed 0.01% for densification to be a concern. Conservatively, considering calculations of very loose sand deposits, peak particle velocities less than 0.3 inches/second would not be expected to produce volumetric shear strains exceeding 0.01% (Massarsch, 2000). Human and Other Factors —Vibrations can be perceived by people at relatively low levels and their severity is often interpreted subjectively. People can detect vibrations lower than 0.1 inches/second and, dependent on the duration and frequency, perhaps as low as 0.01 inches/second (well below published vibration limit criteria for threshold damage). While it is possible that ground vibrations could have been felt by vibration-sensitive building occupants-during the noted construction activities, these vibration levels would not have been sufficient to cause/exacerbate structure damage. ` c CRA ENGINEERING INC. August 12, 2015 Reference No. 11105182 -9- Ground Vibration Assessment Estimated Ground Motion Parameters—CRA has conducted several forensic vibration studies in sandy materials with measurement of ground vibrations transmitted by vibratory hammer/compaction equipment. Graphical representations of peak particle velocity versus distance from the vibration source, for various construction equipment, were also consulted to provide a comparative basis for estimated peak particle velocities at the site based on Published literature (Wiss, p. 171 and Dowding, p. 249). The analysis focused on the construction equipment that would have produced the largest peak particle velocities at the locations closest to the structures on the property. Based on the referenced diagrams and empirical data collected by CRA, it is anticipated that vibrations transmitted by the described construction activities could have resulted in intermittent maximum peak particle velocities of no more than 7 inches/second along the eastern portions of the addition, lessening with distance away from the construction activity. More continuous vibration levels are expected to have been on the order of 0.6 to 4 inches/second. The estimates for maximum peak particle velocity described above from the published correlations and empirical data should be considered conservative and representative of the upper limit of maximum values. It is our opinion that the conservative estimate is appropriate since it encompasses a "worst-case" scenario. Specific vibration . attenuation characteristics are unique to each particular site, and actual field conditions and construction methods could have varied at the locations near the subject structure, resulting in some variance from these peak particle velocity estimates. Evaluation of Dynamic Effects — Based on the empirical data from CRA, the lowest dominant vibration frequencies for similar construction equipment generally average around 10 Hertz (Hz, cycles per second). Considering the expected dominant vibration frequencies (averaging no less than about 10 Hz), the anticipated range of vibration levels along the east side of the addition (typically less than 0.6 to 4 inches/second and intermittently no more than 7 inches/second) generally approach and exceed most of the threshold criteria for direct damage and the DOT limits. Accordingly, it is our opinion that dynamic effects from the ground vibrations likely caused damage to the east addition. Although the most common method of checking for Mbration damage involves monitoring ground motion, it should be noted that, in some rare instances, the floor and structure may not respond with the same behavior characteristics as the ground motion, so that the movement within or between structural elements can be different from the ground vibration. - CRA ENGINEERING INC. i August 12, 2015 Reference No. 11105182 -10- Evaluation of Distortion Effects — Differential displacement of the structure may occur if the vibration wave lifts or stretches portions of the building relative to each other as it moves by in the earth. Based on our experience with similar construction equipment, expected particle displacement along the east portion of the addition could be expected to have induced minor distortion effects considering the estimated vibration particle velocities. Evaluation of Vibration-Induced Soil Compression— Based on visual classification of the sands in the vicinity of the site location, together with knowledge of typical local sand properties, the near surface sands are variably graded with relatively low to moderate silt/clay fines, and thus are the type of material that, in a sufficiently loose state, could be affected to some degree by vibrations that are sufficiently powerful and of sufficient duration. Results of shallow soil testing on the property indicate the near surface soil deposits are generally loose within the upper extent. Observations of the excavation operations to the east also suggest generally loose (easily excavated) sandy materials. Thus, it is our opinion that the looser zones within the near surface soils may be susceptible to vibration-induced densification if the vibrations exceed a threshold value. Second, the strength and/or quantity of vibrations would need to be sufficient to trigger densification of the sands. As a general guide, volumetric shear strains must typically exceed 0.01% for densification to be a concern. The maximum volumetric shear strains of the shallowest soils at the eastern extent of the property were calculated to be greater than the threshold strain level. Additionally, two methodologies based on laboratory studies of cyclic soil behavior (Massarsch, 2000; and Drabkin, Lacy and Kim, 1996) yielded theoretical maximum settlements of about 1 to 2 inches (assuming threshold strain levels exceeded) along the eastern portion of the addition, with theoretical settlement magnitudes diminishing with distance. Further, induced differential settlement (portion of the settlement that is greater in one area than another, which would cause distortion, stress, and possible cracking) related to densification of the relatively uniform and widespread sandy soils would be expected. The expected magnitude of potential theoretical settlement exceeds commonly accepted settlement tolerances for standard commercial construction. In summary, vibration-induced densification of the sands beneath the foundations and slabs-on-grade at the subject addition likely produced differential settlement, most prominently f I y CRA ENGINEERING INC. August 12,2015 Reference No. 11105182 -11- along the east wall with the'differential settlement effects visible also at the west end of the addition. In general, effects would be strongest closest to the construction activities, and weakest further away, consistent with the observed damage. ' Based on the