This letter is to inform you that.Regulatory Services canvassed the general area of Hiramar and
Fresh Hole Roads on Friday afternoon, March 4, 2011 in an attempt to assess the current
conditions of the properties located in this area: a
This department recommends that all landlords personally inspect their property in order to
obtain an accurate assessment of-their individual rentals. For your convenience I am identifying
the findings in a generic list below:
• Broken window panes and storm`doors

State investigating car, duplex fires

HYANNIS—Two separate fires that burned a duplex and a car early Monday morning were arson,according to
investigators.
"They've ruled out all other probable causes,"said Jennifer Meith, a spokeswoman for the state fire marshal.
At about 4 a.m. Monday,a Barnstable police officer doing routine building checks spotted the fire at a duplex at 13
Hiramar Road and called the Hyannis Fire Department, said Hyannis fire Capt. Bill Rex.
No one was in the vacant eight-room building when the fire started and there were no injuries, Rex said.The
building is assessed at$92,700, according to data from the town of Barnstable.
Firefighters knocked down the fire at 4:49 a.m., Rex said.
Just after 4:30 a.m.,as firefighters from Hyannis, Barnstable,Yarmouth and the Centerville-Osterville-Marstons
Mills fire departments fought the duplex blaze, Hyannis received a call of a car fire at 251 Falmouth Road, about
1,000 feet away, Rex said.
Firefighters put out the car flames about 15 minutes after arriving on scene, Rex said.
Hyannis fire and police officials deemed both fires suspicious and called in the state fire marshal's office, Rex said.
It is unclear whether the two fires are related, Meith said, but investigators are looking at that possibility because
they were only a few blocks from each other.
The state fire marshal's office, Barnstable Police Department and Hyannis Fire Department have opened a
criminal investigation of both fires, Meith said.
The charred interior of the house,which is set back from Hiramar Road,was visible through broken windows
Monday morning.A sign posted by the state Arson Watch Reward Program on the front door read, "Reward up to
$5,000 if you know who did this,call 1-800-682-9229."
Dennis Connors,who manages the Captain's Quarters Home Owners Association, did not see anything suspicious
when he arrived at an adjacent duplex to clean it for a tenant who was arriving later that morning, he said around 9
a.m. Monday.

"Ten minutes, 15 minutes after I got.here, I could smell smoke,"Connors said.Within minutes, he said,the smoke
was thick enough to completely block his view of the house. 6"t I

The house was being renovated at the time of the fire, said Barnstable Police Sgt.Thomas Twomey. g
Noel Santos,the house's owner,according to Hyannis Deputy Fire Chief Dean Melanson, could not be reached
Monday.
Assessors records list the owner as Residential Investors Trust with,a Hyannis post office address.
At the Falmouth Road property,two burned cars were parked next to each other Monday morning. One of the cars
was burned so severely the make and model were unrecognizable.
A Honda in the driveway was damaged by the burning car next to it, said Hyannis Deputy Fire Chief Dean
Melanson. The fire also broke windows at the house on the property.