preceding, displacement and densification of soils beneath the foundations and slabs-on-grade at the subject addition that could have manifested as settlement damage (slab displacement and wall cracking/separations) likely occurred. Recommendations The following recommendations are offered by CRA, are conceptual in nature, and are based on a reasonable degree of professional certainty: • The perimeter foundation of the east addition should be stabilized through underpinning (small diameter piling with brackets attached to the foundation). Preliminarily,we estimate that up to 20 underpins may be required. The underpin types (push pins, helical piers, drilled mini-piles, etc.) and.termination depths should be established after additional deeper soil information is obtained. • Other masonry repairs may be needed near the northeast corner of the addition. The cracks were wide and the underpinning may not sufficiently close the cracks. Significant re-leveling attempts through underpinning should be avoided in order to mitigate the potential for distorting the roof framing and causing associated collateral damage to the building. e We recommend additional subsurface exploration' in conjunction with the repair process to delineate underpin termination depths and identify potential slab areas requiring under-slab filling with chemical grout. The slab did not exhibit recent cracking indicative of under-slab _voids at the time of the site reconnaissance. However, construction activities are. ongoing at the property to the east, and we recommend further probing and evaluation after that construction is substantially complete in order to ensure an adequate long-term repair. a Repairs should not be initiated_until the adjacent ongoing construction is substantially completed. t • Following the underpinning operations and wall repairs, the roof framing of the addition should be re-evaluated to determine if additional repairs are required. • All work should be performed by licensed contractors in accordance with the applicable codes, ordinances, and standard building practices. (CEI) has evaluated the snow loads on the addition for the above mentioned project. Based upon our limited knowledge of the project, it appears the addition to the existing building was damaged during the construction efforts of an adjacent structure to house an automobile dealership. CEI was asked to evaluate the snow loads the addition would be subject to, based upon current code provisions, and comment upon the effects the adjacent structure has upon the snow loading. Our analysis is based upon a proposed wood framed replacement structure. The addition is 26'-3" in length and 40' wide, the replacement roof is proposed to be supported by wood trusses spanning the width with a pitch of 5 on 12. The trusses are to be ' supported on wood framing approximately 12' above the finished floor resulting in a mean roof height of 16.17'. Based upon information we were provided, this addition is considered an extension of a 69'-9" structure in length of similar height and roof pitch. The 69'-9" structure is apparently attached an adjoining structure, although information provided to us regarding this portion of the building has been limited. Hence, the roof height of this portion was assumed to not be higher than the rest of the building and would not result in drifting snow on the addition. Snow loading applied to the addition was calculated based upon applicable provisions of the Massachusetts State Building Code (MSBC) referencing the International Building Code (IBC) and the Minimum Design Loads for Buildings and Other Structures (ASCE 7-10). The use group of this building is considered classified as business. The use results in a Risk Category II yielding a Snow Importance Factor Is of 1. The building is partially exposed as a result of the new Audi Dealership building located approximately 13' to the northeast. The building is located in a suburban setting resulting in terrain category B providing an Exposure Factor, Ce, of 1.0. The replacement addition, is assumed will be adequately insulated with a cold ventilated roof yielding a Thermal Factor, Ct, of 1.1. The Roof Slope Factor was based upon a cold roof of a pitch of 5 on 12 with an unobstructed non-slippery surface, C5=1.0. CONSULTING ENGINEERS AND CONTRACTORS Since the roof framing is wood trusses, the simplified distribution of unbalanced snow load for narrow gables does not apply in this case. Hence, a uniform distributed load of 8.09 #/sf and 26.95 #/sf are applied to the windward and leeward sides of the ridge respectively. In addition a surcharge load of 18.24 #/sf is to be applied on the wind ward side 6.29 feet leeward from the ridge. The recently constructed adjacent Audi Dealership building is horizontally separated from the addition by approximately 13' and the roof elevation of 27'-6" above grade results in an approximate vertical separation of 11.33'. Since this horizontal separation is less than 20' and less than six times the vertical separation distance, drifting snow from the Audi building must be considered. Considering the Audi building is fully exposed with a heated, unventilated flat roof results in a flat roof snow load of 22.05 #/sf. Based upon a leeward fetch of 118'-4" results in a drift height, ha, upon the lower addition roof of 3.97'. A similar comparison of windward drifting snow based upon a fetch of 96' of the existing roof yields drift height of 2.33'. Inspection yields drifting snow from the upper Audi building _roof controls. Hence, a triangular surcharge Load with a maximum intensity of 73.61#/sf, applied at the gable end, and a horizontal extent from the roof edge of 23.8' must be applied to the roof in addition to the balanced or unbalanced snow load cases. This results in a significant increase in the applied snow loading to the roof framing as opposed to conditions preceding the Audi building. Prior to the code revisions of 2010, ASCE 7-10, drifting snow only had to be considered for an adjacent structure within 20'. Therefore, based upon available documentation and the assumption that the adjacent structure preceding the Audi building was built before 2010 and was located more 20' away, there is no reason to believe that the existing addition would have been designed to support the additional drifting snow that resulted from the Audi building. In the event the damaged addition is to be repaired, as opposed to replaced, the structural elements must be evaluated for adequacy to support the additional loads due to the Audi building. Finally, ASCE 7-10 section 7.12 requires, "owners or agents for owners of an existing lower roof shall be advised of the potential for increased snow loads where a higher roof is constructed within 20'.
